Principles & Criteria : 2007 and INA-NIWG Indicators and<br />

Guidance : May 2008.<br />

BSi recommends that <strong>PT</strong> <strong>Tolan</strong> <strong>Tiga</strong> <strong>Indonesia</strong> be<br />

approved as a producer of RSPO Certified Sustainable<br />

Palm Oil.<br />

Criterion 1.1: Oil palm growers and millers provide<br />

adequate information to other stakeholders on<br />

environmental, social and legal issues relevant to RSPO<br />

Criteria, in appropriate languages & forms to allow for<br />

effective participation in decision making.<br />

<strong>PT</strong> TTI now keeps a record of response and the time<br />

taken to respond to the request. <strong>PT</strong> TTI have a matrix<br />

that monitors the development and progress of all<br />

requests. Records are in place of all requests for<br />

information and that information required by<br />

stakeholders is made available if possible. This is in a<br />

register which includes all requests for information. It<br />

includes date received, date responded to as well as any<br />

other pertinent information with regards to each<br />

request received. Inspection of the <strong>PT</strong> TTI records found<br />

that responses for information requests are made<br />

promptly. Each request received is registered and<br />

stamped and identified and sent to relevant person.<br />

Inspection of company documents in field confirmed<br />

that company adequately provides information as the<br />

following example shows:<br />

BME: Estate manager to handle the request of<br />

information, for example the most recent request for<br />

information of Simalungung District Department of<br />

Labour No. 560/20/WLTK/2010 dated 13 January 2010,<br />

regarding Compulsory Monitoring of Labour (as required<br />

by Labour Regulation No. 7/1981). Government<br />

surveyor visited the estate on 13 December 2009.<br />

Information provided promptly. Records are held on file<br />

“Government 09”. So far no verbal requests have been<br />

received.<br />

BMM: Simalungun Central Bureau of Statistic requested<br />

information as part of Survey of Large Industry on 1<br />

February 2010, information provided at 10 February<br />

2010. Records held on file “Badan Pusat Statistik”.<br />

KRE: Pusat Penelitian Kelapa Sawit Medan, requested<br />

permission to visit BMS and carry out survey and trial<br />

plotting of o. rhinoceros on 16 July 2009. BMS allowed<br />

PPKS to carry out survey at BMS on 28 July 2009.<br />

Records held on file “Surat Eksternal”. Any verbal<br />

request is documented in “Permintaan dan Jawaban<br />

Informasi terhadap Masyarakat”.<br />

PLE: Sekretariat Daerah Labuan Batu Selatan requested<br />

information on land title, legal documents, road usage,<br />

FFB productions, and CSR report for the last three years.<br />

Letter was dated 17 October 2009. PLE provided the<br />

information on 28 October 2009. Record held on file<br />

“Informasi Request and Answer Internal dan External”.<br />

PLM: BPS of North <strong>Sumatra</strong> requested for information<br />

as part of Annual Manufacturing Survey 2007 on 10<br />

March 2008, PLM reply on 25 March 2008. Records held<br />

on file “Survey Industri Bulanan”.<br />

TLE: No requests for information from external<br />

stakeholders; requests mostly on assistance to<br />

community. Matrix available, to keep record of<br />

response, record held on file “Permintaan Informasi dan<br />

Tanggapan”.<br />

On the whole documents that are not released are not<br />

related to environmental or social issues and are mainly<br />

of a confidential financial nature.<br />

Senior management has now decided which documents<br />

are to be made available to the public. These are in the<br />

form of a register which can be updated as more<br />

documents are requested and made available.<br />

The reason why information could not be made available<br />

is now always recorded in an appropriate and relevant<br />

register.<br />

<strong>PT</strong> TTI keeps record of response and the time taken to<br />

respond to any requests. It is company policy to keep<br />

records base on their importance and in accordance to<br />

government regulation, which is range between three<br />

and five years. A register have been prepared and<br />

maintained to monitors progress of the requests.<br />

1.1.3 Observation: At Perlabian Estate records of some<br />

verbal requests for information were not always<br />

recorded.<br />

Criterion 1.2: Management documents are publicly<br />

available, except where this is prevented by commercial<br />

confidentiality or where disclosure of information<br />

would result in negative environmental or social<br />

outcomes.<br />

<strong>PT</strong> TTI now has made available the list of publicly<br />

available documents - Documents which will be made<br />

publicly available have been listed on the company web<br />

site by February 2010.<br />

It is <strong>PT</strong> TTI policy to make documents available in<br />

accordance to government regulations. This commenced<br />

from February 2010, <strong>PT</strong> TTI designated special page in<br />

company website devoted to request of information at<br />

http://www.tolantiga.co.id/v1/?page_id=431 where all<br />

stakeholders able to request information on operation<br />

permit and SEIA documents such as Ijin Lokasi (HGU),<br />

IUP, AMDAL – UKL/UPL – RKL/RPL, Ijin Penyimpanan<br />

Limbah B-3, CSR/CD Program, and other information.<br />

Requests and grievances will be directed to appropriate<br />

persons in charge. All of the requests and grievances are<br />

considered as confidential. Company will provide<br />

feedback maximum in 15 days from date of receipt.<br />
