review. However, <strong>the</strong>re are few reported cases of<br />
successful legal action aga<strong>in</strong>st <strong>the</strong> perpetrators of<br />
FGM and <strong>the</strong>re have been widespread criticisms<br />
that <strong>the</strong> law is not effectively protective, is poorly<br />
implemented, and has failed to curb FGM. There<br />
is no specific law <strong>in</strong> <strong>Kenya</strong> aga<strong>in</strong>st FGM for women<br />
over 18 years of age.<br />
The <strong>Kenya</strong>n government has <strong>in</strong>troduced a range<br />
of <strong>in</strong>itiatives through <strong>the</strong> National Plan of Action<br />
to try and encourage <strong>the</strong> abandonment of FGM,<br />
for example, a government-led commission to<br />
coord<strong>in</strong>ate activities for <strong>the</strong> elim<strong>in</strong>ation of <strong>the</strong><br />
practice has been set up, br<strong>in</strong>g<strong>in</strong>g toge<strong>the</strong>r<br />
partners <strong>in</strong>volved <strong>in</strong> <strong>the</strong> fight aga<strong>in</strong>st FGM on<br />
national and regional levels, to share expertise,<br />
raise resources and collaborate on <strong>in</strong>itiatives. The<br />
commission has had mixed success <strong>in</strong> establish<strong>in</strong>g<br />
networks at regional level, for example, Kuria has<br />
a thriv<strong>in</strong>g network which coord<strong>in</strong>ates anti-FGM<br />
action, whereas <strong>in</strong> Kisii attempts to establish a<br />
strong network have been largely unsuccessful<br />
to date.<br />
mAle circumcision <strong>in</strong> kenyA<br />
Male circumcision is widely practiced across<br />
<strong>Kenya</strong> 10 , with KDHS 2003 <strong>in</strong>dicat<strong>in</strong>g 84% of<br />
<strong>Kenya</strong>n men were circumcised. The approach<br />
taken by <strong>the</strong> <strong>Kenya</strong>n government <strong>in</strong> relation to<br />
male circumcision is different from that of FGM.<br />
In 2007, UNAIDS and WHO recommended that<br />
male circumcision should be <strong>in</strong>cluded as part of<br />
a comprehensive HIV prevention package, as a<br />
result of observational studies and cl<strong>in</strong>ical trials.<br />
Consequently, <strong>in</strong> 2008 <strong>the</strong> <strong>Kenya</strong>n M<strong>in</strong>istry of<br />
Health launched a voluntary male circumcision<br />
programme as a means of reduc<strong>in</strong>g <strong>the</strong> prevalence<br />
of AIDS and sexually transmitted diseases.<br />
Currently, national campaigns are tak<strong>in</strong>g place,<br />
supported by UNAIDS and WHO, which is<br />
reportedly result<strong>in</strong>g <strong>in</strong> an <strong>in</strong>crease <strong>in</strong> male<br />

circumcision, <strong>in</strong>clud<strong>in</strong>g among ethnic groups,<br />
like <strong>the</strong> Luo, who traditionally have not undergone<br />
male circumcision.<br />
APProAches to <strong>the</strong><br />
AbAndonment oF FGm<br />
<strong>in</strong> kenyA<br />
Different <strong>in</strong>tervention approaches have been used<br />
<strong>in</strong> <strong>Kenya</strong> to persuade communities to abandon<br />
FGM. A situation analysis 11 conducted <strong>in</strong> 2006<br />
documented <strong>the</strong> different types of <strong>in</strong>terventions<br />
that have been implemented <strong>in</strong> <strong>Kenya</strong>, <strong>in</strong>clud<strong>in</strong>g:<br />
•• Interventions us<strong>in</strong>g a health risk approach<br />
and address<strong>in</strong>g health complications<br />
of FGM;<br />
•• Approaches address<strong>in</strong>g FGM as a harmful<br />
traditional practice;<br />
•• Educat<strong>in</strong>g traditional circumcisers and<br />
offer<strong>in</strong>g alternative <strong>in</strong>come generation;<br />
•• The alternative rite of passage<br />
approach;Interventions address<strong>in</strong>g FGM<br />
and religion;<br />
•• Legal and human rights approach, <strong>the</strong><br />
<strong>in</strong>tergenerational dialogue approach;<br />
•• Promotion of girl’s education and<br />
empowerment to oppose FGM, and<br />
support<strong>in</strong>g girls escap<strong>in</strong>g from early<br />
marriage and FGM.<br />
Early <strong>in</strong>terventions focused on <strong>the</strong> health risks<br />
of FGM, and address<strong>in</strong>g FGM as a harmful<br />
traditional practice. Though not documented, it<br />
is suspected that this emphasis may have led to<br />
harm-reduction tendencies <strong>in</strong> some communities,<br />
<strong>in</strong>clud<strong>in</strong>g m<strong>in</strong>imis<strong>in</strong>g <strong>the</strong> amount of flesh cut, and<br />
us<strong>in</strong>g medical staff and implements to perform<br />
<strong>the</strong> cutt<strong>in</strong>g (medicalisation). This report focuses<br />
particularly on <strong>the</strong> use of ARP approaches to <strong>the</strong><br />
abandonment of FGM. ARP is potentially a<br />
