WILDIFE AREA PARKING PERMIT PROGRAM –<br />

Effective Jan . 1, 2013, ODFW will exp<strong>and</strong> the current<br />

<strong>Wildlife</strong> Area Parking Permit Program to include four more<br />

wildlife areas (Fern Ridge, Klamath, Phillip W . Schneider,<br />

<strong>and</strong> White River) . These will be in addition to the Areas<br />

currently in the program: E .E . Wilson, Ken Denman, Ladd<br />

Marsh, Summer Lake, <strong>and</strong> Sauvie Isl<strong>and</strong> . A parking permit<br />

will be required for each vehicle on these <strong>Wildlife</strong> Areas .<br />

A free annual permit will be included with the purchase<br />

<strong>of</strong> annual hunting, Combination, Pioneer, <strong>and</strong> Sports<br />

Pac licenses <strong>and</strong> the Habitat Conservation Stamp . All<br />

other <strong>Wildlife</strong> Area users will be required to purchase a<br />

permit: daily permits ($7) <strong>and</strong> annual permits ($22) will be<br />

available where fishing <strong>and</strong> hunting licenses are sold <strong>and</strong><br />

on the ODFW’s website, www .dfw .state .or .us .<br />

SUmmER LAKE WA – Management programs on Summer<br />

Lake <strong>Wildlife</strong> Area may impact hunting opportunities during<br />

waterfowl hunting seasons . Efforts to rehabilitate portions<br />

<strong>of</strong> the wetl<strong>and</strong>s to provide long term habitat benefits to a<br />

multitude <strong>of</strong> waterfowl <strong>and</strong> other waterbirds, have required<br />

dewatering <strong>of</strong> certain areas <strong>and</strong> actively controlling<br />

overgrown vegetation . Water was withdrawn from "Between<br />

the Dikes" <strong>and</strong> Bullgate Refuge units this summer . Active<br />

vegetation control occurs once wetl<strong>and</strong>s are dry . While efforts<br />

are underway to bring water back to all areas as soon as<br />

possible some portions <strong>of</strong> the wildlife area may be dry <strong>and</strong><br />

not provide good hunting opportunities early in the season .<br />

Between the Dikes will be held dry during the early part <strong>of</strong><br />

2012/13 hunting season with flooding anticipated in mid to<br />

late October . The northern shore <strong>of</strong> Summer Lake proper<br />

between the tips <strong>of</strong> Bullgate <strong>and</strong> Windbreak dikes will be<br />

dry or at a very low water level as well . Hunters need to<br />

be aware over-water <strong>and</strong> pond hunting opportunities will<br />

be affected in this 2,000 acre area . This will not affect field<br />

hunting opportunities .<br />

In addition, construction activities may occur during the<br />

early part<strong>of</strong> the hunting season in portions <strong>of</strong> Between the<br />

Dikes Unit during October, 2012 .<br />

To compensate for the diminished size <strong>of</strong> flooded hunting<br />

areas, the northern portion <strong>of</strong> Bullgate Refuge (620 acres)<br />

will remain open to hunting during the entire 2012/13<br />

hunting season .<br />

Beginning in October <strong>of</strong> the 2013/14 hunting season, the<br />

northern portion <strong>of</strong> Bullgate Refuge currently open will<br />

entire season to facilitate dike <strong>and</strong> levee repairs .<br />

Access to hunting areas south <strong>of</strong> Thous<strong>and</strong> Springs Lane<br />

(Lake Co . Rd 4-17), except the "Foster Place" unit will<br />

be prohibited seven (7) days prior to opening day <strong>of</strong> the<br />

2012/13 waterfowl season to reduce disturbance to staging<br />

waterfowl <strong>and</strong> improve hunter success . Campgrounds <strong>and</strong><br />

KLAMATH WA – Management programs on the Klamath<br />

<strong>Wildlife</strong> Area-Miller Isl<strong>and</strong> Unit will impact waterfowl hunter<br />

access during the 2012/13 waterfowl seasons . Efforts to<br />

rehabilitate portions <strong>of</strong> the marshl<strong>and</strong>s around the Miller<br />

Isl<strong>and</strong> Unit, to improve long-term habitat benefits to a<br />

multitude <strong>of</strong> waterfowl species will require dewatering<br />

certain wetl<strong>and</strong>s <strong>and</strong> actively controlling overgrown<br />

vegetation . While efforts will be to bring water back to all<br />

areas as soon as feasible, some portions <strong>of</strong> the unit may<br />

be dry <strong>and</strong> will not provide good hunting opportunities<br />

throughout the season .<br />

Emergent vegetation on the larger Gorr Isl<strong>and</strong> may be<br />

burned either late fall <strong>of</strong> 2012 or early winter <strong>of</strong> 2013 to<br />

enhance green forage production for spring migrating geese .<br />

About 120 acres in the southern portion <strong>of</strong> Subunit B, south<br />

<strong>of</strong> the boat ramp, will be dry for the duration <strong>of</strong> the month<br />

<strong>of</strong> October . Plans are to re-flood it in early November .<br />

About 70 acres on the west side <strong>of</strong> Subunit A, north <strong>of</strong> the<br />

Delameter parking area will be dry for the month <strong>of</strong> October .<br />

Plans are to re-flood it in early November . Approximately<br />

41 acres in the northern portion <strong>of</strong> Subunit C, on the west<br />

side <strong>of</strong> the slough, will be dry for the month <strong>of</strong> October .<br />

Plans are to re-flood it in early November . Over-water<br />

hunting will be impacted in the portion <strong>of</strong> the hunt units<br />

which have been dewatered . Field hunting activities will<br />

not be impacted . The vast majority <strong>of</strong> the Miller Isl<strong>and</strong> Unit<br />

will still provide adequate water habitats for attracting birds .<br />

Additional activities may occur in 2012/13 . Rehabilitated<br />

marshes will provide important food sources for birds in<br />

coming years <strong>and</strong> will greatly benefit hunters in the long<br />

Caution: Wolves <strong>and</strong> hunting dogs<br />

Encounters between wolves <strong>and</strong> hunting dogs are rare.<br />

But wolves are by nature territorial <strong>and</strong> may act aggressively<br />

toward any other dog species. Hunters that use dogs can take<br />

steps to reduce the risk <strong>of</strong> conflict between dogs <strong>and</strong> wolves:<br />

• Keep your dogs within view. Place a bell or beeping collar on wider ranging dogs.<br />

• Talk loudly to the dog or other hunters.<br />

• Use whistles or otherwise control your dog so that it stays close to you.<br />

(You want wolves to associate the dog with a human.)<br />

• If wolves are present or fresh wolf sign is observed, keep hunting dogs<br />

close – this may require the use <strong>of</strong> a leash.<br />

Wolves in <strong>Oregon</strong> are protected by law. It is unlawful to shoot a wolf in <strong>Oregon</strong>,<br />

except in defense <strong>of</strong> human life or with a special permit.<br />
