Del Mar’s Beginnings
In 1882, the Southern California Railroad began its new route from San Diego to San Bernardino. A man by the name of Theodore
Loop, who worked for the railroad, instantly fell in love with what he called “the most attractive place on the entire coast.” He and
his wife, Ella, built a tent city on the beach, which Ella called Del Mar after a popular poem titled, “The Fight on Paseo Del Mar.”
The same year Colonel Jacob Taylor also stumbled upon Del Mar. In 1883, he decided to take advantage of the land boom that
was taking place and bought 338.11 acres of land for $1,000. Colonel Taylor designed and built a resort named Casa Del Mar,
which he thought would become a resort destination for the rich and famous. It briefly thrived before succumbing to bankruptcy,
flood, and fire (in that order) by 1890.
Several years later, the South Coast Land Company eventually built a new hotel called the Stratford Inn. From the moment it opened
its doors in 1910, the hotel became a focal point of town and a magnet for Hollywood stars.
In the 1920’s an event occurred that would change Del Mar forever — the City received electricity from San Diego Gas and
Electric. With electricity, residential areas of Del Mar began developing at a record pace.
By 1958, Del Mar residents began to debate whether they wanted the area to continue to be a part of San Diego, or attempt
independence through incorporation. In 1959, residents chose incorporation and established a council-manager form of
government, which continues today.
Del Mar Today
Today, Del Mar remains one of the most beautiful destinations along the Western Coastline. The City is comprised of two square
miles of coastal land and has a population around 4,500.
20 miles north of downtown San Diego, it can be reached by taking exits off the San Diego Freeway (Interstate 5). Del Mar Heights
Road is the most direct point of access. The main street through town is Camino Del Mar, which parallels the ocean from a few
blocks away. Del Mar City Beach is the most popular beach in the area.
The boutiquing of Southern California reaches a modest crescendo in Del Mar. It is not as loud as
the cymbal crash heard in places like Dana Point and Huntington Beach, but the drums are beating
all the same. It's getting to the point where Del Mar sometimes seems undeserving of its selfdecreed"village"
status, even with a population of only 5,100. These days Del Mar is a trendy,
buzzing little hive in town and a jazzed-up mall-o-drama out by its famous racetrack. The pace of
traffic has picked up, giving Camino Del Mar a taste of the fumey, bumper-to-bumper backup that
congests Laguna Beach. That's not to say the place has lost its charm, just that it's experiencing
growing pains. But this is par for the coast; there's scarcely an available acre within sight of water
in Southern California that hasn't been built up or targeted for development.
All the same, Del Mar is the closest you will come to finding a true village atmosphere, in coastal
San Diego County Thanks to the vigilant attempts of the populace to keep development under
control, coupled with the breezy, relaxed atmosphere of the racetrack that is the town's
centerpiece, Del Mar has the air of a less harried time in California's past. To a great extent, it has geography to thank. Del Mar is
situated on a hill between two lagoons, with a canyon to the east and ocean to the west. The land thins to precipitous strips at the
lagoons: Los Penasquitos to the south (at Torrey Pines State Reserve), and San Dieguito, behind and around the river mouth at the
north end of town. There's only so much you can build out here that hasn't already been constructed or attempted In the mid-
1980s, environmental prerogatives saved the San Dieguito Lagoon from bone-headed plans to construct a cluster of hotels, shops,
and freeway access ramps.
In town, the only major new project that's survived the legal gauntlet has been the L'Auberge Del Mar, a $45 million luxury hotel
and spa built on the site of the old Del Mar Hotel (which was demolished in 1967). Even so, it took the developer, a Del Mar
resident, more than a decade to gain approval of the plan. The heart of the village, along Camino Del Mar from about Sixth to
Fifteenth Streets, is a cavalcade of small shops catering to a consumer's every whim. Folks mosey from cafes to shops, grazing and
browsing, as traffic moves in fits and starts along Camino Del Mar while drivers scour the streets for parking spaces.
