2. MINUTES<br />

07/91 Minutes of the 12 th September 2007 were considered and it was<br />

AGREED Minutes were correct and could be confirmed after amending Amanda Evans to be<br />

representing Dorset County Council and DART operated a Grant Scheme not green scheme.<br />

3. ACTION POINTS FROM PREVIOUS MINUTES<br />

07/92<br />

<strong>Chairman</strong> suggested a letter regarding carrying cycles on off peak routes to other bus<br />

<strong>com</strong>panies to seek their <strong>com</strong>ments - see report from PACT.<br />

PTAG to act as a liaison facility for councils wanting to group together - all those interested to<br />

contact either the <strong>Chairman</strong> or Debbie Weller - there had been no contact or feedback as yet.<br />

Richard Rose advised Studland Parish Council will be putting in an application shortly.<br />

Amanda Evans would check on the circulation of revised bus timetables for 103 route - failed<br />

to fully circulate information but more aware for next time.<br />

<strong>Chairman</strong> agreed to circulate a contact telephone number for reporting train journey issues<br />

for the next meeting - will do this later.<br />

Margaret Cheetham to locate reports on the Ferry Road project for Peter Bowyer - Rachael<br />

Shefford agreed to take this action up.<br />

<strong>Chairman</strong> to arrange a meeting with Heather Williams, Gwyneth Brooks, Nici Hill and Debbie<br />

Weller to discuss charity status for the Home Hopper - <strong>com</strong>pleted and charity status will be<br />

sought in due course. There was appreciation for the input from Heather Williams.<br />

Sue Bellamy, <strong>Chairman</strong>, Caroline Macleod and Debbie Weller to make <strong>com</strong>ments on Dart<br />

Partnership consultation on behalf of PTAG - <strong>com</strong>pleted.<br />

Mike Hadley to arrange next meeting in Swanage and advise Debbie Weller of venue -<br />

4. PUBLIC PARTICIPATION PERIOD<br />

07/93 Nicky Fenwick introduced herself and advised her role is to organise the Purbeck<br />

Youth Forum (or Council) for 11-26 year olds to give them a voice (the age range is still being<br />

discussed). She hoped to have the first meeting in November to set up the official group, a web site<br />

was being created to increase <strong>com</strong>munication and consultation. They will also set up conferencing<br />

telephones for young people to dial in and take part. Work will include all youth organisations as<br />

well as schools. Nicky Fenwick will report back at the next meeting on progress.<br />

07/94 Robin Brasher mentioned the problem of speeding, inconsiderate parking and<br />

inconsiderate cyclists in Swanage and <strong>Cherry</strong> <strong>Bartlett</strong> advised this would be taken up by the<br />

Purbeck Task Group. Mike Hadly reported it had been raised at Swanage Town Council but the<br />

police were only interested if there was danger rather than nuisance involved. Sue Bellamy advised<br />

the police now had more speed guns to deal with this. Mike Hadly stated Swanage Town Council<br />

had wanted to put notices on cars parked on pavements or inconsiderately but were warned against<br />

in case of car owners accusing people of causing damage. There was unanimous support for 20<br />

mph zones in Swanage and would go to full Council for discussion. Debbie Weller advised the<br />

North Purbeck Task Group was still in discussions with Dorset County Council to have their traffic<br />

wardens issue polite notices for inconsiderate parked vehicles and that the Group would pay for<br />

printing.<br />

07/95 Robin Brasher referred to the missing cats eyes in the road near Harmans Cross and<br />

although many have been replaced, there were stretches of the road where none were visible and<br />

visitors might have difficulty following the rural roads without them. Debbie Weller would make<br />

enquiries.<br />

5. BUS MATTERS<br />

07/96 Upton Dial a Bus has worked through its 3 month trial period, further funding for<br />

another 3 months has been found. Nine people are registered. The service will be reviewed in<br />

January 2008.<br />

07/97 Student travel in rural areas is a countrywide concern and some investigations have<br />

shown the need to develop free and/or concessionary transport for them, agree national standards,<br />

rationalise the funding, pilot 14-19 learning provision in rural areas and make education and training<br />

accessible to all. Andy Matthews of Dorset County Council would be the contact for any council<br />

interested in progressing this strand of transport. Debbie Weller to give copy of letter to Nicky<br />

