Plan (SHERP) (Shaw 2004e). The tasks <strong>for</strong> mobilization and site preparation included, but were<br />

not limited to, <strong>the</strong> following:<br />

• Verification of utility layout as established during <strong>the</strong> pre-mobilization phase<br />

• Review of <strong>the</strong> Activity Hazard Analysis (AHA) <strong>for</strong> <strong>the</strong> activities that were conducted <strong>for</strong><br />

that day with site personnel in accordance with <strong>the</strong> SHERP (Shaw 2004e)<br />

• Inspected and transported construction equipment to <strong>the</strong> site<br />

• Preparation of lay down and parking areas to receive field trailers, heavy equipment,<br />

personal vehicles, and miscellaneous materials and supplies<br />

• Installation of temporary facilities and set up of <strong>the</strong> on-site field laboratory<br />

• Established traffic control and posted construction signs<br />

• Coordination of site security with Post 1<br />

• Permit acquisition and pre-construction notifications<br />

• Installation of erosion and sediment (E&S) control measures in accordance with <strong>the</strong><br />

SWPPP (Shaw 2007c)<br />

• Clearance of vegetation in and around <strong>the</strong> excavation limits and proposed stockpile areas<br />

• Identified and established a source of water usage <strong>for</strong> truck water on-site<br />

• Set up of soil stockpile areas<br />

• Set up of decontamination facilities <strong>for</strong> vehicles exiting controlled areas<br />

• Implementation of hazardous work permits in accordance with <strong>the</strong> SHERP (Shaw 2004e)<br />

and <strong>the</strong> corresponding standard operation procedures (SOPs) included in <strong>the</strong> SHERP<br />

Appendices<br />

• Established air, industrial hygiene, personnel, and environmental monitoring operations<br />

in accordance with <strong>the</strong> SHERP (Shaw 2004e)<br />

• Coordination with BRACD demolition contractor<br />

The subsequent paragraphs provide fur<strong>the</strong>r discussion on <strong>the</strong>se items.<br />

3.3.1 Temporary Facilities<br />

Temporary facilities included an office trailer, on-site laboratory, male and female sanitary<br />

facilities, hand wash stations, traffic control barriers and devices, and water storage facilities.<br />

These temporary facilities were placed at locations designated by <strong>the</strong> RVAAP Facilities<br />

Manager. The office trailer, on-site laboratory, and water storage tank were placed on land<br />

currently licensed to <strong>the</strong> OHARNG and prior approval from <strong>the</strong> RTLS commander was obtained.<br />

Electrical power was provided to <strong>the</strong> field trailer from <strong>the</strong> overhead electrical lines along<br />

Paris-Windham Road. Temporary power was provided to <strong>the</strong> laboratory trailer by a diesel<br />

powered generator. Communications consisted of handheld radios and cell phones.<br />
