We want to hear<br />

Do you have strong views about local<br />

issues? Would you like your voice to be<br />

heard when decisions about local<br />

services are made?<br />

‘Your Voice’ is a new membership scheme<br />

for people in <strong>Breckland</strong> and Norfolk<br />

districts who want to take an active part<br />

in improving services for their local<br />

community.<br />

As a Your Voice member, you could be<br />

called upon to give your views on bin<br />

collections, or asked to give suggestions to<br />

help improve our website. You could<br />

become a ‘mystery telephone shopper’<br />

and test how well we deal with<br />

complaints, or perhaps take part in a<br />

group discussion about local transport<br />

or facilities for young people.<br />

We’re aiming to recruit around 1,000<br />

residents who will become the <strong>Breckland</strong><br />

contingent of this new Norfolk scheme.<br />

Everyone who wants to get involved and<br />

make their views known is welcome to<br />

join - we want to make sure all aspects of<br />

our <strong>Breckland</strong> community are represented.<br />

Your Voice has a dedicated website, but<br />

you don’t have to be online to be a<br />

Competition <strong>2012</strong><br />

Celebrating rural life<br />

Calling all <strong>Breckland</strong> Photographers! We want residents<br />

in the district to get snapping this spring and summer<br />

to capture rural life in <strong>Breckland</strong>. You don’t have to be<br />

an experienced photographer and we encourage the use<br />

of any type of camera.<br />

The four categories for the competition that celebrates<br />

rural life are:<br />

• Community life<br />

• Landscapes<br />

• Working animals / livestock<br />

• Young snapper (anyone 16 and under on the closing date)<br />

Entries for Young Snapper should include one of the three<br />

categories above. For full terms and conditions please see<br />

'The Railway Children' arriving at<br />

Platform One, Dereham Station<br />

Edith Nesbitt's wonderful story of three<br />

children, 'Bobbie', Phyllis and Peter,<br />

whose cosy world is turned upside down<br />

one dark and fateful night, has more<br />

than stood the test of time since its first<br />

publication in 1906.<br />

As the children and their remarkable<br />

mother have to adapt to a new life of<br />

hardship and uncertainty in the<br />

countryside, the reader or viewer is<br />

irresistibly drawn into their story, their<br />

struggles, triumphs and adventures.<br />

The story has endured well through<br />

publication, film, stage and tv productions.<br />

The musical version however has not been<br />

widely performed but, due to a recent<br />

collaboration between the Mid Norfolk<br />

Railway and Open Cast Community<br />

Theatre, it is due to arrive at Platform One,<br />

Dereham Station in early <strong>June</strong>.<br />

This is a not to be missed opportunity to<br />

see the production, perfect for all the<br />

family, performed in the authentic<br />

surroundings of a traditional railway<br />

platform, complete with a genuine period<br />

steam train. Director Zelda Rolfe has drawn<br />

together her company from across Norfolk<br />

for this unique production, delivered over<br />

the 13 performances with a cast of around<br />