The town is best known for the thoroughbred racing season at the Del
Mar Thoroughbred Club. The brief, 43-day season runs from late July
to early September, packing the town with racing buffs. The racetrack
was built in the 1930s as the brainchild of local celebrities Bing Crosby,
Jimmy Durante, and Pat O'Brien. Their cosponsor in the venture was
the Works Progress Administration, which pulled out midway through
construction. Crosby and O'Brien were left holding the bag, having to
borrow funds to bring the track to completion. Der Bingle wrote and
recorded a song to commemorate the track's opening in 1937. "Where
the Surf Meets the Turf" is still played before the first race with all the
dewy-eyed solemnity of the National Anthem. Grandstand seats run
from $3 to $10 at the track, which lies inside a triangle formed by Via de la Valle, Camino Del Mar, and Jimmy Durante Way. The
grounds are also the site of the annual Del Mar Fair, a June/July to-do that draws three-quarters of a million San Diegans. The rest
of the year is given over to horse shows, trade shows, and concerts.
Before the first ". . .and they're off!" echoed around the track, Del Mar was already trotting along on an initially shaky but eventually
well-heeled course. In 1883, developer Jacob Taylor Shell bought the strip of coastline upon which Del Mar sits today. He built a
seaside spa on his 338 acres that included the Casa Del Mar Hotel, a dance pavilion, a bathhouse and pool, and a railroad depot.
It briefly thrived before succumbing to bankruptcy, flood, and fire (in that order) by 1890 The town received a facelift during the
Roaring Twenties: a renovated hotel, a rebuilt pier, and new roads into town. The fairgrounds came in 1936, the racetrack a year
later. Del Mar has grown slowly but steadily ever since, trying its best to remain-as a Newsweek article described it a quarter of a
century ago "a sleepy little seacoast town."
Beaches
Del Mar City Beach is a sunbather's paradise, quickly filling to
capacity on summer days. A grassy play area, Seagrove Park, sits on
the short bluffs overlooking the beach from the south end. The park,
coastal walkway, and beach are separated from town by railroad
tracks. It's an extremely popular beach, attracting a mix of students
from UC San Diego, teens from all over, and families who have
come to town for the county fair or horse races. All find room to
roam on this extremely wide, well-lifeguarded beach. Finding a spot
on the beach is less of a problem than finding a place to park close
by. There's on-street metered parking along Coast Boulevard, as well as a few pay lots. The early bird gets the parking spot while
the loser cruises; July and August parking is wall to wall. The beach itself is good for swimming and body surfing.
Beyond Del Mar City Beach lies the mouth of the San Dieguito River, which is dry at low tide, and Del Mar Bluffs City Park. A steep
wooden staircase laden with sand leads to a spectacular overlook from the top of the bluff. The 360-degree panorama encompasses
the ocean, the racetrack, and the town. Straddling Del Mar and neighboring Solana Beach is Seascape Shores, a sandy stretch of
beach reachable from stairways near the 500 and 700 blocks of South Sierra Avenue. These beaches are popular with locals and
tourists alike, not the least reason being that in season you might catch trainers working their horses on the beach.
ADVISORY:
Some differences in housing unit counts are attributable to definitional differences in the source data. 2000 data are based on the 2000 Census. 2006
estimates are based on information from the San Diego County Assessor's office. The Census Bureau and Assessor’s office use different definitions
of "single-family," "multi-family," and "mobile home."
Caution should be taken when using data for small population groups, particularly at small levels of geography. Some 2000 Census data may not
match information published by the U.S. Census Bureau for the following reasons: sample census data have been controlled to match 100 percent
count (Summary File 1) data; and some minor adjustments were made (such as correcting the location of housing units that were erroneously
allocated by the Census Bureau to roads and open space) to more accurately reflect the region’s true population and housing distribution.
Is alcohol allowed on the beach?
Alcohol is allowed at the beach, but not in glass containers, throughout the year except the 4th of July and
Clean Water Program
City of Del Mar FAQs
What is storm water and urban runoff?
Storm water is a specific term referring to water generated from rain. Urban runoff is a more general term
that refers to storm water runoff, along with all the other water that originates from urban areas, such as
industrial discharges, leaks and spills, wash water, irrigation water and natural springs.
How does over irrigation impact water quality?
Besides literally “throwing money down the drain,” irrigation water that runs off your lawn can cause
erosion and carry soil, trash, pet waste and excess fertilizers and pesticides from your lawn into the storm
drains and ocean. Trash and decaying plant material can result in harmful bacteria at our beaches.
