We want to hear
your views!
Do you have strong views about local
issues? Would you like your voice to be
heard when decisions about local
services are made?
‘Your Voice’ is a new membership scheme
for people in Breckland and Norfolk
districts who want to take an active part
in improving services for their local
community.
As a Your Voice member, you could be
called upon to give your views on bin
collections, or asked to give suggestions to
help improve our website. You could
become a ‘mystery telephone shopper’
and test how well we deal with
complaints, or perhaps take part in a
group discussion about local transport
or facilities for young people.
We’re aiming to recruit around 1,000
residents who will become the Breckland
contingent of this new Norfolk scheme.
Everyone who wants to get involved and
make their views known is welcome to
join - we want to make sure all aspects of
our Breckland community are represented.
Your Voice has a dedicated website, but
you don’t have to be online to be a
member, you can take part by post or
telephone. When you register, let us know
how you’d prefer to be contacted and
what kind of consultation activity you’d
like to participate in.
If you’re interested in becoming a member
of ‘Your Voice, or want to find out more
about the scheme contact Pam Sayle on
01362 656870 or go direct to the Your
Voice website www.yourvoicenorfolk.co.
uk to register and see what opportunities
are on offer at the moment.
Help us improve our website
...and you could win a £50 voucher
Since our new-look website was
launched back in 2010, more and more
residents are logging on every day.
Although we’ve had some great feedback
since the launch we want to continue
improving the site, making it easier for
you to find the information you need.
We need your help!
By taking part in our 5 minute survey,
you’ll help us identify which areas of the
website are difficult to find. You could also
win yourself a £50 voucher.
Look for the newsflash button on the
home page of the Breckland website to
link to the survey.
If you’d prefer a paper
copy, call our Contact
Centre on 01362 656870.
The survey closes on
Sunday 1 July.
in the district to get snapping this spring and summer
to capture rural life in Breckland. You don’t have to be
an experienced photographer and we encourage the use
of any type of camera.
The four categories for the competition that celebrates
rural life are:
• Community life
• Landscapes
• Working animals / livestock
• Young snapper (anyone 16 and under on the closing date)
Entries for Young Snapper should include one of the three
categories above. For full terms and conditions please see
'The Railway Children' arriving at
Platform One, Dereham Station
Edith Nesbitt's wonderful story of three
children, 'Bobbie', Phyllis and Peter,
whose cosy world is turned upside down
one dark and fateful night, has more
than stood the test of time since its first
publication in 1906.
As the children and their remarkable
mother have to adapt to a new life of
hardship and uncertainty in the
countryside, the reader or viewer is
irresistibly drawn into their story, their
struggles, triumphs and adventures.
The story has endured well through
publication, film, stage and tv productions.
The musical version however has not been
widely performed but, due to a recent
collaboration between the Mid Norfolk
Railway and Open Cast Community
Theatre, it is due to arrive at Platform One,
Dereham Station in early June.
This is a not to be missed opportunity to
see the production, perfect for all the
family, performed in the authentic
surroundings of a traditional railway
platform, complete with a genuine period
steam train. Director Zelda Rolfe has drawn
together her company from across Norfolk
for this unique production, delivered over
the 13 performances with a cast of around
60 children working in teams of three over
the run, together with experienced adult
actors and singers, also cast from the
region.
Performed in the open air over the
celebratory Diamond Jubilee
week 2-10 June, 'The
Railway Children' promises
to be an ideal treat for
everyone. So, climb aboard
for an unforgettable outing
to a beautiful bygone age,
peopled with enchanting
characters and of course, a
happy ending arriving bang
on time!
Sunday 17 June, Watton
Sports Centre 10.30am
With London 2012 well and truly on the
horizon, this is your last chance to sign up
to take part in the fantastic Norfolk Village
Games and bring the Olympics to your
local community.
Since 2010 we have worked in partnership
with Active Norfolk to deliver this intergenerational
event which sees village and
parish pit their wits against each other in a
variety of sports in order to find out which
village truly is the Best in Breckland. Villages
are required to assemble squads of people
of all ages to compete in the various
activities offered; sports vary from short
matt bowls, badminton, archery and
climbing to 5 a-side football. There are
three separate categories depending on
the size of your village so there really is
something for everyone.