60 children working in teams of three over<br />

the run, together with experienced adult<br />

actors and singers, also cast from the<br />

region.<br />

celebratory Diamond Jubilee<br />

week 2-10 <strong>June</strong>, 'The<br />

Railway Children' promises<br />

to be an ideal treat for<br />

everyone. So, climb aboard<br />

for an unforgettable outing<br />

With London <strong>2012</strong> well and truly on the<br />

horizon, this is your last chance to sign up<br />

to take part in the fantastic Norfolk Village<br />

Games and bring the Olympics to your<br />

local community.<br />

Since 2010 we have worked in partnership<br />

with Active Norfolk to deliver this intergenerational<br />

event which sees village and<br />

parish pit their wits against each other in a<br />

variety of sports in order to find out which<br />

village truly is the Best in <strong>Breckland</strong>. Villages<br />

are required to assemble squads of people<br />

of all ages to compete in the various<br />

activities offered; sports vary from short<br />

matt bowls, badminton, archery and<br />

climbing to 5 a-side football. There are<br />

three separate categories depending on<br />

the size of your village so there really is<br />

something for everyone.<br />

The <strong>Breckland</strong> category winners will<br />

qualify for the Norfolk Village Games final<br />

which will be held in Norwich at the UEA<br />

Sportspark on Sunday 15 July to determine<br />

the overall County Champions.<br />

Dereham 5K Town Race<br />

and 1k Fun Run <strong>2012</strong><br />

The second annual Dereham 5K Town<br />

Race and 1 K fun run, is set to be held in<br />

the town on Sunday 22 July, starting<br />

from the Recreation Ground at 9.15am.<br />

Runners will lap the town centre twice<br />

before returning back to the Recreation<br />

Ground to reach the finishing line.<br />

Due to the success of last year’s event,<br />

this year’s race will also incorporate the<br />

Norfolk County 5K Championships and as<br />

a result we are working with Active<br />

Norfolk to help local runners prepare by<br />

providing them with the opportunity to<br />

attend a six week ‘Get Into Running’<br />

course with former Olympic Athlete<br />

Paul Evans.<br />

Paul will be offering weekly evening<br />

training sessions to runners of all abilities<br />

at Dereham Neatherd High School from<br />

Tuesday 12 <strong>June</strong> to Tuesday 17 July. The<br />

sessions are designed to help runners get<br />

into the best possible shape they can<br />

before the starter gun fires on Sunday 22<br />

July. This year’s event will include a 1K<br />

away and it seems <strong>Breckland</strong> residents<br />

are well and truly ready to get out the<br />

flags and bunting and dust off their<br />

picnic tables. The weekend promises to<br />

be a wonderful royal occasion – a<br />

celebration to remember for <strong>Breckland</strong><br />

reign of Queen Elizabeth II with a<br />

Olympian Paul Evans will run from the Dereham Recreation Ground<br />

to the Watton Sports Centre, carrying the Active Norfolk friendship<br />

flame. Once Paul reaches the Watton Sports Centre he will signal the<br />

start of Active Norfolk’s <strong>Breckland</strong> Village Games. Community<br />

