4.7. MECHANISMS FOR IMPLEMENTATION<br />

a) Mechanisms to manage human use and activities in the buffer<br />

zone or zones<br />

There are several mechanisms for managing activities in the land buffer area, as<br />

the Laurel forest Management Plan, as part of the management plans for Natura 2000<br />

areas, the Tourism Management Plan of the Autonomous Region of <strong>Madeira</strong> (POT) and<br />

Municipal Master Plan of <strong>Santana</strong>.<br />

For the marine core area, management mechanisms will be based on the Program<br />

of Measures for the Management and Conservation of Natura 2000 site of Ilhéu <strong>da</strong> Viúva<br />

and management measures to Sítio <strong>da</strong> Rocha do Navio established by the <strong>Madeira</strong><br />

Natural Park.<br />

b) A management plan or policy for the area as a biosphere<br />

reserve<br />

The lines of action adopted by the various plans and programs designed as<br />

guidelines for the socio-economic development of the proposed Biosphere Reserve area,<br />

including the <strong>Santana</strong> Municipal Master Plan, the Tourism Management Plan of the<br />

Autonomous Region of <strong>Madeira</strong> (POT), Costline Management Plan (POOC) and Plans for<br />

the Management of laurel forest, the Central Mountainous Massif and Ilhéu <strong>da</strong> Viúva,<br />

areas integrated in the European ecological network Natura 2000, will be the executive<br />

support to the management policy of the Biosphere Reserve area.<br />

If accepted the nomination of <strong>Santana</strong> as a Biosphere Reserve, a specific<br />

management plan will be outlined, enhancing the integration of the local community in<br />

sustainable development of the municipality, according to the guidelines defined for<br />

Biosphere Reserves. It is also believed that the very designation of the Biosphere<br />

Reserve will be an important stimulus for the promotion of sectoral plans, since the<br />

Biosphere Reserve will be a factor of common interest to them.<br />