Pesticides can damage important ecosystems and cause health threats. Fertilizers can contribute to
excessive plant and algae growth, and dead and/or dying plant material in the water can take the oxygen
out of the water and suffocate all other life in the water.
Can I hose down my sidewalks and driveways?
It is illegal to power wash or hose down your sideways and driveways if the water enters a storm drain
conveyance system or receiving water. Hosing or power washing flushes all of the pollutants that are on
the streets, sidewalks and driveways into the nearest storm drain and out to the ocean. These pollutants
typically include oil and other automobile fluids, metals from air pollution that have settled, pet waste, lawn
waste, bacteria, sediments and trash. There are methods that can be employed to contain and properly
dispose of wash water, preventing it from entering the storm drain. For example, commercial power
washers are required to contain the wash water with berms or other methods, vacuum it up and then
dispose of it in an approved location, usually the sanitary sewer. If residents do not have the resources to
prevent the wash water from entering the streets and storm drain, an easy alternative is to sweep up
(instead of hosing down) the areas and dispose of the debris in the trash.
Can I wash my car at home?
It is still permitted to wash your personal vehicle at home; however, the best alternative is to take your
vehicle to a commercial car wash, where wash water is recycled and then directed to the sanitary sewer for
treatment. If you must wash your vehicle at home, please try to limit the amount of soap and water used
and, if possible, conduct the washing on a pervious surface where the water can soak in, such as on your
lawn or gravel. It should be noted that charity car washes are prohibited, unless the wash water is
prevented from entering the storm drain system and receiving water bodies. The City can provide guidance
as to how charities can conduct water friendly car washes.
What can I do when I drain my swimming pool water?
You are allowed to slowly discharge dechlorinated pool water to the streets and storm drains. To
dechlorinate the pool water, you can let it sit (without adding any more chemicals) and test for chlorine or
use a commercial dechlorinating chemical (available at pool supply stores) and carefully follow instructions.
You must also be careful and monitor the discharge rate of your pool drainage, so that you don’t cause any
erosion downstream.
What do the laws say about oil and other automobile fluids?
It is illegal to dump oil or other automobile fluids into the gutters or storm drains. All automobile fluids must
be stored under a cover or in watertight containers. Outdoor auto repairs are illegal during a rainstorm. All
hazardous waste must be disposed of at a hazardous waste collection site. Residents can dispose of
household hazardous materials at the Poway Facility or the Vista Facility (1-800-444-4244). Spilled or
leaking fluids should be cleaned up with an absorbent (like oil dry or kitty litter), swept up and properly
discarded.
Are there any special water quality requirements for conducting small home improvement
projects?
It is illegal to allow building materials (such as paint and grout), or wash water from the cleaning of building
materials, to enter a storm drain. It is also illegal to discharge dirt in the streets or storm drains. If you
City of Del Mar FAQs
have a small stockpile of dirt or other materials, you must make sure it is covered when not in use (you can
secure a tarp over the pile). Keeping the material covered will protect it from rain and wind. You must also
vegetate bare areas so that they will be protected from erosion.
Too much sediment or dirt in our water bodies chokes aquatic life by creating murky conditions, filling
natural drainage areas, and altering the topography of the land.
If you see building materials or dirt coming off the property of large construction sites, immediately notify
the City at 858-755-9313, ext. 171 or use the Citizen Complaint Form found on the City’s website and we
will have an inspector on the site as soon as possible.
Who should I call if I have any environmental concerns?
You can call the regional public hotline at 1-888-846-0800 24-hours a day or the City’s Public Works
Department during normal business hours at 858-755-3294 to report your concern. For emergencies, dial
911.
Conservation
The City of Del Mar is committed to conservation whether it is the efficient use of water in the home or
landscaping;, recycling paper, plastics, glass, yard trimmings or the disposal of household hazardous
waste. We can all make a difference!
WATER
Water is a precious commodity in Southern California. Our water comes from the Colorado River at Lake
Havasu in Arizona through the Colorado Aqueduct and from the California Aqueduct from the northern part
of California delta region. From those regions the water is transported by Metropolitan Water and the San
Diego County Water Authority to treatment facilities in San Diego. Then our water is treated and
transported by the City of San Diego to our facilities here in Del Mar which includes four water reservoirs
and many miles of water main.