Fenwick. Sue Bellamy advised Phil McStraw is looking at where the District Council can help with<br />

concessionary fares, usage of bus ID card and rail card. A questionnaire is to go to schools to get<br />

information on destinations, journey times and young people are aware of the travel cards.<br />

07/98 <strong>Cherry</strong> <strong>Bartlett</strong> advised the Town Council was trying to get buses with disabled access<br />

but the problem is these buses cannot access the ferry and it is too costly to have a lift for them.<br />

Mike Hadly wondered if there was a disability lobby group associated with the Olympics and Helen<br />

Reed advised a group is interested in transport for the Weymouth area and a project is being<br />

written.<br />

6. RAIL MATTERS<br />

07/99 Mike Hadly felt the upgrade signalling project would be beneficial for the Olympics<br />

but Beryl Ezzard reported there was no Olympic money for this project, Railtrack would do normal<br />

upgrade but not before 2012 and Worgret junction is included. However the electricity power is not<br />

great enough to take 2 trains. Wool station may be extended so that gates are not shut for such<br />

long periods. <strong>Chairman</strong> advised £18m has to be found by County Council to upgrade and form a<br />

hub to get people to the Olympics, little money from the government.<br />

Debbie Weller read a report from Mark Sturgess, Purbeck District Council regarding the Swanage<br />

Rail Partnership. It outlined the membership and its objective to re-establish regular passenger rail<br />

services between Swanage and Wareham. The 2003 bid will be refreshed for new funding from<br />

national and regional funding partners. A key date is the re-signalling of the line between Poole and<br />

Weymouth, it is then the signals at Worgret Junction will be upgraded to enable use of the branch<br />

line to Swanage. Work is being done to ensure the physical infrastructure (bridges, etc) are still<br />

sound and capable of trains running at line speeds of 25 and 40 mph. These results will determine<br />

who will be responsible for the section still in control and ownership of Network Rail.<br />

07/100 Robin Brasher reported on the difficulty in obtaining information about rail ticket<br />

prices on South West Trains web site and in obtaining rail tickets in advance from Swanage, Corfe<br />

Castle and neighbouring villages. He used to get advance tickets from Swanage but now has to go<br />

to Wareham. <strong>Cherry</strong> <strong>Bartlett</strong> suggested using tourist information offices for this purpose but Robin<br />

Brasher advised Swanage had tried and stopped as the office did not make enough money. Debbie<br />

Weller to forward this to Phil Dominy.<br />

7. CYCLING MATTERS<br />

07/101 See attached report and also PACT minutes.<br />

<strong>Chairman</strong> advised design of the improvements for cyclists crossing the A351 at<br />

Stoborough had now been agreed and were in the drawing stage. Partnership with U3A for cycling<br />

could bring their members on rides. Future projects would involve signage, more organised cycle<br />

rides and cycle proficiency for schools. Mike Hadly suggested the <strong>Chairman</strong> contact Ian<br />

MacKenzie, member of Swanage Transport Committee.<br />

Robin Brasher asked about the cycle markings at Lytchett Minster and was advised it<br />

was a cycleway to encourage young people going to school and others to ride bikes locally.<br />

Beryl Ezzard reported consent has been given for the design of cycle bars near the rail<br />

station at Corfe Castle. <strong>Cherry</strong> <strong>Bartlett</strong> reported cycle racks are in hand for Swanage. There is a<br />

request for some outside the library and funding is being sought.<br />

8. YOUTH FORUM ISSUES<br />

07/102 Nicky Fenwick had introduced herself earlier and Debbie Weller advised Jeff Andrews<br />

had sent blank copies of questionnaires being put to the Youth Parliament regarding votes and<br />

transport.<br />

9. UPDATE REPORT FROM PURBECK DISTRICT COUNCIL<br />

07/103 Rachael Shefford reported SPIT (now known as South Purbeck Integrated Transport)<br />

had £60k to spend and the majority will go on the NCN Route 2 improvements but other projects<br />

are redesigning the Rempstone ride, cycle stands and <strong>com</strong>pleting Norden to Shell Bay route.<br />

