o Training for non farm income generation capacity. Farmers feel their eco-service generation<br />

through ponds and cascade of those can become a point of attraction. They need more<br />

training for making use of idle months which is sometimes as high as four months.<br />

80. Based on assessment of community response it is clear that a strategic plan aimed at providing<br />

micro level livelihood/income and macro level productivity security/risk minimization through a portfolio<br />

of measures is required.. No single action can ensure adequate adaptive capacity. Simultaneous<br />

implementation of portfolio of actions might bring in desired radical change. The portfolio of actions<br />

can range over a number of interventions, including;<br />

o Water security at farm level<br />

o Community empowerment through knowledge dissemination<br />

o Provision of desiltation mechanism and funding.<br />

o Afforestation programmes.<br />

o Crop diversification from soya to move away with adverse impacts of monocropping practice.<br />

Marketing facility, storage facility and market support price for crops other than soya and<br />

wheat, promotion of horticulture practice, oil seed like kusum.<br />

o Alternative irrigation techniques: drip , piped, mulching<br />

o Ground water recharge<br />

o Water quality management<br />

o Water course lining vs. farm ponds need further assessment<br />

o Managed conjunctive water use<br />

o Water use monitoring by ground water permit system /bore hole restrictions/ground water use<br />

regulation/reliable electric supply/rationalization of surface water supply/payment for eco<br />

service<br />

o Improved Weather forecast<br />

o Enhancement of non farm income sources such as milk or pisiculture<br />

o Farmers training regarding the optimum use of water for improving overall water situation<br />

12. Road Map for Community Actions<br />

81. The implementation of strategic plan need an Integrated approach, including:<br />

o How information systems on water use and supply can be developed. Such a system can<br />

bring the roles of the stakeholders together observationally. Current level of information is<br />

scattered across different departments and does not lead to integrated approach in strategic<br />

action plan on a cross cutting issue like water.<br />

o How informal ground water market can be transformed into formal participatory water<br />

management system needs to be explored further through research and subsequent<br />

consultation with the stakeholders.<br />

o What combination of actions in strategic risk minimizing policy portfolio be included for various<br />

districts need to be checked through simple cost benefit analysis and further stakeholder<br />

consultation.<br />

o <strong>Sub</strong>sidy versus PES (payment for environmental services) as strategic policy instrument<br />

needs further community consultation.<br />

o How IWRM institution can work towards formalizing informal ground market needs further<br />

check.<br />

o What can be the contribution of changes in technology, policy and behavior of farmers needs<br />

an assessment.<br />