Water rates reflect the cost of importing 100% of its water and paying the City of San Diego to treat and
transport our water. Sewer is handled in a similar manner with special agreements with San Diego for
transportation and treatment. Also, your utility rates provide for upgrades to the infrastructure by replacing
deteriorating water and sewer lines and to meet regulatory standards.
Here are just a few ways to conserve and SAVE.
Sewer Service
City of Del Mar FAQs
I noticed a lot of water in the street that appears to be sewage. What do I do?
If sewage is spilling into your yard, street, or drainage system, please immediately contact the City of Del
Mar Public Works Department at (858) 755-3294 or after hours contact the North County Dispatch JPA at
(858) 756-1126 which provides dispatch services for both emergency and non-emergency calls. It is
critically important to protect our beaches and lagoons from sewer contamination. Public Works will
investigate and, if the public sewer main is clogged, we will immediately work to open the system and clean
up any spilled sewage. If the problem is in a private lateral, the property owner will be required to contract
privately for repairs and clean up.
How can I have my sewer cleaned?
If it is determined that the blockage is within your service line that attaches to the City main, then you will
need to contact a plumber to clean your system of the blockage. To keep sewer line problems to a
minimum, limit the amount of green waste put in your garbage disposal by recycling and composting. Using
old milk cartons to dispose of cooking grease will also help to keep your sewer clean.
Can the City help me find my sewer lateral?
No. The private sewer lateral is not City installed and, therefore, we have no information available. In order
to locate your sewer lateral, you will need to contact a private plumber.
How should I repair my private sewer line?
Call a plumber for private maintenance. If excavation is required on a public right of way, a permit will be
needed. Have your plumber contact the City of Del Mar Planning Department for an Encroachment Permit
prior to excavation in the public street right-of- way.
Where do I go for sewer/water help after hours?
The Public Works Department is available 24-hours a day, seven days a week including holidays to respond
to problems with the City systems. Emergency staff is always on call after business hours and can be
reached by contacting the North County Dispatch JPA at (858) 756-1126 which provides after hours
dispatch services for both emergency and non-emergency calls. For your private systems, many plumbers
offer after-hours service. Please see your local telephone yellow pages directory for further information.
Who do I call if I have a sewer back up?
Sewer back-ups are usually due to clogged plumbing in residential pipes. Please call a private plumber. If
the City’s system is suspected to be the problem, on week days between the hours of 7:30 a.m. and 4:30
p.m. call Public Works. If you are calling after hours, please contact the North County Dispatch JPA at (858)
What is the proper procedure for disposing/recycling computer monitors and televisions?
Computer monitors, televisions, and even ATM machines and video cameras have a cathode ray tube (CRT)
or “picture tube” that converts electronic signals into visual images. California banned the landfill disposal of
CRT’s because each one contains an average of 4 to 8 pounds of lead. Although there are no health hazards
associated with handling intact, unbroken computer monitors or televisions, it is important to keep them out
of our landfills where they can contaminate soil and groundwater. Here’s the good news; there are an
increasing number of safe and legal options for both disposal and recycling of E-waste.
The Liberty Recycling Yard (located at 2265 Jimmy Durante Boulevard in Del Mar) is available to handle
electronic waste with a charge of 50 cents per pound. The center is open Tuesday through Saturday
between the hours of 8-4 and is closed for lunch each day. Their phone number is (858) 481-2223. Happy
recycling!
Goodwill Industries of San Diego and Dell, Inc. have partnered to create a computer recycling program
called RECONNECT San Diego. RECONNECT San Diego accepts all computer related equipment, working or
not, at 24 permanent drop-off locations throughout San Diego County. For more information,
Water and Sewage Billing
What is included on my bill?
The items included on your utility bill are water, sewer and trash and recycling services.
Why is my bill so high?
Water is a precious commodity in Southern California. Our water comes from the Colorado River at Lake
Havasu in Arizona through the Colorado Aqueduct and from the California Aqueduct from the northern part
of California delta region. Then the water is treated and transported by San Diego to our facilities here in
the City of Del Mar.
Conservation and water-wise use of water will lower your water bill. Call the City of Del Mar Public Works
for an informational brochure. However, in the event that you consider your bill higher than usual or
suspect a water leak, you should contact the Finance Department to request a re-read of your water
meter. If you feel the meter is providing the wrong reading, Public Works can remove your meter and
have it calibrated. This work would be at the resident’s expense. If the meter is found defective, the
charge will not apply.
