(a) show that the Government has been misled or mistaken in any <strong>of</strong> its measures;<br />

(b) point out errors or defects in the Government or Constitution <strong>of</strong> the United Republic as<br />

by law established or in legislation or in the administration <strong>of</strong> justice with a view to the<br />

remedying <strong>of</strong> such errors or defects;<br />

(c) persuade any inhabitants <strong>of</strong> the United Republic to attempt to procure by lawful means<br />

the alteration <strong>of</strong> any matter in the United Republic as by law established; or<br />

(d) point out, with a view to their removal, any matters which are producing or have a<br />

tendency to produce feelings <strong>of</strong> ill-will and enmity between different classes <strong>of</strong> the<br />

population <strong>of</strong> the United Republic.<br />

(3) In determining whether or not the intention with which any act was done, any words were<br />

spoken or any document was published is seditious, every person shall be deemed to intend<br />

the consequences which would naturally follow from his conduct at the time and in the<br />

circumstances in which he so conducted himself.<br />

56.-58. Repealed<br />

59. Unlawful oaths to commit <strong>of</strong>fences<br />

Any person who–<br />

(a) administers, or is present at and consents to, the administering <strong>of</strong> any oath or<br />

engagement in the nature <strong>of</strong> an oath, purporting to bind the person who takes it to<br />

commit any <strong>of</strong>fence punishable with death; or<br />

(b) takes any such oath or engagement, not being compelled to do so,<br />

is guilty <strong>of</strong> an <strong>of</strong>fence and is liable to imprisonment for life.<br />

60. Other unlawful oaths to commit <strong>of</strong>fences<br />

Any person who–<br />

(a) administers, or is present at and consents to the administering <strong>of</strong>, any oath or<br />

engagement in the nature <strong>of</strong> an oath, purporting to bind the person who takes it–<br />

(i) to engage in any mutinous or seditious enterprise;<br />

(ii) to commit any <strong>of</strong>fence not punishable with death;<br />

(iii) to disturb the public peace;<br />

(iv) to be <strong>of</strong> any association, society or confederacy, formed for the purpose <strong>of</strong> doing
