changes; and provides an overview of future developments.<br />

7. Assessment of the health system: provides an assessment based on the<br />

stated objectives of the health system, financial protection and equity<br />

in financing; user experience and equity of access to health care; health<br />

outcomes, health service outcomes and quality of care; health system<br />

efficiency; and transparency and accountability.<br />

8. Conclusions: identifies key findings, highlights the lessons learned<br />

from health system changes; and summarizes remaining challenges and<br />

future prospects.<br />

9. Appendices: includes references, useful web sites and legislation.<br />

The quality of HiTs is of real importance since they in<strong>for</strong>m policy-making<br />

and meta-analysis. HiTs are the subject of wide consultation throughout the<br />

writing and editing process, which involves multiple iterations. They are then<br />

subject to the following.<br />

• A rigorous review process (see the following section).<br />

• There are further ef<strong>for</strong>ts to ensure quality while the report is finalized that<br />

focus on copy-editing and proofreading.<br />

• HiTs are disseminated (hard copies, electronic publication, translations<br />

and launches). The editor supports the authors throughout the production<br />

process and in close consultation with the authors ensures that all stages<br />

of the process are taken <strong>for</strong>ward as effectively as possible.<br />

One of the authors is also a member of the Observatory staff team and<br />

they are responsible <strong>for</strong> supporting the other authors throughout the writing<br />

and production process. They consult closely with each other to ensure that<br />

all stages of the process are as effective as possible and that HiTs meet the<br />

series standard and can support both national decision-making and comparisons<br />

across countries.
