REGIONAL Hubs and DEVELOPMENT<br />

– Preliminary Illustrati<strong>on</strong>s-<br />

After the passage <strong>of</strong> the 73 rd and 74 th C<strong>on</strong>stituti<strong>on</strong>al Amendments and after the<br />

emergence <strong>of</strong> the global c<strong>on</strong>sciousness about knowledge ec<strong>on</strong>omy, a paradigm in<br />

development is due to take place. This has to undo all the evils <strong>of</strong> the top-down Delhi<br />

centered pan-Indian prescripti<strong>on</strong>s for rural development. The 29 subjects listed in the<br />

Eleventh Schedule amply cover the relevant dimensi<strong>on</strong>s <strong>of</strong> rural development. The 29<br />

subjects (see Annexure-C for the full list) could be classified into five categories as listed<br />

below:<br />

1. Agriculture and livelihood related subjects<br />

2. Subjects related to rural industries and business<br />

3. Subjects related to rural infrastructure (water, roads, sustainable energy etc.)<br />

4. Subjects related to human resource development<br />

5. Subjects related to social security and social welfare<br />

A perusal <strong>of</strong> Annexure-C and the classificati<strong>on</strong> outlined above indicate clearly that<br />

each <strong>on</strong>e <strong>of</strong> the cluster <strong>of</strong> topics are pr<strong>of</strong>essi<strong>on</strong>al in nature. They could be handled efficiently<br />

<strong>on</strong>ly with the support <strong>of</strong> the relevant knowledge centers and relevant pr<strong>of</strong>essi<strong>on</strong>ally trained<br />

pers<strong>on</strong>s.<br />

When we talk about knowledge centers, the sector <strong>of</strong> traditi<strong>on</strong>al wisdom and people’s<br />

innovati<strong>on</strong> are not excluded.<br />

For example, if you take the third cluster <strong>of</strong> topic namely “<strong>Rural</strong> Infrastructures”<br />

which spans physical c<strong>on</strong>nectivity and transportati<strong>on</strong> at <strong>on</strong>e end and n<strong>on</strong>-human energy<br />

sources at the other. It is amply clear that a resource linked development programme could<br />

be evolved <strong>on</strong>ly with appropriate knowledge based acti<strong>on</strong>s.<br />

A cursory look again into the above subject cluster indicates the following<br />
