programme offered at TNI is a girls empowerment<br />
programme which <strong>in</strong>cludes education on <strong>the</strong>ir<br />
rights, <strong>the</strong> acquisition of basic skills, cont<strong>in</strong>uation<br />
of <strong>the</strong>ir school education and access to higher<br />
education and employment, where appropriate.<br />
Through this programme <strong>the</strong> young women are<br />
enabled to take control of <strong>the</strong>ir lives and make<br />
decisions for <strong>the</strong>mselves on <strong>the</strong>ir future <strong>in</strong> terms of<br />
relationships, education and employment.<br />
l<strong>in</strong>ks between<br />
educAtion And <strong>the</strong><br />
AbAndonment oF FGm<br />
Education is perceived as an important factor <strong>in</strong><br />
<strong>the</strong> abandonment of FGM <strong>in</strong> both Kisii and Kuria<br />
communities, mentioned <strong>in</strong> all FGDs, <strong>in</strong>terviews<br />
and discussions with agencies implement<strong>in</strong>g anti-<br />
FGM programmes. In addition, most anti-FGM<br />
programmes work closely with schools to recruit<br />
young people and <strong>the</strong>ir parents <strong>in</strong> awareness<br />
rais<strong>in</strong>g activities, through <strong>the</strong> actions of teachers,<br />
out-of-school clubs, rescue camps, ARP and<br />
empowerment programmes. Whilst this is an<br />
efficient way of agencies access<strong>in</strong>g beneficiaries,<br />
it does mean that families whose children are not<br />
attend<strong>in</strong>g school are less likely to be <strong>in</strong>volved <strong>in</strong><br />
activities aimed at learn<strong>in</strong>g about FGM and <strong>the</strong><br />
rights of young girls and women.<br />
There is evidence <strong>in</strong> both Kuria and Kisii that<br />
<strong>the</strong> isolation and stigma directed towards<br />
uncircumcised girls and women is far greater for<br />
uneducated girls. There were reports of people<br />
perceiv<strong>in</strong>g ‘educated families’ as be<strong>in</strong>g more able<br />
to choose. In particular, if a woman is educated<br />
and holds a position of responsibility, such as a<br />
teacher or a community leader, she is less likely to<br />
be stigmatised and her children are less likely to<br />
be targeted if <strong>the</strong>y choose not to be circumcised.<br />
Peer support <strong>in</strong>fluences young girls’ decision<br />
mak<strong>in</strong>g. Some schools are now offer<strong>in</strong>g anti-FGM<br />
clubs to streng<strong>the</strong>n <strong>the</strong> peer support, as well as<br />
provide <strong>in</strong>formation on <strong>the</strong> health risk and violation<br />
of rights associated with FGM.<br />
Posters are used extensively <strong>in</strong> campaign<strong>in</strong>g<br />
aga<strong>in</strong>st FGM, but many of <strong>the</strong>se use complex<br />
language requir<strong>in</strong>g a high level literacy. These<br />
posters are <strong>in</strong>accessible to non-literate people or<br />
those with limited literacy skills and without <strong>the</strong><br />
confidence to ask for help.<br />
There were very few examples of programmes<br />
which explicitly extended <strong>the</strong>ir awareness rais<strong>in</strong>g<br />
activities to <strong>in</strong>clude non-literate or non-school<br />
attend<strong>in</strong>g families. In addition to not be<strong>in</strong>g able<br />
to read leaflets and posters, it would appear that<br />
those who are non-literate, or who are outside <strong>the</strong><br />
school networks, are unable to access activities<br />
encourag<strong>in</strong>g <strong>the</strong> abandonment of FGM.<br />
decision-mAk<strong>in</strong>G <strong>in</strong><br />
relAtion to FGm<br />
There were differences <strong>in</strong> <strong>the</strong> decision-mak<strong>in</strong>g <strong>in</strong><br />
relation to FGM between Kuria and Kisii, however,<br />
<strong>in</strong> both communities <strong>the</strong> abandonment of FGM was<br />
seen as a fundamental challenge to <strong>the</strong> traditional<br />
culture by <strong>the</strong> elders of <strong>the</strong> community.<br />
In Kuria, <strong>the</strong> dates and location for <strong>the</strong> FGM<br />
season are set by <strong>the</strong> Council of Elders for each<br />
clan. The Council of Elders are a group of highly<br />
respected men with responsibility for <strong>the</strong> retention<br />
and cont<strong>in</strong>uation of <strong>the</strong> cultural <strong>practices</strong>, both<br />
agricultural and social. It is widely held that <strong>the</strong><br />
Council of Elders have supernatural powers and<br />
few would risk go<strong>in</strong>g aga<strong>in</strong>st <strong>the</strong>ir wishes. With<strong>in</strong><br />
<strong>the</strong> family, <strong>the</strong> pressure for young girls to undergo<br />
FGM will often come from <strong>the</strong> grandparents. The<br />
preparations of <strong>the</strong> girls for <strong>the</strong> ceremony are<br />
carried out by <strong>the</strong> older women of <strong>the</strong> community,<br />
once <strong>the</strong> decision to have a circumcision season<br />
has been taken by <strong>the</strong> Council of elders.<br />
In Kisii, <strong>the</strong>re are no fixed dates and <strong>the</strong> decisionmak<strong>in</strong>g<br />
is located with<strong>in</strong> <strong>the</strong> family. Usually <strong>the</strong><br />
older women play a significant role, with some of<br />
<strong>the</strong> men claim<strong>in</strong>g <strong>the</strong>y play little role and that <strong>the</strong><br />
whole process is someth<strong>in</strong>g which is controlled<br />
and driven by <strong>the</strong> older women.<br />
This difference <strong>in</strong> gender roles should be borne<br />
<strong>in</strong> m<strong>in</strong>d when it comes to devis<strong>in</strong>g <strong>in</strong>terventions<br />
to encourage <strong>the</strong> abandonment of FGM. In Kuria,<br />
<strong>the</strong> role of <strong>the</strong> all-male Council of Elders cannot be
