Ch 3 : VISION SETTING<br />
A virtual academy has to be designed to provide the four-way informati<strong>on</strong><br />
c<strong>on</strong>nectivity between Scientific Instituti<strong>on</strong> c<strong>on</strong>sortiums (laboratory-tolaboratory),<br />
between instituti<strong>on</strong> and users (lab-to-lab), between traditi<strong>on</strong>al<br />
rural knowledge base to technical experts (land-to-lab) and for lateral<br />
leaning between rural families (land-to-land).<br />

3.1 Visi<strong>on</strong> for a ‘Faster and more Inclusive Growth’<br />
The message is presented in a crisp fashi<strong>on</strong> by the Parthasarathy Committee<br />
'With impressive macro-ec<strong>on</strong>omic rates <strong>of</strong> growth and a booming stock market, India<br />
is <strong>on</strong>e <strong>of</strong> the most exciting ec<strong>on</strong>omies in the world today. India has reportedly displaced the<br />
United States as the sec<strong>on</strong>d most attractive destinati<strong>on</strong> for foreign direct investment in the<br />
world after China. This spectacular overall performance, however, hides <strong>on</strong>e dark spot that<br />
the people <strong>of</strong> India exposed through Verdict 2004. The benefits <strong>of</strong> this growth have not been<br />
evenly distributed. Large parts <strong>of</strong> India do not find a place <strong>on</strong> the development map <strong>of</strong> the<br />
country'.<br />
The XI Plan guideline document does resp<strong>on</strong>d to the dark spots indicated above. It<br />
lists the following challenges to the addressed during the XI Plan:<br />

6. Increasing manufacturing<br />

Resources<br />
– particularly educati<strong>on</strong> and health<br />
Possibly through public private partnership<br />
– through a sec<strong>on</strong>d green revoluti<strong>on</strong><br />
– by making our infrastructure (including energy)<br />
globally competitive and by exploiting the mileage<br />
gained already in IT and IT enabled services.<br />
– through a break through in quality access and<br />
inclusiveness possibly through greater<br />
involvement <strong>of</strong> private sector initiative particularly<br />
that the level <strong>of</strong> higher educati<strong>on</strong>.<br />
8. Protecting the Envir<strong>on</strong>ment – to ensure a sustainable livelihood<br />
and to ensure ‘our comm<strong>on</strong> future’<br />
9. Improving Rehabilitati<strong>on</strong> – with focus <strong>on</strong> those affected by development<br />
and Resettlement Practices projects and social upheavals<br />
10. Improving Governance – using our strength in IT and ITES, by building<br />
up<strong>on</strong> RTI and by making justice fast and<br />
affordable<br />
