When large-scale industrial developments take place in such sensitive ecological zones and amidst such a thriving,<br />

natural-resource dependent rural economy, it is very likely that massive damage will be done to these fragile ecosystems<br />

and the nature-dependent societies. Thus, large polluting industries should not be permitted in these kind <strong>of</strong> sensitive<br />

zones in the first place. Even if some industries are allowed, extra care has to be taken to minimize the environmental<br />

and social damage. Both the industry and its licensing/supporting/financing institutions need to be extra cautious about<br />

minimizing any possible damages to these rare, sensitive, bio-diversity-rich zones <strong>of</strong> the Gulf <strong>of</strong> Kutch coast. <strong>The</strong> factfinding<br />

team explored and tried to find details about safeguards, impacts, and actual measures taken.
