<strong>watershed</strong>, particularly Westwold. This reflects <strong>the</strong> importance of agriculture in rural areas.<br />

However, given that employment in agriculture increased only slightly over <strong>the</strong> 1981-91 period,<br />

it is likely that <strong>the</strong> significant increase in <strong>the</strong> proportion of self-employed is primarily due to new<br />

businesses in <strong>the</strong> service sector, including home-based businesses. 7<br />

Thirty-six percent of <strong>the</strong> labour force in <strong>the</strong> <strong>watershed</strong> worked outside of <strong>the</strong>ir Census Sub-<br />

Division of residence in 1991. 51% of <strong>the</strong> labour force in <strong>the</strong> rural portion of <strong>the</strong> <strong>watershed</strong><br />

worked outside of <strong>the</strong>ir CSD of residence, which may reflect commuters to larger centres or<br />

workers in resource industries. 8 Data on historical trends is not available, but <strong>the</strong> proportion of<br />

non-CSD workers may be higher currently than in 1981 due to in-migration from nearby<br />

population centres.<br />

The proportion of home ownership is relatively high, particularly in <strong>the</strong> rural portion of <strong>the</strong><br />

<strong>watershed</strong>. This has remained roughly constant over <strong>the</strong> 1981-91 period. Discussions with<br />

EDC staff indicate a significant increase in real property values in <strong>the</strong> <strong>watershed</strong>. This implies<br />

a significant increase in <strong>the</strong> wealth of <strong>the</strong> majority of residents, particularly in rural areas where<br />

home ownership is more prevalent.<br />

Discussions with Shuswap EDC staff and <strong>the</strong> relatively low proportion of employment in<br />

service industries such as retail trade, suggest that spending leakages outside <strong>the</strong> rural portion<br />

of <strong>the</strong> <strong>watershed</strong> to Vernon, Salmon Arm and to a lesser extent, Kamloops, are significant.<br />

Growth in service sector employment suggests that local businesses are gradually providing<br />

an increasing proportion of local consumer needs. However, <strong>the</strong> proximity of relatively large<br />

population centres less than an hour's drive from most locations in <strong>the</strong> <strong>watershed</strong> mean that<br />

spending leakages will still be significant in <strong>the</strong> foreseeable future.<br />

Anticipated Trends<br />

The following general conclusions are based on historical trends for <strong>the</strong> Salmon River<br />

<strong>watershed</strong>, trends observed by <strong>the</strong> study team in o<strong>the</strong>r regions of BC and discussions with<br />

local officials.<br />

Population growth will continue to drive <strong>the</strong> economy in <strong>the</strong> <strong>watershed</strong>, including retiree and<br />

commuter incomes and "growth-related industries" such as housing construction, real estate<br />

and financial services. Population growth in <strong>the</strong> rural portion of <strong>the</strong> <strong>watershed</strong> will be<br />

constrained by <strong>the</strong> Agricultural Land Reserve and rural zoning.<br />

The retirement "industry" and tourism represent <strong>the</strong> sectors with <strong>the</strong> strongest growth potential.<br />

These sectors have also been identified as <strong>the</strong> most desirable and compatible economic<br />

development opportunities (SEDC and CFDCS, 1995).<br />

The economy of <strong>the</strong> <strong>watershed</strong> will continue to mature and spending leakages from rural areas<br />

to population centres will be reduced as more services are provided locally. The proportion of<br />

<strong>the</strong> labour force that is self-employed and home-based businesses will continue to grow.<br />

Participation by women in <strong>the</strong> labour force and as entrepreneurs will also continue to increase.<br />

Overall, employment in resource/primary activities will continue as important d<strong>river</strong>s of <strong>the</strong><br />

<strong>watershed</strong> economy, particularly in <strong>the</strong> rural portion. However, <strong>the</strong> two most important resource<br />