NOTE: Check for leaks by turning off all the water in your house. You have a leak if your water meter dial is
moving after turning all the water off on your property. If this occurs, please contact your plumber.
I have questions about my utility bill. What do I do?
Please contact the Finance Department at (858) 755-9354 and we will review the bill with you.
Do you have a low-income utility rate and how do I qualify?
The City of Del Mar does have a low-income utility rate. A resident is considered low- income when the
resident meets the following criteria:
1. Meet low income guidelines as established by the California Public Utilities Community
2. Occupies a home in Del Mar for a full fiscal year (July-June)
3. Is a resident of California
When the resident has met the requirements, the bi-monthly water service charge and the sewer service
charge for a single-family residence will be reduced by 50%. If the qualified resident lives in a multiple unit
with a single meter then you may apply for a refund at City Hall based on a pro rata formula. Please request
a low-income discount application via mail, fax, Web site, or by stopping by the Finance Department at
1050 Camino del Mar.
City of Del Mar FAQs
How do I sign up for auto pay?
Auto pay is a free service that allows you to pay for your utility service bill automatically from your bank
account. The amount is deducted from your bank account approximately ten days after you are billed. You
will still continue to receive a utility bill indicating that your bill was paid through auto pay.
In order to sign up for auto pay, you must fill out and submit an auto pay enrollment form along with a
cancelled or voided check to the Finance Department. Due to the bi- monthly billing cycle, it may take up to
30 days to process your request. If you have any questions, please contact the Finance Department at
(858) 755-9354.
Does the City of Del Mar accept credit card payments for utilities?
The City of Del Mar does accept Visa and MasterCard payments for utilities. Utility payments can be made
automatically every billing cycle with either Visa or MasterCard credit cards. In order to participate in this
program, please complete the automatic credit card payment form, which you may obtain from the Finance
Department. For further information, please contact the Finance Department at (858) 755-9354.
Water Service and Meters
Is Del Mar’s water fluoridated?
No. Fluoride is not added to water in San Diego County but occurs naturally at about .28 mg/L at the
Miramar treatment plant from which Del Mar gets its drinking water. The City of Del Mar distributes water
treated by the City of San Diego, which is scheduled to implement fluoridation as mandated by the State by
the end of 2006.
You may request a copy of the Annual Water Quality Report or the City of Del Mar’s Annual Water
Quality Newsletter from Public Works at (858) 755-3294.
How can I lower my water bill?
Install water saving showerheads, ultra low-flow toilets, water efficient washing machines, and use waterwise
gardening (such as Xeriscape). In order to obtain further information, please contact the City’s
Finance Department at (858) 755-9354 for an informational brochure.
Is Del Mar’s water considered hard?
Water supplied in San Diego County is considered moderately hard with total dissolved solids from 214 to
276 parts per million.
Should I purchase a water softener?
Installation of a water softener is a personal choice, but we recommend against the recycling type, which
discharges high amounts of salt to the sewer system. Consider having a water treatment company provide
treatment canisters, which do not recycle into the sewer. This will allow beneficial use of reclaimed water for
irrigation at a lower cost.
My water pressure is fluctuating. Can you help?
Fluctuation in water pressure is due to pressure changes in the source water that comes from San Diego. As
water levels in our reservoirs vary, pressure sometimes will change. This fluctuation is not usually
noticeable. All homes should have a pressure regulator. If the problem persists, a plumber can check to see
if your regulator is functioning properly.
How do I get a construction meter?
A completed application for a construction meter needs to be submitted to the Finance Department along
with a deposit. Once the application and deposit is turned in you may obtain the meter at the Public Works
Department.
City of Del Mar FAQs
How do I cancel my water service?
To cancel your water service, please contact the City of Del Mar Finance Department at (858) 755-9354.
What is the difference between a sub-meter and an irrigation meter, and which is best for me?
A sub-meter is a secondary meter placed on your private line beyond your primary meter. It is intended to
precisely calculate in-home water use, and must be installed by your private plumber. An irrigation meter is
a separate meter installed on the City of Del Mar water main and is recommended for irrigation systems to
eliminate charges for sanitary sewer use. The City will install an irrigation meter, but there is a fee. For
further information, please contact the Public Works Department at (858) 755-3294.
