this has come down to 8-9 years.<br />
Parents are concerned that girls might<br />
become sexually active when <strong>the</strong>y are young, so<br />
<strong>the</strong>y are cut earlier to avoid <strong>the</strong> taboo of gett<strong>in</strong>g<br />
pregnant before circumcision” (participant,<br />
FGD, parents).<br />
Some participants also thought that some parents<br />
have <strong>the</strong>ir daughters circumcised early so that <strong>the</strong>y<br />
can marry <strong>the</strong>m off and get <strong>the</strong> bride price.<br />
AwAreness oF eFFects oF FGm<br />
Most participants <strong>in</strong> this study were aware of <strong>the</strong><br />
medical effects of FGM and easily cited problems<br />
such as excessive bleed<strong>in</strong>g, trauma and shock,<br />
difficulty <strong>in</strong> delivery of babies and development<br />
of hard scars. Some of <strong>the</strong>m were equally aware<br />
of negative social effects of <strong>the</strong> practice – some<br />
participants felt that circumcision often led to<br />
promiscuity, as <strong>the</strong> circumcised girls tended to<br />
believe that <strong>the</strong>y could do anyth<strong>in</strong>g <strong>the</strong>y liked,<br />
<strong>in</strong>clud<strong>in</strong>g hav<strong>in</strong>g sex:<br />
<strong>the</strong> songs sang dur<strong>in</strong>g circumcision<br />
ceremonies actually encourage <strong>the</strong> <strong>in</strong>itiates<br />
to engage <strong>in</strong> sex claim<strong>in</strong>g that by do<strong>in</strong>g so <strong>the</strong><br />
recovery process after <strong>the</strong> circumcision will be<br />
faster” (participant, FDG, teachers).<br />
However, <strong>the</strong>re were also participants who<br />
were unaware of <strong>the</strong> negative effects of female<br />
circumcision or refused to acknowledge <strong>the</strong>m. For<br />
<strong>in</strong>stance, <strong>in</strong> <strong>the</strong> FGD with <strong>the</strong> Council of Elders,<br />
some participants felt that FGM has only positive<br />
effects, <strong>in</strong>clud<strong>in</strong>g ensur<strong>in</strong>g that <strong>the</strong> women do not<br />
become promiscuous.<br />
The cut ensures that our women become<br />
complete (real women) and <strong>the</strong>y do not end up as<br />
<strong>the</strong> Luo women” (participant, FDG, Council<br />
of Elders).<br />
O<strong>the</strong>r participants felt that any complications or<br />
negative results associated with FGM could be<br />
attributed to curses due to someth<strong>in</strong>g <strong>the</strong> <strong>in</strong>itiate<br />
(or her family) did or did not do. For <strong>in</strong>stance a<br />
traditional circumciser said that excessive bleed<strong>in</strong>g<br />
dur<strong>in</strong>g circumcision happens if one of <strong>the</strong> people<br />
attend<strong>in</strong>g to <strong>the</strong> <strong>in</strong>itiates fails to observe <strong>the</strong> “no<br />
sex” rule imposed on <strong>the</strong> people who might<br />
come <strong>in</strong>to contact with <strong>the</strong> <strong>in</strong>itiates dur<strong>in</strong>g <strong>the</strong><br />
circumcision and heal<strong>in</strong>g period.<br />
While most of <strong>the</strong> participants seemed to agree that<br />
<strong>the</strong>re was not much significant difference between<br />
<strong>the</strong> circumcised and uncircumcised girls <strong>in</strong> <strong>the</strong>ir<br />
community, most thought that <strong>the</strong> girls differed<br />
<strong>in</strong> <strong>the</strong>ir general attitude and personal bear<strong>in</strong>g.<br />
Circumcised girls were considered most likely<br />
to be rude and difficult because <strong>the</strong>y considered<br />
<strong>the</strong>mselves fully grown women. Participants <strong>in</strong><br />
FGDs said that this attitude creates major problems,<br />
especially <strong>in</strong> schools where <strong>the</strong> girls consider<br />
<strong>the</strong>mselves equal to <strong>the</strong> female teachers, and<br />
hence <strong>the</strong>y should not be tak<strong>in</strong>g <strong>in</strong>structions or<br />
punishment from <strong>the</strong>m:<br />
once <strong>the</strong>y are circumcised <strong>the</strong>y consider<br />
<strong>the</strong>mselves as grown women just like yourself,<br />
mean<strong>in</strong>g you are peers and hence <strong>the</strong>re isn’t much<br />
you can teach <strong>the</strong>m let alone punish<strong>in</strong>g <strong>the</strong>m”<br />
(participant, FGD, teachers).<br />
Participants thought this attitude was <strong>the</strong> lead<strong>in</strong>g<br />
cause of poor grades, and dropp<strong>in</strong>g out of school<br />
among <strong>the</strong>se girls. Uncircumcised girls, on <strong>the</strong> o<strong>the</strong>r<br />
hand, were considered more likely to stay <strong>in</strong> school<br />
and to complete <strong>the</strong>ir education. Circumcised girls<br />
were also seen as more likely than uncircumcised<br />
girls to get married early and start child-bear<strong>in</strong>g,<br />
especially when <strong>the</strong>y drop out of school.<br />
Attitudes towArds eFForts to<br />
erAdicAte FGm<br />
When asked about <strong>the</strong> place and role of <strong>the</strong><br />
government with respect to female circumcision,<br />
most of <strong>the</strong> respondents felt that <strong>the</strong> government<br />
has not done enough to fight FGM. One FGD<br />
participant remarked:<br />
The local adm<strong>in</strong>istrators are double<br />
speak<strong>in</strong>g just for <strong>the</strong> sake of fulfill<strong>in</strong>g <strong>the</strong>ir<br />
responsibility. They do noth<strong>in</strong>g”.<br />
