operations commence. The preconstruction survey included photographs and video footage of<br />
<strong>the</strong> preconstruction site conditions.<br />
3.1.4 Pre-Construction Meeting<br />
Prior to commencing activities at RVAAP, Shaw conducted a pre-construction meeting that<br />
included members of USACE, Ohio EPA, OHARNG, RVAAP and <strong>the</strong> Shaw project team.<br />
Personnel from PIKA, <strong>the</strong> BRACD demolition contractor at LLs 2-4, were also in attendance in<br />
order to provide effective coordination between <strong>the</strong> PIKA demolition and debris removal<br />
activities and Shaw’s intended remediation activities. The pre-construction meeting<br />
communicated client and contractual expectations to <strong>the</strong> project team, established internal<br />
expectations, defined and communicated all project requirements, and ensured that <strong>the</strong><br />
project/team members understood <strong>the</strong>ir individual roles and responsibilities. Throughout <strong>the</strong><br />
duration of construction activities, <strong>the</strong> Shaw field superintendent participated in <strong>the</strong> RVAAP<br />
weekly coordination meetings that were typically held on Mondays.<br />
3.2 BASELINE GROUNDWATER SAMPLING<br />
Shaw per<strong>for</strong>med baseline groundwater sampling from 17 selected existing monitoring well<br />
locations at LLs 1-4 to ensure <strong>the</strong> remedial activities did not fur<strong>the</strong>r impact groundwater and to<br />
determine pre-remedial conditions. The selected monitoring well locations were agreed upon<br />
between USACE and <strong>the</strong> Ohio EPA and were primarily chosen due to <strong>the</strong> locations of <strong>the</strong> wells<br />
in proximity and hydraulically down gradient to <strong>the</strong> Shaw excavation areas. The monitoring<br />
wells chosen <strong>for</strong> <strong>the</strong> baseline groundwater sample event included <strong>the</strong> following:<br />
• Load Line 1: LL1mw067, -078, -081, -082, -084, -085;<br />
• Load Line 2: LL2mw262, -263, -266, -267, -269;<br />
• Load Line 3: LL3mw236, -238, -239; and<br />
• Load Line 4: LL4mw196, -197, -198<br />
Fur<strong>the</strong>r details regarding <strong>the</strong> monitoring well locations and selection rationale are presented in<br />
<strong>the</strong> RAWP (Shaw 2007b). Groundwater sampling activities were per<strong>for</strong>med in accordance with<br />
<strong>the</strong> requirements of <strong>the</strong> Facility-wide Sampling and Analysis Plan (FSAP) (SAIC 2001), <strong>the</strong><br />
FWGWMP Plan (USACE 2004), and <strong>the</strong> Shaw Field Sampling Plan (FSP) (Shaw 2006b).<br />
3.2.1 Well Redevelopment<br />
Some of <strong>the</strong> baseline well locations are not currently included in <strong>the</strong> FWGWMP and had not<br />
been sampled <strong>for</strong> several years prior to <strong>the</strong> baseline sampling event. This resulted in some of<br />
<strong>the</strong>se wells requiring redevelopment due to excess sediment in <strong>the</strong> well columns. Prior to<br />
sampling, Shaw measured <strong>the</strong> depth of sediment thickness at each well. If greater than 10% of<br />
<strong>the</strong> screen interval was measured as silted (i.e., greater than one foot of sediment thickness <strong>for</strong> a<br />
10-foot screen interval) <strong>the</strong>n <strong>the</strong> well was redeveloped. Monitoring wells requiring<br />
redevelopment were completed as required using a low-flow peristaltic pump as described in<br />
Section 4.3.2.3.11.1 in <strong>the</strong> FSAP (SAIC 2001).<br />
