4.3.5 Thre<strong>at</strong>ened and Endangered Species<br />

No Action <strong>Altern<strong>at</strong>ive</strong><br />

Environmental Consequences<br />

Under the No Action <strong>Altern<strong>at</strong>ive</strong>, implement<strong>at</strong>ion of the <strong>Altern<strong>at</strong>ive</strong> <strong>Energy</strong> Project would not<br />

occur; therefore, no impacts on St<strong>at</strong>e or federally listed thre<strong>at</strong>ened or endangered species or<br />

federally design<strong>at</strong>ed critical habit<strong>at</strong> would occur.<br />

Proposed Action and <strong>Altern<strong>at</strong>ive</strong>s<br />

Based on the proposed loc<strong>at</strong>ion of the wind turbines and the likelihood th<strong>at</strong> <strong>Wallops</strong> Island may<br />

provide suitable habit<strong>at</strong> for listed avian species, the flight p<strong>at</strong>h of birds may be affected by the<br />

wind turbines. Because the proposed solar panel install<strong>at</strong>ion lies within a highly developed area<br />

of the Main Base, install<strong>at</strong>ion and oper<strong>at</strong>ion of the solar panels would not disturb or affect St<strong>at</strong>e<br />

or federally listed species or their habit<strong>at</strong>.<br />

Table 25 lists the federally endangered, thre<strong>at</strong>ened, and candid<strong>at</strong>e species of concern within the<br />

vicinity of WFF th<strong>at</strong> may be affected by the Proposed Action, and lists <strong>NASA</strong>’s determin<strong>at</strong>ion of<br />

effects under Section 7 of the ESA. The area of effect for the construction of the wind turbines<br />

includes the footprint, access road infrastructure, work space for construction and staging areas<br />

(Figure 6). The oper<strong>at</strong>ional area of effect of the wind turbines would include the overall height of<br />

the tower and top of the blades, the diameter of the blades, and the rot<strong>at</strong>ional area of the blades.<br />

Effects to St<strong>at</strong>e-listed species are discussed in the text below.<br />
