Bishop Clement, servant of the servants of God, to William,<br />

illustrious k<strong>in</strong>g of Scots, greet<strong>in</strong>g and apostolic benediction.<br />

" We consider that we should offend the eyes of div<strong>in</strong>e<br />

Majesty <strong>in</strong> no small degree if through heedlessness we should<br />

leave without due restra<strong>in</strong>t the excesses of prelates whi'ch we<br />

<strong>can</strong>not with good conscience <strong>in</strong>dulge.<br />

And hence s<strong>in</strong>ce pope Urban of good memory, our predecessor,<br />

commanded under pa<strong>in</strong> of excommunication Hugh,<br />

formerly called bishop of St. Andrews, on a fixed day to present<br />

himself before the apostolic presence, to answer <strong>in</strong> law because<br />

of the controversy which existed between him and our vener-<br />

able brother bishop John and s<strong>in</strong>ce he from ; contumacy<br />

despised to come, be<strong>in</strong>g conscious of his actions, and with<br />

reason fear<strong>in</strong>g the result of the : judgment so we, because of<br />

<strong>this</strong> and of many other th<strong>in</strong>gs which, sp<strong>read</strong> by rumour, caused<br />

s<strong>can</strong>dal to the church of God, have by authority of the apostolic<br />

see,- with counsel and assent of the brethren, adjudged him for<br />

ever removed from the episcopate of St. Andrews, and suspended<br />

from the use of the episcopal office till such time as the<br />

apostolic see shall th<strong>in</strong>k fit to decide otherwise concern<strong>in</strong>g him ;<br />

absolv<strong>in</strong>g his subjects from the fealty by which they were held<br />

bound to him.<br />

For although we have the firm purpose of regard<strong>in</strong>g thy<br />

honour and benefit, <strong>in</strong> as far as with God we <strong>can</strong>, and <strong>in</strong> the<br />

case of Hugh aforesaid the Roman court has hitherto deferred<br />

to thy royal Serenity, not without the carp<strong>in</strong>g of many ; yet<br />

because the noise of it has reached us on <strong>in</strong>dubitable authority,<br />

we <strong>can</strong> no longer pass over his misdeeds <strong>in</strong> dissimulation, with<br />

closed eyes. And because of <strong>this</strong> we believe that noth<strong>in</strong>g has<br />

been done <strong>in</strong> <strong>this</strong> regard by which thy royal m<strong>in</strong>d ought to be<br />

disturbed <strong>in</strong> any " way.<br />

But we ask thy Devotion, with prayer and all the affection<br />
