<strong>Altern<strong>at</strong>ive</strong> One<br />

Environmental Consequences<br />

The construction-rel<strong>at</strong>ed noise impacts and mitig<strong>at</strong>ion would be the same as described under the<br />

Proposed Action for construction of utility-scale and residential-scale wind turbines. The<br />

discussion of noise gener<strong>at</strong>ed by wind turbines would be the same as described under the<br />

Proposed Action; however, there would be less noise gener<strong>at</strong>ed compared to Proposed Action<br />

because only one utility-scale wind turbine would be oper<strong>at</strong>ed.<br />

Install<strong>at</strong>ion activities for the solar panels have the potential to gener<strong>at</strong>e temporary increases in<br />

noise levels around the Main Base from heavy equipment oper<strong>at</strong>ions. <strong>NASA</strong> would comply with<br />

local noise ordinances and St<strong>at</strong>e and Federal standards and guidelines for potential impacts on<br />

humans caused by construction activities. OSHA limits noise exposure for workers to 115 dBA<br />

for a period of no longer than 15 minutes in an 8-hour work shift and to 90 dBA for an entire 8hour<br />

shift. Workers near activities producing unsafe noise levels, both during install<strong>at</strong>ion and<br />

during maintenance or repair oper<strong>at</strong>ions after the solar panels are oper<strong>at</strong>ional, would be required<br />

to wear hearing protection equipment. Therefore, impacts on the occup<strong>at</strong>ional health of<br />

construction workers as a result of construction noise are not expected.<br />

The oper<strong>at</strong>ion of solar panels would not cre<strong>at</strong>e any noise.<br />

<strong>Altern<strong>at</strong>ive</strong> Two<br />

Noise would be the same as described under the Proposed Action for construction and oper<strong>at</strong>ion<br />

of wind turbines; however, there would be less noise gener<strong>at</strong>ed compared to Proposed Action<br />

because only the residential-scale wind turbines would be installed.<br />

The types of noise impacts and mitig<strong>at</strong>ion for install<strong>at</strong>ion of solar panels would be the same as<br />

described under <strong>Altern<strong>at</strong>ive</strong> One. However the dur<strong>at</strong>ion of the noise rel<strong>at</strong>ed to install<strong>at</strong>ion of the<br />

solar panels would last approxim<strong>at</strong>ely twice as long because double the amount solar panels<br />

would be installed compared to <strong>Altern<strong>at</strong>ive</strong> One. The oper<strong>at</strong>ion of solar panels would not cre<strong>at</strong>e<br />

any noise.<br />

4.2.6 Hazardous M<strong>at</strong>erials and Hazardous Waste<br />

No Action <strong>Altern<strong>at</strong>ive</strong><br />

Under the No Action <strong>Altern<strong>at</strong>ive</strong>, implement<strong>at</strong>ion of the <strong>Altern<strong>at</strong>ive</strong> <strong>Energy</strong> Project would not<br />

occur; therefore, there would be no impact from hazardous m<strong>at</strong>erials and gener<strong>at</strong>ion of hazardous<br />

waste.<br />

Proposed Action<br />

Construction activities would include the use of hazardous m<strong>at</strong>erials and hazardous waste<br />

gener<strong>at</strong>ion (i.e., solvents, hydraulic fluid, oil, and antifreeze) from the construction equipment.<br />

With implement<strong>at</strong>ion of safety measures and proper procedures for the handling, storage, and<br />

disposal of hazardous m<strong>at</strong>erials and wastes during construction activities, no adverse impacts are<br />

anticip<strong>at</strong>ed during construction. In addition, <strong>NASA</strong> would require site-specific SWPPP to be<br />

developed prior to the start of construction activities th<strong>at</strong> would contain BMPs rel<strong>at</strong>ed to spill<br />

prevention and clean-up procedures for hazardous m<strong>at</strong>erials and wastes.<br />
