<strong>Th<strong>is</strong></strong> <strong>memo</strong> <strong>is</strong> <strong>in</strong> <strong>response</strong> <strong>to</strong> a <strong>spill</strong> <strong>by</strong> <strong>an</strong> <strong>unknown</strong> source <strong>in</strong><strong>to</strong> a small<br />
tributary of Smackover Creek found <strong>by</strong> Union Pacific on February 28,<br />
2013.<br />
On February 28, 2013, at approximately 12:00 p. m., Union Pacific<br />
reported a crude oil <strong>spill</strong> that was found that day <strong>in</strong> a small tributary of<br />
Smackover Creek at Latitude 33.34881 <strong>an</strong>d Longitude 92.68105 near<br />
Smackover <strong>in</strong> Union County. I was <strong>in</strong>structed <strong>to</strong> contact L<strong>an</strong>gley Oil <strong>by</strong><br />
my Superv<strong>is</strong>or Kerri McCabe <strong>to</strong> obta<strong>in</strong> <strong>in</strong>formation perta<strong>in</strong><strong>in</strong>g <strong>to</strong> the<br />
<strong>spill</strong>. Opera<strong>to</strong>rs for L<strong>an</strong>gley Oil were look<strong>in</strong>g for leaks from their<br />
facilities s<strong>in</strong>ce the oil was found on their lease, but they could not f<strong>in</strong>d<br />
one. They stated that what they could see was approx. one barrel of oil.<br />
They were go<strong>in</strong>g <strong>to</strong> use a d<strong>is</strong>perser called Petro Green on the oil <strong>an</strong>d<br />
cle<strong>an</strong> what they could.<br />
On March 1, 2013, at approx. 8:30 a. m., I <strong>in</strong>vestigated the <strong>spill</strong> site. I<br />
found a L<strong>an</strong>gley Oil cle<strong>an</strong>up crew on site apply<strong>in</strong>g the d<strong>is</strong>perser <strong>an</strong>d<br />
plac<strong>in</strong>g hay on the oil, which was on vegetation <strong>an</strong>d near the b<strong>an</strong>k of the<br />
tributary. From the site it was <strong>in</strong>conclusive as <strong>to</strong> where the oil orig<strong>in</strong>ated.<br />
On March 4, 2013, at approx. 8:00 a. m., I re<strong>in</strong>vestigated the <strong>spill</strong> site at<br />
the request of Jason Bolenbaugh, Inspection Br<strong>an</strong>ch M<strong>an</strong>ager, Water
Div<strong>is</strong>ion <strong>an</strong>d <strong>to</strong>ok pictures as per h<strong>is</strong> directions. Hay had been placed on<br />
the b<strong>an</strong>ks of the tributary where the <strong>spill</strong> was found. There was <strong>an</strong> oil<br />
sheen v<strong>is</strong>ible on the surface of the water, even though there was flow <strong>in</strong><br />
the tributary.

UPDATE<br />
Union Pacific reported <strong>to</strong> ADEM <strong>an</strong>d NRC a large amount of oil fill<strong>in</strong>g a creek at a bridge cross<strong>in</strong>g on All Gulf Rd (CR45) ¼<br />
mile north of the railroad cross<strong>in</strong>g. The <strong>in</strong>formation also <strong>in</strong>dicates the cross<strong>in</strong>g <strong>is</strong> between Baugh Rd <strong>an</strong>d T&S Club Rd (Union<br />
310).<br />
1206 ADEM adv<strong>is</strong>ed the County Judge was send<strong>in</strong>g out a Deputy <strong>to</strong> check the situation.<br />
1209 Union Pacific adv<strong>is</strong>ed location <strong>is</strong> on the rail at a trestle cross<strong>in</strong>g north of All Gulf Rd. A Deputy Sheriff <strong>an</strong>d track<br />
Inspec<strong>to</strong>r <strong>is</strong> rail<strong>in</strong>g <strong>in</strong><strong>to</strong> the site from the El Dorado yard. UP <strong>is</strong> d<strong>is</strong>patch<strong>in</strong>g a vacuum unit <strong>an</strong>d crew <strong>to</strong> assess as it <strong>is</strong> <strong>unknown</strong><br />
if it <strong>is</strong> associated with UP.<br />