volunteers over the following five weeks will run, walk, cycle and<br />

horse ride the route, visiting all the events listed below, before<br />

finishing at the Dereham Runner’s 5K town race and 1K fun run on<br />

Helping <strong>Breckland</strong>’s<br />

businesses to cut<br />

costs and carbon<br />

Our REV ACTIVE project is showing that<br />

local businesses are still investing to<br />

grow. Through onsite reviews to identify<br />

‘resource efficiency’ opportunities –<br />

how businesses buy and use utilities like<br />

energy, water and raw materials – and<br />

its small grants scheme, the project has<br />

identified £2.5 million of savings and<br />

already helped local businesses to save<br />

£1.3 million.<br />

The scale of the opportunity for<br />

businesses is enormous. Across the<br />

country, low-cost and no-cost business<br />

resource efficiency opportunities are<br />

estimated at around £23 billion in value.<br />

Helping businesses to realise these<br />

opportunities is significantly more<br />

efficient than increasing turnover by the<br />

same amount.<br />

We have successfully delivered over £40<br />

million worth of regeneration and<br />

economic development activity involving<br />

ERDF* funding over the last 10 years. Our<br />

Economic Development team has brought<br />

in €1.4 million of new funding to support<br />

REV ACTIVE and uses it to benefit local<br />

companies.<br />

*The European Regional Development<br />

Fund Competitiveness Programme (ERDF)<br />

brings £95 million of investment into the<br />

six counties of the East of England.<br />

The fund aims, amongst other things, to<br />

support economic growth and job<br />

creation and help small businesses<br />

become more efficient. In partnership<br />

it makes an important contribution to<br />

local competitiveness and the transition<br />

New rules for<br />

temporary<br />

licence<br />

applications<br />

On 25 April <strong>2012</strong> new changes to the<br />

way in which Temporary Event<br />

Notices (TEN’s) are applied for and<br />

used were introduced.<br />

TEN’s provide the means to have a<br />

temporary licence to sell alcohol,<br />

provide regulated entertainment or late<br />

night refreshment for organised events<br />

without having to apply for a full<br />

premises licence.<br />

Previously a single TEN lasted up to 96<br />

hours but this increased to a maximum<br />

168 hours for a single event or a series<br />

of events at a specific address.<br />

The Police and the Environmental<br />

Health Team have the power to object<br />

to such an application and 3 working<br />

days to comment on public nuisance<br />

concerns, such as loud music or any<br />

aspect of public safety.<br />

Applications need to be made at least<br />

10 working days in advance of the<br />

event and will have an audience limit of<br />

499 people. The cost is £21.<br />

There are also provisions within the<br />

new legislation to allow for applications<br />

to be submitted on a late basis of up to<br />

5 working days prior to the event.<br />

However, if you are planning an event<br />

the council would urge you to submit<br />

your application as early as possible in<br />

order to provide peace of mind for both<br />

organisers and participants.<br />

The changes make it easier for local<br />

groups to apply for TEN’s and full<br />

details of the new process, together<br />

with guidance, is on the council’s<br />

Police Direct offers you factual and<br />

timely updates direct from the police<br />

by email, voicemail and text. Whether<br />

it’s the weekly overview of local crime,<br />

a personal message from your local<br />

policing commander or the very latest<br />

on a major incident – Police Direct<br />

informs, reassures and allows you to be<br />

a part of keeping your community safe.<br />

Following a recent review of the<br />

service, the Constabulary has reinstated<br />

a weekly neighbourhood level crime<br />

summary*. The full message includes:<br />

• A list of crimes reported in your<br />

neighbourhood<br />

• A summary of any local anti-social<br />

behaviour issues by dealt with by<br />

police<br />

• Crime prevention advice from Norfolk<br />

PACT (Partners Against Crime<br />

Taskforce charity) may also be included.<br />

Police Direct also continues to deliver<br />

alerts for forthcoming police events,<br />

summaries of local priority-setting<br />

meetings and is used to inform the<br />

public in the event of major incidents.<br />

Residents are encouraged to pass<br />

relevant information back to police by<br />

calling the new non-emergency<br />

number 101.<br />

<strong>Council</strong> Tax reduction for carers<br />

A <strong>Council</strong> Tax discount may be<br />

available for where care is being<br />

provided.<br />

A person is ‘disregarded’ (not counted)<br />

for <strong>Council</strong> Tax purposes if:<br />

• He/she is providing care to a person<br />

who is resident in the same property;<br />

• Providing care to the person for at least<br />

35 hours a week on average; and<br />

• Not a disqualified relative of the person<br />

being cared for. A disqualified relative is<br />

a spouse or partner, or the parent if the<br />

child is aged under 18.<br />

Common examples of people who may<br />

qualify as a carer are the parent of an<br />

adult child or the son/daughter of an<br />

elderly parent.<br />

<strong>Council</strong> Tax is calculated on the<br />

assumption that two adult occupiers live<br />

in a property. If we are able to ‘disregard’<br />

one of the two adult occupiers as a carer,<br />

a 25% discount applies. This is the<br />

equivalent of the single occupier<br />

discount.<br />

If there are three adult occupiers, and<br />

one is disregarded, 100% <strong>Council</strong> Tax is<br />

still payable because there are two<br />

occupiers who are still counted for<br />

<strong>Council</strong> Tax. If we are able to disregard<br />

two of the three, 25% discount applies.<br />

Youth councillor, Mary Young proposed to her fellow youth<br />

councillors that a Nintendo Wii should be purchased for an<br />

Intergenerational Project and taken around the district to<br />

residential and elderly care homes.<br />

On Wednesday 11th April, <strong>Breckland</strong> Youth <strong>Council</strong>lors Aaron<br />