The Breckland category winners will
qualify for the Norfolk Village Games final
which will be held in Norwich at the UEA
Sportspark on Sunday 15 July to determine
Due to the success of last year’s event,
this year’s race will also incorporate the
Norfolk County 5K Championships and as
a result we are working with Active
Norfolk to help local runners prepare by
providing them with the opportunity to
Helping Breckland’s
businesses to cut
costs and carbon
Our REV ACTIVE project is showing that
local businesses are still investing to
grow. Through onsite reviews to identify
‘resource efficiency’ opportunities –
how businesses buy and use utilities like
energy, water and raw materials – and
its small grants scheme, the project has
identified £2.5 million of savings and
already helped local businesses to save
£1.3 million.
The scale of the opportunity for
businesses is enormous. Across the
country, low-cost and no-cost business
resource efficiency opportunities are
estimated at around £23 billion in value.
Helping businesses to realise these
opportunities is significantly more
efficient than increasing turnover by the
same amount.
We have successfully delivered over £40
million worth of regeneration and
economic development activity involving
ERDF* funding over the last 10 years. Our
Economic Development team has brought
in €1.4 million of new funding to support
REV ACTIVE and uses it to benefit local
companies.
*The European Regional Development
Fund Competitiveness Programme (ERDF)
brings £95 million of investment into the
six counties of the East of England.
The fund aims, amongst other things, to
support economic growth and job
creation and help small businesses
become more efficient. In partnership
with organisations like Breckland Council,
it makes an important contribution to
local competitiveness and the transition
to a green economy.
New rules for
temporary
licence
applications
On 25 April 2012 new changes to the
way in which Temporary Event
Notices (TEN’s) are applied for and
used were introduced.
TEN’s provide the means to have a
temporary licence to sell alcohol,
provide regulated entertainment or late
night refreshment for organised events
without having to apply for a full
premises licence.
Previously a single TEN lasted up to 96
hours but this increased to a maximum
168 hours for a single event or a series
of events at a specific address.
The Police and the Environmental
Health Team have the power to object
to such an application and 3 working
days to comment on public nuisance
concerns, such as loud music or any
aspect of public safety.
Applications need to be made at least
10 working days in advance of the
event and will have an audience limit of
499 people. The cost is £21.
There are also provisions within the
new legislation to allow for applications
to be submitted on a late basis of up to
5 working days prior to the event.
However, if you are planning an event
the council would urge you to submit
your application as early as possible in
order to provide peace of mind for both
organisers and participants.
The changes make it easier for local
groups to apply for TEN’s and full
details of the new process, together
with guidance, is on the council’s
website www.breckland.gov.uk/
Police Direct offers you factual and
timely updates direct from the police
by email, voicemail and text. Whether
policing commander or the very latest
on a major incident – Police Direct
a part of keeping your community safe.
Following a recent review of the
service, the Constabulary has reinstated
a weekly neighbourhood level crime
summary*. The full message includes:
• A list of crimes reported in your
neighbourhood
• A summary of any local anti-social
behaviour issues by dealt with by
police
• Crime prevention advice from Norfolk
PACT (Partners Against Crime
Taskforce charity) may also be included.
Police Direct also continues to deliver
that will not impact on a person’s right
to privacy or breach Data Protection
laws.
Council Tax reduction for carers
A Council Tax discount may be
available for where care is being
provided.
A person is ‘disregarded’ (not counted)
for Council Tax purposes if:
• He/she is providing care to a person
who is resident in the same property;
• Providing care to the person for at least
35 hours a week on average; and
• Not a disqualified relative of the person
being cared for. A disqualified relative is
a spouse or partner, or the parent if the
child is aged under 18.
Common examples of people who may
qualify as a carer are the parent of an
adult child or the son/daughter of an
elderly parent.
Council Tax is calculated on the
assumption that two adult occupiers live
in a property. If we are able to ‘disregard’
one of the two adult occupiers as a carer,
a 25% discount applies. This is the
equivalent of the single occupier
discount.
If there are three adult occupiers, and
one is disregarded, 100% Council Tax is
still payable because there are two
occupiers who are still counted for
Council Tax. If we are able to disregard
two of the three, 25% discount applies.
If you would like further information or
would like to apply for the carer
discount, please contact us on 01362
Youth councillor, Mary Young proposed to her fellow youth
councillors that a Nintendo Wii should be purchased for an
Intergenerational Project and taken around the district to
residential and elderly care homes.
