Local agencies and partners could reach some<br />

of <strong>the</strong> most marg<strong>in</strong>alised, by focus<strong>in</strong>g some of<br />

<strong>the</strong>ir resources on families outside <strong>the</strong> school<br />

networks many of whom have limited levels of<br />

literacy and are be<strong>in</strong>g missed currently by exist<strong>in</strong>g<br />

<strong>in</strong>tervention.<br />

In Kisii it is recommended on <strong>the</strong> basis of this<br />

research that:<br />

• The current programme of girls empowerment<br />

courses <strong>in</strong>corporat<strong>in</strong>g ARP and an <strong>in</strong>tensive<br />

community engagement programme is<br />

extended to communities across <strong>the</strong> region;<br />

• Local agencies are encouraged to establish<br />

and support an active Kisii Network for<br />

<strong>the</strong> Abandonment of FGM which shares<br />

experiences of anti-FGM <strong>in</strong>itiatives across<br />

Kisii. This network could streng<strong>the</strong>n <strong>the</strong><br />

effectiveness of anti-FGM <strong>in</strong>terventions by<br />

tak<strong>in</strong>g a strategic role of reduc<strong>in</strong>g competition<br />

and build<strong>in</strong>g collaboration between agencies;<br />

• Local agencies could engage decisionmakers,<br />

both male and female <strong>in</strong> greater<br />

awareness rais<strong>in</strong>g and also use <strong>the</strong>m to speak<br />

out on <strong>in</strong>itiatives to abandon FGM.<br />

The practice is seen as largely a women’s<br />

affair, hence <strong>the</strong> need to have prom<strong>in</strong>ent<br />

women leaders who have taken a stand<br />

personally and professionally aga<strong>in</strong>st FGM.<br />

However, men have a role to play as heads of<br />

households provid<strong>in</strong>g <strong>the</strong> resources needed<br />

for <strong>the</strong> ceremony, so it is important to <strong>in</strong>clude<br />

<strong>the</strong>m as well;<br />

• The <strong>in</strong>volvement of medical staff <strong>in</strong><br />

perpetuat<strong>in</strong>g FGM must be addressed by <strong>the</strong><br />

government more strictly, especially with <strong>the</strong><br />

<strong>in</strong>creased reliance on health professionals to<br />

carry out <strong>the</strong> procedure. The M<strong>in</strong>istry of Health<br />

has <strong>in</strong> <strong>the</strong> past issued prohibitions aga<strong>in</strong>st <strong>the</strong><br />

practice, but it appears not to have succeeded<br />

<strong>in</strong> chang<strong>in</strong>g behaviour. It is important to revisit<br />

this issue, and enforce <strong>the</strong> prohibition more<br />

effectively, with stricter sanctions;<br />

• School attendance be<strong>in</strong>g relatively high <strong>in</strong><br />

Kisii, however, families outside <strong>the</strong> school<br />

networks many of whom have limited levels<br />

of literacy are not be<strong>in</strong>g targeted by current<br />

<strong>in</strong>terventions. It is recommended that local<br />

agencies and partners consider how <strong>the</strong>y<br />

can access this marg<strong>in</strong>alised group of people<br />

and engage <strong>the</strong>m <strong>in</strong> <strong>the</strong> awareness rais<strong>in</strong>g<br />

<strong>in</strong> relation to <strong>the</strong> rights of girls and women,<br />

<strong>the</strong> health risks associated with FGM and its<br />

illegality.<br />

conclusion<br />

The f<strong>in</strong>d<strong>in</strong>gs of this study show that, despite strong<br />

social resistance, progress towards abandonment<br />

of FGM can be achieved through well-focused,<br />

<strong>in</strong>cremental programmes. This study provides<br />

some <strong>in</strong>sights <strong>in</strong>to <strong>the</strong> factors, <strong>in</strong> Kuria and Kisii,<br />

which contribute to <strong>the</strong> cont<strong>in</strong>uation of FGM and<br />

those which encourage its abandonment.<br />

The study identified a section of <strong>the</strong> communities<br />

<strong>in</strong> both Kuria and Kisii, who are <strong>in</strong>formed about<br />

<strong>the</strong> health risks of FGM and would prefer not to<br />

have <strong>the</strong>ir daughters circumcised, but who feel<br />

<strong>the</strong> stigmatisation of uncircumcised women is so<br />

strong that <strong>the</strong>y will send <strong>the</strong>ir daughters to be cut<br />

<strong>in</strong> order to be socially acceptable. Reduc<strong>in</strong>g <strong>the</strong><br />

stigma aga<strong>in</strong>st uncircumcised women is <strong>the</strong>refore<br />

a crucial element <strong>in</strong> future strategies to encourage<br />

abandonment <strong>in</strong> Kuria and Kisii. Although more<br />

could be done to <strong>in</strong>crease awareness about<br />

<strong>the</strong> health risks and illegality of FGM, this study<br />

suggests that a comb<strong>in</strong>ation of hav<strong>in</strong>g respected<br />

figures <strong>in</strong> <strong>the</strong> community consistently oppos<strong>in</strong>g<br />

FGM <strong>in</strong> <strong>the</strong>ir public and private lives, comb<strong>in</strong>ed<br />

with appropriate action taken aga<strong>in</strong>st those who<br />

cont<strong>in</strong>ue <strong>the</strong> practice would help <strong>the</strong>m to make <strong>the</strong><br />

brave step not to have <strong>the</strong>ir daughters circumcised.<br />

ARP is practiced very differently <strong>in</strong> Kuria and<br />

Kisii. The focus <strong>in</strong> Kuria, on provid<strong>in</strong>g primarily<br />

Rescue Camps with tra<strong>in</strong><strong>in</strong>g on FGM and an<br />

ARP ceremony, has had some success <strong>in</strong> sav<strong>in</strong>g<br />

girls from FGM, but only dur<strong>in</strong>g <strong>the</strong> period<br />

of <strong>the</strong> camp. However, <strong>in</strong> Kisii, an <strong>in</strong>tensive<br />

community sensitisation programme about FGM<br />

was comb<strong>in</strong>ed with a public ARP ceremony fully<br />

<strong>in</strong>tegrated <strong>in</strong>to a girls empowerment programme.<br />

This approach has clearly been effective <strong>in</strong><br />

encourag<strong>in</strong>g abandonment <strong>in</strong> rural communities<br />
