<strong>the</strong> community does not comply with <strong>the</strong> ban:<br />
this th<strong>in</strong>g (circumcision) is done<br />
secretly and ma<strong>in</strong>ly at night – <strong>the</strong>re’s no way<br />
<strong>the</strong> government can know what is happen<strong>in</strong>g.<br />
Even <strong>the</strong> celebrations are disguised as birthday<br />
ceremonies” (participant, FGD, mo<strong>the</strong>rs of<br />
circumcised girls).<br />
O<strong>the</strong>r respondents felt that <strong>the</strong> government had<br />
not done much to discourage <strong>the</strong> community from<br />
practic<strong>in</strong>g female circumcision:<br />
we have never heard about <strong>the</strong><br />
government campaign<strong>in</strong>g aga<strong>in</strong>st FGM”<br />
(participant, FGD, married men).<br />
They also felt that <strong>the</strong> government had not done<br />
much <strong>in</strong> expla<strong>in</strong><strong>in</strong>g why <strong>the</strong> community should stop<br />
circumcis<strong>in</strong>g <strong>the</strong>ir girls. O<strong>the</strong>r participants felt that<br />
<strong>the</strong> government could do more:<br />
<strong>the</strong> government is aga<strong>in</strong>st <strong>the</strong> practice<br />
but <strong>the</strong>y are not do<strong>in</strong>g much, it is just words”<br />
(participant, FGD, young unmarried men).<br />
A local adm<strong>in</strong>istrator compla<strong>in</strong>ed that <strong>the</strong> exist<strong>in</strong>g<br />
laws do not give a clear prescription on how and<br />
who to prosecute <strong>in</strong> a case of female circumcision.<br />
He felt that <strong>the</strong> laws were not adequate to secure<br />
prosecution of offenders, and <strong>the</strong> existence of<br />
<strong>the</strong> current laws had, <strong>in</strong> his op<strong>in</strong>ion, driven <strong>the</strong><br />
practice underground. The adm<strong>in</strong>istrator thought<br />
that because <strong>the</strong> government has been threaten<strong>in</strong>g<br />
arrest and prosecution, <strong>the</strong> public have reacted<br />
by becom<strong>in</strong>g secretive, resort<strong>in</strong>g to circumcis<strong>in</strong>g<br />
<strong>the</strong> girls at an earlier age when <strong>the</strong>y are not<br />
knowledgeable enough to protest or refuse.<br />
chAnGes <strong>in</strong> <strong>the</strong> community<br />
with reGArd to FGm<br />
Preference for medical staff: Almost all<br />
participants acknowledged that a major change <strong>in</strong><br />
<strong>the</strong> way <strong>the</strong> ceremonies are performed over <strong>the</strong><br />
years has been <strong>the</strong> <strong>in</strong>creas<strong>in</strong>g preference for us<strong>in</strong>g<br />
health staff to do <strong>the</strong> cutt<strong>in</strong>g, <strong>in</strong>stead of<br />
traditional circumcisers. Health staff use <strong>in</strong>dividual<br />
razors (scalpels) ra<strong>the</strong>r than <strong>the</strong> traditional knife,<br />
or scissors, which was often shared amongst<br />
<strong>in</strong>itiates. As po<strong>in</strong>ted out earlier, most of <strong>the</strong> cutt<strong>in</strong>g<br />
now takes place <strong>in</strong> hospitals/health centres, or <strong>the</strong><br />
parents arrange for a doctor/nurse to come and cut<br />
<strong>the</strong> girls at home.<br />
No more seclusion of <strong>in</strong>itiates: Ano<strong>the</strong>r<br />
notable change po<strong>in</strong>ted out by participants<br />
is <strong>the</strong> fact that newly circumcised girls are no<br />
longer put <strong>in</strong>to seclusion as <strong>in</strong> <strong>the</strong> past, to be<br />
cared for by <strong>the</strong>ir grandmo<strong>the</strong>rs and aunts for a<br />
month. Nowadays, girls rema<strong>in</strong> at home and are<br />
cared for by <strong>the</strong>ir mo<strong>the</strong>rs. There have also been<br />
changes <strong>in</strong> <strong>the</strong> type of cutt<strong>in</strong>g, as observed <strong>in</strong><br />
Kuria. Respondents reported that <strong>in</strong> some cases,<br />
<strong>the</strong> mo<strong>the</strong>r asks <strong>the</strong> nurse/cutter to make a small<br />
scratch so as just to get a little blood and to be<br />
recognised as comply<strong>in</strong>g with tradition.<br />
Lower age at circumcision: The lower<strong>in</strong>g<br />
of <strong>the</strong> age at circumcision to 5-7 years is for a<br />
comb<strong>in</strong>ation of reasons <strong>in</strong>clud<strong>in</strong>g <strong>the</strong> need to get<br />
<strong>the</strong> girls cut at a tender age before <strong>the</strong>y are old<br />
enough to be rebellious. It has also been attributed<br />
to <strong>the</strong> government ban on <strong>the</strong> practice lead<strong>in</strong>g to<br />
parents circumcis<strong>in</strong>g <strong>the</strong>ir girls at an age when<br />
<strong>the</strong>y are not <strong>in</strong>formed enough to report <strong>the</strong> parents<br />
to <strong>the</strong> authorities.<br />
Families resist<strong>in</strong>g FGM: Although FGM<br />
rema<strong>in</strong>s nearly universal among <strong>the</strong> Kisii,<br />
participants have observed changes, with some<br />
families reject<strong>in</strong>g <strong>the</strong> practice and refus<strong>in</strong>g to<br />
bow to social pressure. Participants <strong>in</strong> <strong>the</strong> FGDs<br />
and <strong>in</strong>terviews attributed this shift to <strong>the</strong> grow<strong>in</strong>g<br />
<strong>in</strong>fluence of <strong>the</strong> church, and to parents ga<strong>in</strong><strong>in</strong>g<br />
exposure to o<strong>the</strong>r cultures and education about<br />
<strong>the</strong> illegality and health risks associated with FGM.<br />
This has led community members to beg<strong>in</strong> to<br />
re-evaluate <strong>the</strong>ir beliefs and values:<br />
Education makes a difference - those<br />
who are educated have <strong>the</strong> knowledge and <strong>the</strong><br />
authority to make up <strong>the</strong>ir own m<strong>in</strong>ds and resist<br />
cultural th<strong>in</strong>gs” (participant, ARP <strong>in</strong>itiates FGD).<br />
