same legal concerns with <strong>the</strong> use of cellular<br />

telephones.<br />

The chair of each political party in <strong>the</strong><br />

county shall have <strong>the</strong> right to design<strong>at</strong>e<br />

two observers to <strong>at</strong>tend each voting<br />

place. Observers must be appointed in<br />

five days before <strong>the</strong> election. The chair<br />

or <strong>the</strong> judges for each affected precinct<br />

may, however, reject any appointee for<br />