Protheroe, Mary Young and Kristina Fox along with co-ordinator<br />

Stephanie Barnard visited The Meeting Point in Dereham, a<br />

place where older residents can meet and socialise. On the day,<br />

the youth councillors showed the elderly people the Nintendo<br />

Wii, the Wii Fit and other games such as The Michael Jackson<br />

Experience to encourage them to get more exercise, keep<br />

healthy and have fun!<br />

Some of the elderly people had a go on games such as bowling,<br />

hula-hooping and the step-aerobics on the Wii Fit. It was hard<br />

for them to understand the controls to start with but they<br />

got the hang of it once the youth councillors explained. Some<br />

of the elderly people even joined in with the Michael Jackson<br />

dancing whilst the youth councillors were demonstrating it.<br />

The elderly people who played on the Wii said that the games<br />

were really good exercise and were fun. There have been no<br />

studies into the health benefits effects of the Wii for the elderly,<br />

but it’s definitely a good way of encouraging them to try<br />

something new and stay physically and mentally active.<br />

My involvement with youth clubs and youth councils<br />

began when I took the Duke of Edinburgh award. The hours<br />

of volunteering that had to be completed were done at<br />

‘Youthie’, my local youth group in Swaffham.<br />

Although I finished my D of E award years ago, I’ve<br />

remained a volunteer at the club and also kept up<br />

my place on Swaffham Youth <strong>Council</strong>. Over the years,<br />

these groups have adapted and changed, resulting in a<br />

powerhouse of a youth group being formed - the Youth<br />

Forum!<br />

It was through this group that I first got involved with<br />

<strong>Breckland</strong> Youth <strong>Council</strong> (BYC). We’re always encouraged<br />

to take up opportunities when they arise and applying<br />

to the BYC was one such occasion. The idea that I could<br />

expand on the work I already did in Swaffham to reach<br />

a wider area was a great prospect for me and something<br />

that I feel very lucky to be in the position to do.<br />

The BYC is full of individuals who each have their own<br />

personal passions they want to push forward, but the idea<br />

of teamwork is embedded in everyone and that’s what<br />

makes the group special. We’re still in the early stages, but<br />

already have discussed some exciting plans to get stuck<br />

into. The diversity within the group is really unique and<br />

we’re all learning to work with different people, take other<br />

ideas on board and really get to know what other young<br />

people think within the <strong>Breckland</strong> area.<br />

The BYC is definitely not a quiet bunch of people, so you<br />

will hear alot from us throughout the coming year!<br />

125 years and<br />

still going...<br />

While other brass bands come and go, one<br />

Norfolk troupe is gearing up to celebrate<br />

their 125th anniversary. New Buckenham<br />

Silver Band has a full programme of concerts<br />

in <strong>2012</strong> including their own 125th<br />

anniversary celebration on 1 July.<br />

"It's a huge milestone," said Tommy Winser,<br />

conductor. "Brass bands are surviving but I<br />

don’t know any others that have been going as<br />

The Band formed in 1887 to mark Queen<br />

Victoria's Golden Jubilee and celebrates its<br />

125th Anniversary just after Queen Elizabeth<br />

II Diamond Jubilee this year. It is one of the<br />

oldest bands in East Anglia and includes<br />

musicians from the age of 13 right up to 79.<br />

Changing lifestyles and working patterns<br />

have meant the number of brass bands in the<br />

UK has declined from tens of thousands to<br />

around 700.<br />

Pauline Bott, Chairwoman says; "One of the<br />

reasons this band has kept going is that it has<br />

regular meetings on a Thursday evening in the<br />

village hall. We are celebrating on Sunday 1st<br />

July with a meet, greet and eat afternoon then<br />

a concert at 6.30pm.<br />
