Every contractor employed by or for a tenant shall file with the board or management a waiver of his right to place any lien on the building. VII. GENERAL A. Complaints regarding the service of the building or violation of these rules shall be made in writing to the managing agent of the Lessor. B. Any consent or approval given under those House Rules by the Lessor shall be revocable at any time C. These rules shall be enforced uniformly and in a non-discriminatory manner. Failure to enforce any rule on any occasion shall not constitute a waiver or abrogation thereof. D. These House Rules shall be binding not only on the tenant, but also, where applicable, on the family, guests, servants, authorized sub-tenants, and other occupants. Neither the superintendent nor any employee of the Lessor has any authority to modify these rules or to give any consent or approval that is required there under, unless expressly and explicitly stated in these Rules. VIII. SUBLETTING A separate resolution with respect to subletting has been or will shortly be adopted by the Board of Directors and will be distributed as an addition these rules. Supplement to House Rules Adopted by the Board of Directors on August 20, 1996 Re: Balcony Use and Maintenance The following constitutes a supplement (the "Supplement") to the House Rules adopted by the Board of Directors of the 110-20 71st Road Apartments, Inc. ( The "Co-operative") on October 23, 1984 ("House Rules"). The Supplement was adopted by the Board of Directors of the Cooperative on August 20, 1996. The House Rules together with the Supplement, is hereinafter referred to as the "Supplemented House Rules". PLEASE BE ADVISED THAT ANY VIOLATION OR BREACH OF ANY OF THE PROVISIONS OF THE SUPPLEMENT TO THE HOUSE RULES SHALL BE A VIOLATION OR BREACH OF THE PROPRIETARY LEASE. Furthermore, any inconsistency between any rule, regulation or guideline in this Supplement and the House Rules prior to being supplemented shall be construed most favorably to provide for the proper use and maintenance of the balconies as determined by the Board of Directors in its sole discretion. The provisions, in part or in whole, of the Supplemented House Rules may be supplemented, amended, replaced, or repealed at any time by the Board of Directors. All references in the following examples as including specific items shall not be construed to limit the application of the provision and are stated solely for illustrative purposes. All references herein to balconies shall include terraces as applicable. Lessees will be held responsible for all costs and expenses of repairs resulting from damage caused by their actions, or for their failure to properly maintain their balconies, in accordance with the Supplemented House Rules. I General 1. No surfaces of the floor, walls, ceilings, railings, or doors of the balconies may be painted, coated, and/or decorated in any fashion. Penetration of surfaces in an attempt to hang or install any object there from is prohibited. 2. Balconies and railings shall not be enclosed. For example, screening or netting of any kind is prohibited. 3. No object shall be hung from or installed on the walls or ceilings of the balconies. 4. No floor coverings of any kind shall be placed on the balcony floors, including but not limited to carpeting, astro-turf, tiles, pavers, wood decking, paint and cementitious materials. 5. Railings may be cleaned using either a sponge or soft bristled brush with water and mild liquid detergent (such as, "Dawn"). 6. Balcony surfaces may be cleaned using a mop or soft-bristled brush with either a mild detergent, such as "Dawn" or with Trisodium Phosphate (TSP), which is available in hardware stores.
