7/8 Foresight Study A foresight study is another key element of the project. The foresight study finalised in autumn 2007 provides the necessary basis for the development of joint activities. PV ERA NET oriented its foresight study towards issues related to coordination and cooperation between national / regional programmes dealing with PV RTD. As such, this foresight focuses today’s needs in terms of common and coordinated activities, tools and mechanisms for PV RTD programmes in order to respond to the challenges in the specific European context. This foresight report can therefore be considered a discussion paper that helps drawing a Joint Action Plan and Work Programme as final outcomes of the four years’ PV ERA NET project in 2008. This foresight study cannot mirror nor does want to repeat all important elements of the photovoltaic sector but selects a few key issues that are related to PV RTD programme management. The objective of the study was i) to provide an overview of the PV RTD programming context, ii) to highlight some trends and challenges and iii) translate them into today’s actions relevant for the coordination of national and regional PV RTD programmes. This document describes the status in PV ERA NET states and their European context. It also reports on selected issues coming from the United States and Japan. Finally, it draws conclusions (or rather raises questions) towards actions needed in the PV RTD programming field. International Cooperation According to the very mission of the ERA NET scheme, increased coordination and cooperation between the national and regional programmes on a multi-lateral level is the main focus of activities carried out in this project. 19 organisations from 13 states and regions representing some 20 RTD programmes are involved in PV ERA NET. Further organisations with programming responsibilities can join the consortium in the follow-up activities currently explored and defined. Evaluation 2007 and Outlook 2008 Major achievements have been so far: � A format has been developed and is used for annual survey reports on key issues of the PV RTD programmes involved in PV ERA NET � A web-based project database was developed to provide a detailed overview of ongoing RTD projects in the participating PV RTD programmes. � Evaluation procedures and criteria as well as barriers and opportunities were assessed in view of future joint activities. A pool of evaluators is being set up in easy-to-use database format. � Topics for joint transnational RTD activities have been systematically analysed and prioritised. � A transnational call POLYMOL was launched by six states involved in PV ERA NET � A Foresight Study was carried for Solar Photovoltaic Electricity in order to provide an overview of the PV RTD programming context, ii) to highlight some trends and challenges and iii) translate them into today’s actions relevant for the coordination of national and regional PV RTD programmes. � Additionally, PV ERA NET has established a stronger link to the European PV Technology Platform with its Strategic Research Agenda as well as with the ongoing and foreseen activities in the European 7 th Framework Programme for Research and the recently launched Strategic Energy Technology (SET) plan. A great wealth of information collected is made available in different format (reports with strategic information e.g. survey reports and the foresight study) that allowed for achieving the goals set by the consortium in terms of structured exchange of information on the programmes and mutual knowledge about the programmes. Databases have been developed for ongoing PV RTD projects (already implemented) and for a pool of evaluators (to be implemented in 2008). They will be useful tools for programmer coordinators and managers. The first transnational call on Polymer and Molecular Solar Photovoltaic Cells and Modules was launched in September 2007 with the participation of Denmark, Flanders (Belgium), The Netherlands, Sweden, Switzerland and the United Kingdom. The pilot joint Call demands some additional efforts from the partners but it is recognised that the concrete and real exercise allows for valuable experience and insights which are expected to be useful for further joint activities. Nine preproposals were submitted. Full proposals are to be submitted in spring 2008 and projects selected to be started in summer 2008. PV ERA NET and its members play a complementary and essential role in defining the future PV RTD in the European Research Area by carrying out important national and regional programmes dealing with PV RTD, by improving information exchange and cooperation between the programmes and by participating in different pan European initiatives – all aiming at strengthening the individual programmes and PV research as a whole in Europe. In its final project year, PV ERA NET will set up a common work programme building the ground and orientation for future cooperation and coordination of the programmers’ network. Looking at the challenges on the global level and the recently launched European initiatives, the role of such a network is becoming more and more important on the strategic and operational level.
