(10) Coordinate the establishment, consolidation, <strong>and</strong> discontinuance <strong>of</strong> <strong>Army</strong> mortuaries outside the United States<br />

<strong>and</strong> port mortuaries in the United States.<br />

(11) Jointly, with DCSLOG, administer, <strong>and</strong> develop policies, st<strong>and</strong>ards, <strong>and</strong> procedures for the Concurrent Return<br />

Program, which is part <strong>of</strong> the <strong>Army</strong> Mortuary Affairs Program.<br />

(12) Develop policies <strong>and</strong> st<strong>and</strong>ards for the Casualty <strong>and</strong> Mortuary Affairs Open Allotment, to include internal<br />

management control program.<br />

e. Comm<strong>and</strong>ers <strong>of</strong> major <strong>Army</strong> comm<strong>and</strong>s (MACOMs) <strong>and</strong> major subordinate comm<strong>and</strong>s (MSCs). The MACOM<br />

<strong>and</strong> MSC comm<strong>and</strong>ers will—<br />

(1) Monitor <strong>and</strong> assist in the administration <strong>of</strong> the <strong>Army</strong> mortuary affairs program <strong>and</strong> the disposition <strong>of</strong> remains<br />

<strong>and</strong> personal effects processes to ensure compliance with policies <strong>and</strong> m<strong>and</strong>atory tasks established by this regulation<br />

<strong>and</strong> Department <strong>of</strong> the <strong>Army</strong> Pamphlet (DA Pam) 638–2.<br />

(2) Monitor compliance with internal management control procedures prescribed by this regulation for the Casualty<br />

<strong>and</strong> Mortuary Affairs Open Allotment.<br />

(3) Ensure that subordinate comm<strong>and</strong>ers train basic disposition <strong>of</strong> remains <strong>and</strong> personal effects policy, procedures,<br />

<strong>and</strong> st<strong>and</strong>ards<br />

f. Casualty area comm<strong>and</strong>ers. The casualty area comm<strong>and</strong>er (CAC) will—<br />

(1) At installations within the United States, place the supervision <strong>of</strong> the Mortuary Affairs Program under the<br />

installation adjutant general. In areas outside the United States where the <strong>Army</strong> operates a mortuary facility, place the<br />

supervision <strong>of</strong> the Mortuary Affairs Program under the Theater Director <strong>of</strong> Logistics or Theater Personnel Comm<strong>and</strong>.<br />

(2) Operate activities related to the care <strong>and</strong> disposition <strong>of</strong> remains <strong>and</strong> ensure plans are established to perform<br />

mortuary affairs activities, such as contracting for mortuary services, during duty <strong>and</strong> non-duty hours, to include nights,<br />

holidays, <strong>and</strong> weekends.<br />

(3) Provide escorts for remains.<br />

(4) Have full responsibility for the h<strong>and</strong>ling <strong>and</strong> disposition <strong>of</strong> personal effects under their control or custody.<br />

(5) Ensure the person authorized to direct disposition <strong>of</strong> remains (PADD), the person eligible to receive the effects<br />

(PERE), <strong>and</strong> any other person eligible or entitled to a mortuary affairs benefit are notified <strong>of</strong> the person’s death or<br />

missing status.<br />

(6) Ensure the PADD, the PERE, <strong>and</strong> any other person eligible or entitled to a mortuary affairs benefit receives<br />

appropriate casualty assistance.<br />

(7) Ensure compliance with Defense Casualty Information Processing System (DCIPS) policies <strong>and</strong> procedures<br />

prescribed by this regulation, DA Pam 638–2, <strong>and</strong> the Casualty <strong>and</strong> Memorial Affairs Operations Center (CMAOC)<br />

DCIPS User’s Manual.<br />

(8) Ensure the internal management control checklist (see app B) is completed annually.<br />

(9) In areas outside <strong>of</strong> the United States, ensure disposition <strong>of</strong> remains actions are coordinated between the Theater<br />

Director <strong>of</strong> Logistics <strong>and</strong> the Theater Personnel Comm<strong>and</strong>.<br />

(10) Establish mortuary affairs rapid response teams to recover remains <strong>and</strong> personal effects at multiple fatality<br />

incidents within their geographic area <strong>of</strong> responsibility.<br />

(11) Train basic disposition <strong>of</strong> remains <strong>and</strong> personal effects policy, procedures, <strong>and</strong> st<strong>and</strong>ards.<br />

(12) Provide military burial honors in their geographic area <strong>of</strong> responsibility for persons as prescribed by AR<br />

600–25.<br />

g. Adjutants general within the United States. Adjutants general within the United States will—<br />

(1) Be responsible for the mortuary affairs program within their comm<strong>and</strong>.<br />

(2) Ensure that mortuary services are performed properly.<br />

(3) Maintain liaison with <strong>and</strong> provide mortuary affairs information to all <strong>Army</strong> units, installations, activities, <strong>and</strong><br />

military medical treatment facilities within the CAC’s area <strong>of</strong> responsibility.<br />

h. Adjutants general outside the United States. Adjutants general outside the United States will—<br />

(1) Ensure timely <strong>and</strong> adequate disposition <strong>of</strong> remains information is provided to the Director, Mortuary Affairs.<br />

(2) Maintain liaison with <strong>and</strong> provide disposition <strong>of</strong> remains <strong>and</strong> disposition <strong>of</strong> PE information to all <strong>Army</strong> units,<br />

installations, activities, <strong>and</strong> military medical treatment facilities within the CAC’s area <strong>of</strong> responsibility.<br />

i. Directors <strong>of</strong> Logistics in comm<strong>and</strong>s located outside the United States. Directors <strong>of</strong> Logistics in comm<strong>and</strong>s outside<br />

<strong>of</strong> the United States comm<strong>and</strong>s will—<br />

(1) Be responsible for the operation <strong>of</strong> <strong>Army</strong> mortuaries in their comm<strong>and</strong>s. Appoint a Director, Mortuary Affairs at<br />

each mortuary in the comm<strong>and</strong>.<br />

(2) Coordinate disposition <strong>of</strong> remains actions with the appropriate casualty affairs <strong>of</strong>fice.<br />

(3) Maintain liaison with <strong>and</strong> provide mortuary affairs information to all <strong>Army</strong> units, installations, activities, <strong>and</strong><br />

military medical treatment facilities within their area <strong>of</strong> responsibility.<br />

(4) Ensure that mortuary services are performed properly.<br />
