Post title: Responsive Repairs Team Leader Plumbing & Drainage (<strong>Job</strong> No: 02833)<br />

Grade 7: £29,675 with possible progression of up to £33,292 per annum<br />

Contract: Permanent 37 hours per week<br />

Working within the Responsive Repairs Team at Direct Services leading and developing a team of<br />

tradesmen carrying out emergency and routine repairs. Building good relationships with existing and<br />

new customers<br />

Main Duties & Responsibilities<br />

• The effective overall leadership, management and control of a team of operational staff<br />

carrying out building works to <strong>Oxford</strong> <strong>City</strong> <strong>Council</strong> and other properties.<br />

• Excellent organisation, performance monitoring, development and support of approx 12 -15<br />

staff, including health and safety, training, discipline and welfare.<br />

• Develop and maintain sound working relationships with new and existing customers of Direct<br />

Services both internal and external.<br />

• To undertake and complete investigations concerning accidents and vehicle incidents.<br />

Essential Criteria<br />

• Qualified to ONC level in construction or a plumbing/drainage qualification.<br />

• Significant experience in a building maintenance environment.<br />

• Strong performance management skills and team building and motivational skills.<br />

• Knowledge of Health and safety legislation relating to construction including asbestos<br />

regulations.<br />

• Possess own vehicle and have a full clean, valid UK driving licence.<br />

• The supervision and management of emergency and routine repairs, ensuring that the<br />

operational staff are effectively managed so that work is completed in accordance with<br />

the High Level Descriptor, to a high quality and target dates are met.


• The control and supervision of sub-contractors engaged upon specific works<br />

determined by the Responsive Repairs Manager including inspection to ensure that<br />

satisfactory standards are achieved.<br />

• To regularly communicate and reinforce team objectives by holding a bi-monthly<br />

documented team meeting.<br />

• To carry out 1-2-1 meetings with operational staff on a minimum of a monthly basis.<br />

Meetings are to discuss issues such as productivity, quality of work, repair<br />

appointments, attendance records and tidiness of van.<br />

• To ensure that all timesheets, whether electronic or paper based, are processed<br />

regularly on a daily basis and that they are accurate, with all variations detailed ready<br />

for invoicing.<br />

• To maximise productivity from team members, monitor on going performance and<br />

taking action where appropriate, in accordance with procedures to deal with under<br />

performers.<br />

• To liaise closely with the Responsive Repairs Manager and Work Planners regarding<br />

work programming and resource allocation, including any additional resource<br />

requirement or any unexpected shortfall.<br />

• Be responsible for the work in progress related to the area of work for which the post<br />

holder is responsible.<br />

• Liaison with customers in respect of clarifying work specifications, resolving problems<br />

and obtaining variations. This will involve attending site or pre-work meetings wherever<br />

necessary.<br />

• To carry out inspections of work in progress to ensure the work is undertaken<br />

correctly, to a satisfactory standard and in accordance with the work description and to<br />

ensure that target dates are being met.<br />

• To carry out post inspections of completed works and taking appropriate action where<br />

quality standards and work descriptions have not been adhered to.<br />

• Ensuring that all work is undertaken in accordance with all appropriate health and<br />

safety legislation and codes of practice.<br />

• Preparing Risk Assessments and Method Statements in accordance with good<br />

practice guidance.<br />

• Assisting in the preparation of training and development for operational staff and<br />

undertaking their appraisals.<br />

• To take part in the office rota system to provide start/end of day cover (7.30 am – 5.00<br />

pm Monday to Thursday and 7.30 am – 4.30 pm Friday) to ensure the office is<br />

sufficiently staffed to fulfil the operational need.


• Ensuring that disciplinary and grievance issues are dealt with properly and effectively,<br />

in accordance with the <strong>Council</strong>’s procedures.<br />

• Participating in the out of hour’s emergency standby rota and attending to out of hours<br />

emergency situations when called out in accordance with terms of the contract.<br />

• Undertaking any other duties of a similar nature, as detailed by the Operations<br />

Manager and Responsive Repairs Manager.<br />

• Assisting the Responsive Repairs Manager to investigate complaints reported by<br />

customers, <strong>Council</strong>lors and taking appropriate action.<br />
