powerful alternative approach which ma<strong>in</strong>ta<strong>in</strong>s <strong>the</strong><br />

celebration of <strong>the</strong> passage of a girl to womanhood,<br />

thus respect<strong>in</strong>g <strong>the</strong> culture and tradition, without<br />

<strong>the</strong> act of genital cutt<strong>in</strong>g. ARP is often suggested<br />

as an <strong>in</strong>tervention offer<strong>in</strong>g a culturally sensitive<br />

approach lead<strong>in</strong>g to <strong>the</strong> long term abandonment<br />

of FGM. However, evaluation reports suggest<br />

that <strong>the</strong> cultural context needs to be taken <strong>in</strong>to<br />

consideration and that ARP is not appropriate <strong>in</strong><br />

all communities 12 .<br />

The Alternative Rite of Passage (ARP) was first<br />

<strong>in</strong>troduced <strong>in</strong> 1996 by Maendeleo ya Wanawake<br />

(MYWO), a local women’s development movement,<br />

and PATH, as an ‘alternative ritual’ among <strong>the</strong><br />

Meru community, which avoided genital cutt<strong>in</strong>g<br />

but ma<strong>in</strong>ta<strong>in</strong>ed <strong>the</strong> essential components of<br />

female circumcision, such as education for <strong>the</strong><br />

girls on family life and women’s roles, exchange<br />

of gifts, celebration, and a public declaration for<br />

community recognition 12 . At this time FGM was<br />

part of a large community celebration with <strong>the</strong><br />

younger girls be<strong>in</strong>g secluded prior to cutt<strong>in</strong>g,<br />

to learn about <strong>the</strong>ir role <strong>in</strong> society, followed by a<br />

public event to celebrate <strong>the</strong>ir graduation. The<br />

rationale beh<strong>in</strong>d ARP was to persuade communities<br />

to ma<strong>in</strong>ta<strong>in</strong> <strong>the</strong> public celebration of <strong>the</strong> passage<br />

to womanhood, but without <strong>the</strong> harmful cutt<strong>in</strong>g. A<br />

Population Council evaluation of <strong>the</strong> MYWO ARP 11<br />

programme concluded that <strong>the</strong> contribution that an<br />

ARP <strong>in</strong>tervention can make towards abandonment<br />

of <strong>the</strong> practice <strong>in</strong> a community depends on <strong>the</strong><br />

socio-cultural context <strong>in</strong> which FGM is practised.<br />

Where FGM is part of a community ritual, ARP<br />

would be more likely to be successful, whereas<br />

where FGM is a more private family affair, or not<br />

l<strong>in</strong>ked to <strong>the</strong> rite of passage, ARP would be less<br />

likely to be adopted as a genu<strong>in</strong>e alternative<br />

to FGM.<br />

S<strong>in</strong>ce <strong>the</strong> first <strong>in</strong>troduction of ARP <strong>in</strong> <strong>Kenya</strong>, o<strong>the</strong>r<br />

non-governmental organisations (NGOs) have<br />

developed <strong>the</strong>ir own models of ARP, which have<br />

been <strong>in</strong>troduced <strong>in</strong> o<strong>the</strong>r parts of <strong>the</strong> country.<br />

The Tsaru Ntomonok Initiative (TNI) is one such<br />

<strong>in</strong>itiative. It is a community-based organisation<br />

based <strong>in</strong> <strong>the</strong> Narok district, <strong>in</strong> <strong>the</strong> Sou<strong>the</strong>rn Rift<br />

Valley, established <strong>in</strong> 2003 and is a residential<br />

rescue centre for young Masai girls, escap<strong>in</strong>g<br />

from FGM and early marriage. The centre<br />

provides a holistic service of rescue, counsell<strong>in</strong>g,<br />

education and guidance, encourag<strong>in</strong>g where<br />

possible re<strong>in</strong>tegration of young women <strong>in</strong>to <strong>the</strong>ir<br />

own communities, but without <strong>the</strong> threat of FGM<br />

or forced marriage. ARP is one element of <strong>the</strong><br />

programme offered to young girls at <strong>the</strong> end of<br />

<strong>the</strong>ir tra<strong>in</strong><strong>in</strong>g and before <strong>the</strong>y leave <strong>the</strong> centre,<br />

return<strong>in</strong>g to <strong>the</strong>ir family or mov<strong>in</strong>g on to take up<br />

o<strong>the</strong>r employment or educational opportunities.<br />

The Young Women’s Christian Association (YWCA)<br />

has been implement<strong>in</strong>g programmes encourag<strong>in</strong>g<br />

<strong>the</strong> abandonment of FGM <strong>in</strong> <strong>Kenya</strong> s<strong>in</strong>ce 2006.<br />

Programmes focus on three regions where <strong>the</strong><br />

prevalence of FGM is high: Meru, Kisii districts and<br />

among <strong>the</strong> Masai <strong>in</strong> <strong>the</strong> Kajiado district. An ARP<br />

approach has been adopted among <strong>the</strong> Meru and<br />

<strong>the</strong> Kisii, with short events focus<strong>in</strong>g on education,<br />

rights, career choices and <strong>the</strong> adverse effects<br />

and complications of FGM. The week-long camps<br />

end with an ARP ceremony, to which community<br />

leaders and parents are <strong>in</strong>vited. Among <strong>the</strong> Masai,<br />

<strong>the</strong> YWCA has established recue centres which<br />

also offer tra<strong>in</strong><strong>in</strong>g <strong>in</strong> combat<strong>in</strong>g <strong>the</strong> stigma of<br />

non-circumcision, and rais<strong>in</strong>g awareness about<br />

FGM. In all three areas, <strong>the</strong> YWCA works with<br />

local schools, parents, religious and community<br />

leaders <strong>in</strong> addition to <strong>the</strong> ARP and rescue camps.<br />

Anecdotal <strong>in</strong>formation from YWCA <strong>in</strong>dicates that<br />

considerable progress has been made <strong>in</strong> chang<strong>in</strong>g<br />

attitudes <strong>in</strong> relation to FGM among <strong>the</strong> Meru where<br />

<strong>the</strong> programme has been implemented s<strong>in</strong>ce<br />

2006. The programmes among <strong>the</strong> Masai and<br />

Kisii are more recent, although signs of <strong>in</strong>creased<br />

abandonment <strong>in</strong> <strong>the</strong> two communities have<br />

been observed.<br />

FGm AmonG <strong>the</strong> kisii And <strong>the</strong><br />

kuriA PeoPle<br />

The Kisii and Kuria communities live <strong>in</strong> Nyanza<br />

Prov<strong>in</strong>ce, close to <strong>the</strong> border with Tanzania. In<br />

general, Nyanza Prov<strong>in</strong>ce has some of <strong>the</strong> highest<br />

total fertility rates <strong>in</strong> <strong>Kenya</strong>, at 5.4, compared to<br />

2.8 <strong>in</strong> Nairobi, and 3.4 <strong>in</strong> Central Prov<strong>in</strong>ce. The<br />

Prov<strong>in</strong>ce also has <strong>the</strong> lowest median age at first<br />