Why can’t I shut off my own meter?
Please do not attempt to shut off your water meter. Meters are very easy to damage and extremely
expensive to repair. The City of Del Mar Public Works Department will be glad to turn your meter off without
charge with a four-hour notice (normal work hours are 7:30 am to 4:00 pm and the office is closed from
11:30 a.m. – 12:30 p.m. for lunch).
The City encourages residents to install a separate valve on your side of the meter to turn water off without
having to risk damage to a City meter. If interested, please contact a local plumber for an installation
estimate.
Where is my water meter?
Most meters are located between your home and the edge of the street in a small utility vault. However, the
meters are located on your private line connection to the public water main and sometimes these services
are installed from side or rear of properties due to location of the water main. If you are having problems
locating your meter, please contact Public Works and they will be glad to assist you.
When do they read my meter?
Meters are read once every other month (usually the last week of the month). The date that your meter
was read is noted on your water bill.
I don’t think my meter has been read recently. What can I do?
If you feel your water meter has not been read recently, call Public Works at (858) 755-3294 and we will be
glad to visit with you at your home and show you the meter reading. Please have your most recent water
bill in hand.
My water is cloudy. What can I do?
Call the Public Works Department at (858) 755-3294 and we will inspect your system for problems. In many
cases, the problem is within the residence and is the responsibility of the owner. If this is the case, a
plumber may be necessary. Certain times of the year, water is delivered with a slight turbidity and odor due
to lake conditions where the water is stored prior to treatment. However, it is safe to drink and is tested on
a regular basis according to the Department of Health Services guidelines. The City of Del Mar annually
sends a copy of the Water Quality Report to all residents. Additional copies are available at City Hall and the
Public Works office.
What water conservation incentives does the City of Del Mar offer?
The City of Del Mar offers the Ultra Low-Flow Toilet Voucher Program for businesses and residences. The
City also offers the High Efficiency Washer Rebate Program for residences. For additional information
regarding water conservation programs, please contact the Finance Department at (858) 755-9354 for a
brochure or the San Diego County Water Authority – Voucher Incentive program at 1-800-986-4538.

Principal's Message, May 15, 2007
Monday, May 14, 2007
Greetings to all of our future Ocean Air students, staff, parents, and
community. I am excited to have the opportunity to open Del Mar’s 8th.
school in August, 2007. Our construction schedule is on target and we
plan to be ready for the first day of school on Monday, August 27, 2007.
Please visit our website often as we update each week on the progress of
our new school. Our website can be found at www.dmusd.org/oceanair.
Our first and second parent organizational meetings were held in the
Multipurpose Room at Torrey Hills on April 4, and May 3. Over 350
parents attended. We heard the latest on the construction of Ocean Air,
met with our Superintendent, Mr. Thomas Bishop, Mr. Rodger Smith,
Director of Facilities, and representatives from our 9th. District PTA.
Our next meeting is scheduled for June 10. We will have an Ocean Air
family Picnic and get-to-gether for students and parents to help get
acquainted with our new community. This event will be held at Torrey
Hills School from 3:00-5:00p.m. at the lunch tables. Everyone is
welcome to bring their snacks and drinks. PE equipment will be provided
for the kids, while the parents help us organize our PTA charter. Please
come and meet your new friends who will be attending Ocean Air School.
Mark your calendars for our Ocean Air Open House tour for all students
on Friday, August 24, from 10:00-11:00a.m. All students are invited to
find their classrooms and take a guided tour of the new facility. This will
enhance your first day of school on Monday, August 27, 2007. More
information will be forthcoming on our website
(www.dmusd.org/oceanair).
Our office staff has now moved to our temporary office at Sycamore
Ridge until we are able to occupy the new offices at Ocean Air. Our
temporary phone number is 858 755-1060. You can reach Karen Holty,
Administrative Assistant at extension 3815, or me at extension at 3818.
Our fax number is 858 481-6657.
If you would like to sign up to assist us in opening Ocean Air School, or
you have questions, please feel free to give us a call. We need
volunteers to serve on our PTA Board, leading tours, communication,
opening up boxes, setting up the library, etc.
Welcome to Ocean Air School, the newest school in the Del Mar Union
School District.
