Meanwhile William, k<strong>in</strong>g of Scots, called together the<br />

bishops and chief men of his land <strong>in</strong> the vill of Perth, and<br />

gave the bishopric of St. Andrews to his chancellor Roger, 3<br />

son of Robert, earl of Leicester ; John, bishop of Dunkeld,<br />

be<strong>in</strong>g present and not ga<strong>in</strong>say<strong>in</strong>g it, although the aforesaid<br />

John had been <strong>can</strong>onically elected and consecrated to the<br />

same bishopric, and had been confirmed by three popes,<br />

namely Alexander [III], Urban [III] and Clement [III] ;<br />

and although at that time present he had had letters of pope<br />

Clement <strong>in</strong> <strong>this</strong> form :<br />

" Bishop Clement, servant of the servants of God, to his<br />

venerable brethren bishops Joscel<strong>in</strong> of Glasgow, and Matthew<br />

of Aberdeen, and Richard of Moray, and his beloved sons<br />

abbots Arnold of Melrose, and Hugh of Newbattle, and the<br />

abbots of Holyrood, of Stirl<strong>in</strong>g and of Scone, greet<strong>in</strong>g and<br />

apostolic benediction.<br />

" Although without counsel you should regard the th<strong>in</strong>gs<br />

which make for uprightness, and achieve the welfare of souls,<br />

and we believe that you bestow upon them diligent labour<br />

accord<strong>in</strong>g to the obligation of your office ; yet we have thought<br />

fit to exhort your Diligence <strong>in</strong> apostolic letters to the exhibi-<br />

tion of greater solicitude <strong>in</strong> <strong>this</strong>, that you may persist <strong>in</strong><br />

these same works, worthy of praise, so much the more fervently<br />

as it will be more wholesome for you to apply<br />

<strong>in</strong> them<br />

an exacter diligence upon apostolic exhortation.<br />