On Wednesday 11th April, Breckland Youth Councillors Aaron
Protheroe, Mary Young and Kristina Fox along with co-ordinator
Stephanie Barnard visited The Meeting Point in Dereham, a
place where older residents can meet and socialise. On the day,
the youth councillors showed the elderly people the Nintendo
Wii, the Wii Fit and other games such as The Michael Jackson
Experience to encourage them to get more exercise, keep
healthy and have fun!
Some of the elderly people had a go on games such as bowling,
hula-hooping and the step-aerobics on the Wii Fit. It was hard
for them to understand the controls to start with but they
got the hang of it once the youth councillors explained. Some
of the elderly people even joined in with the Michael Jackson
dancing whilst the youth councillors were demonstrating it.
The elderly people who played on the Wii said that the games
were really good exercise and were fun. There have been no
studies into the health benefits effects of the Wii for the elderly,
but it’s definitely a good way of encouraging them to try
something new and stay physically and mentally active.
My involvement with youth clubs and youth councils
began when I took the Duke of Edinburgh award. The hours
of volunteering that had to be completed were done at
‘Youthie’, my local youth group in Swaffham.
Although I finished my D of E award years ago, I’ve
remained a volunteer at the club and also kept up
my place on Swaffham Youth Council. Over the years,
these groups have adapted and changed, resulting in a
powerhouse of a youth group being formed - the Youth
Forum!
It was through this group that I first got involved with
Breckland Youth Council (BYC). We’re always encouraged
to take up opportunities when they arise and applying
to the BYC was one such occasion. The idea that I could
expand on the work I already did in Swaffham to reach
a wider area was a great prospect for me and something
that I feel very lucky to be in the position to do.
The BYC is full of individuals who each have their own
personal passions they want to push forward, but the idea
of teamwork is embedded in everyone and that’s what
makes the group special. We’re still in the early stages, but
already have discussed some exciting plans to get stuck
into. The diversity within the group is really unique and
we’re all learning to work with different people, take other
ideas on board and really get to know what other young
people think within the Breckland area.
The BYC is definitely not a quiet bunch of people, so you
will hear alot from us throughout the coming year!
125 years and
still going...
While other brass bands come and go, one
Norfolk troupe is gearing up to celebrate
their 125th anniversary. New Buckenham
Silver Band has a full programme of concerts
in 2012 including their own 125th
anniversary celebration on 1 July.
"It's a huge milestone," said Tommy Winser,
conductor. "Brass bands are surviving but I
don’t know any others that have been going as
With the hose pipe ban in full force, you
may be wondering how to keep your
Gladioli glorious or your Rhododendrons
radiant. Becoming water wise and following
a few simple steps, will help to reduce your
water consumption, and will help keep your
garden glorious too!
The last 18 months have been the driest in
over 100 years; rivers, reservoirs and
groundwater levels are very low; and as we
move into the even drier spring and summer
months, there is no sign of the situation
easing. Take steps today to safeguard water
supplies for the future!
long as us. I think the social side to it is very
important to all our members.”
The Band formed in 1887 to mark Queen
Victoria's Golden Jubilee and celebrates its
125th Anniversary just after Queen Elizabeth
II Diamond Jubilee this year. It is one of the
oldest bands in East Anglia and includes
musicians from the age of 13 right up to 79.
Changing lifestyles and working patterns
have meant the number of brass bands in the
UK has declined from tens of thousands to
around 700.
Pauline Bott, Chairwoman says; "One of the
reasons this band has kept going is that it has
regular meetings on a Thursday evening in the
village hall. We are celebrating on Sunday 1st
July with a meet, greet and eat afternoon then
a concert at 6.30pm.
In the home
• Turn off the tap when cleaning your teeth
• Wash dishes and vegetables in a bowl, not
under a running tap
• Always use your washing machine and
dishwasher with a full load. If this isn't
possible, use the half load or economy
setting
• Use a standard shower for washing – a five
minute shower uses 40 litres of water, a
bath uses 80 litres and a power shower uses
over 100 litres
• When buying, choose water efficient
appliances
• Dripping taps are a common cause of
The music will include a piece from every
decade of the band's existence - so something
for everyone. Anyone with Band connections
can come along and join in, bring photos and
memories and play with us in the concert.”
Practice nights continue every Thursday
in New Buckenham Village Hall at 7pm - 8pm
for beginners and 8pm – 10pm for the band.