Agreed to forward the update report on Ferry Road for Peter Bowyer, Studland Parish Council.<br />

There was some discussion on the problem of parking and congestion when visitors<br />

try to access the car parks at Studland. Advanced warning signs at Swanage and Wareham might<br />

help alleviate the problem. Rachael Shefford agreed to raise this with the Heritage Committee.<br />

10. PURBECK COMMUNITY PARTNERSHIP<br />

07/104 <strong>Chairman</strong> advised all points had been covered earlier in the meeting. Mike Hadly<br />

asked if SPIT had considered a water borne access to and from Swanage. Rachael Shefford said<br />

there had been a water strategy research led by the National Trust but nothing had happened, she<br />

would look into this again. A pontoon would be needed at the beach in Studland.<br />

11. COMMUNITY TRANSPORT<br />

07/105 Helen Reed reported the decision had been made by the trustees to scale back the<br />

scooter scheme for the County due to lack of funding. Those who do apply will go through more<br />

stringent tests for suitability and must have a reference from either a youth centre, job centre or<br />

equivalent. Then a panel will interview them to determine the need. Insurance is an issue.<br />

07/106 Debbie Weller reported on behalf of Nici Hill that the DART partnership would dissolve<br />

as of March 2008 due to lack of funding. Appreciation was extended to the supporting TAGs and<br />

assurance that existing projects would be continued, any outstanding would be handed over to the<br />

appropriate organisations. Don Gobbett is chairing the new DSP Accessibility Theme Group and<br />

Nici represents the TAG network. County Council will take over hosting the network from April<br />

2008. DART was trying to create a Directory of Community Transport in Dorset and a survey had<br />

been sent out to relevant bodies.<br />

07/107 The Home Hopper continues to be strongly supported and the Corfe Castle service will<br />

begin to operate every Tuesday instead of every other. During school holidays and always just<br />

before Christmas, clients are taken to Poole for their shopping. Travelcare UK had warned that<br />

owing to lack of contracts with County Council, the fee for using the buses would not only be<br />

increased by 5% from 1 st November but also the second Thursday bus would be at full fee instead<br />

of half. This will increase outgoings tremendously and fund raising would be started January 2008.<br />

Charity Status would be applied for and there were 4 people willing to be trustees. Travelcare UK<br />

has shown interest in tendering for the call centre if the service expanded. The other option would<br />

be to have 2 part time volunteers being paid for expenses. No interest had been shown by housing<br />

tenants in Lytchett Matravers when informally asked, they are happy to use the Upton Shopper to<br />

get to Tower Park.<br />

12. TREASURER’S REPORT<br />

07/108 Debbie Weller advised the Home Hopper account has £9998.34 and PTAG account<br />

£404.90 plus £1,000 being held on behalf of the Purbeck Bus Forum.<br />

13. ANY OTHER MATTERS FOR DISCUSSION<br />

07/109 VACANCY FOR MINUTE TAKER AND FUTURE CHAIRMAN - Members were advised had<br />

shown interest for the minute taker role. <strong>Chairman</strong> advised he would carry on but suggested that<br />

when meetings are held at Swanage, the chair should be from Swanage. All agreed on this action.<br />

At this point a presentation was made of a bouquet of flowers to Debbie Weller by the <strong>Chairman</strong><br />

who expressed his thanks for all the work done over the years in keeping the records straight.<br />

Debbie Weller thanked those present and advised she would continue to help run the Home Hopper<br />

and send in progress reports if unable to attend.<br />

07/110 FERRY ROAD PROJECT - Rachael Shefford had agreed earlier in the meeting to get an<br />

update for Peter Bowyer.<br />

07/111 Mike Hadly advised the consultation on the Local Development Framework was<br />

closing in December and as it is a 20 year plan, it would be necessary to feed into it. <strong>Chairman</strong><br />

advised PTAG <strong>com</strong>ments had already been submitted.<br />

07/112 Suggestions of where else to advertise the minute taker position included parish notice<br />

boards (advert already circulated to all parish council clerks), <strong>Chairman</strong> would contact County<br />

Council and Volnet, Helen Reed suggested Age Concern, POPPS and U3A.<br />
