As can be seen in Table 3.2, which shows changes over time, the proportion<br />

of revenue from the four main sources changed only slightly between 1995 and<br />

2009. General taxation has tended to provide well over two-thirds of all finance<br />

<strong>for</strong> health. PHI has grown more rapidly than OOP payments, in part because of<br />

the continuing centrality of PHI as part of employment-based benefit packages<br />

in unionized and professional workplaces.<br />
