We were not defeated, and rarely are; for <strong>the</strong> people of Nicaragua,<br />

<strong>the</strong> verdict of history was different. 36<br />

Summariz<strong>in</strong>g his three-volume work, Dexter Perk<strong>in</strong>s writes that “In<br />

<strong>the</strong> development of <strong>the</strong> Monroe Doctr<strong>in</strong>e, one of <strong>the</strong> most extraord<strong>in</strong>ary<br />

and <strong>in</strong>terest<strong>in</strong>g objects of study must be <strong>the</strong> evolution of a doctr<strong>in</strong>e<br />

which was <strong>in</strong>tended for <strong>the</strong> protection of Lat<strong>in</strong>-American states by <strong>the</strong><br />

United States <strong>in</strong>to one that justified and even sanctified American<br />

<strong>in</strong>terference <strong>in</strong> and control of <strong>the</strong> affairs of <strong>the</strong> <strong>in</strong>dependent republics of<br />

this cont<strong>in</strong>ent.” 37 The assessment of <strong>the</strong> early <strong>in</strong>tention may be<br />

questioned, and one might be slightly taken aback by Perk<strong>in</strong>s’s lack of<br />

comment over what this “<strong>in</strong>terference” has meant to Lat<strong>in</strong> America,<br />

evident enough when he wrote <strong>in</strong> 1937. But <strong>the</strong> basic thrust of his<br />

summary is much to <strong>the</strong> po<strong>in</strong>t.<br />

Over <strong>the</strong> years, <strong>the</strong>re have been various “corollaries” to <strong>the</strong> Monroe<br />

Doctr<strong>in</strong>e, most notably, <strong>the</strong> “Roosevelt Corollary” announced by<br />

President Theodore Roosevelt <strong>in</strong> 1904, after he had succeeded <strong>in</strong><br />

steal<strong>in</strong>g <strong>the</strong> Panama Canal route from Colombia and with an eye on <strong>the</strong><br />

Dom<strong>in</strong>ican Republic:<br />

Chronic wrongdo<strong>in</strong>g, or an impotence which results <strong>in</strong> a general<br />

loosen<strong>in</strong>g of <strong>the</strong> ties of civilized society, may <strong>in</strong> America, as<br />

elsewhere, ultimately require <strong><strong>in</strong>tervention</strong> by some civilized nation,<br />

and <strong>in</strong> <strong>the</strong> Western Hemisphere <strong>the</strong> adherence of <strong>the</strong> United<br />

States to <strong>the</strong> Monroe Doctr<strong>in</strong>e may force <strong>the</strong> United States,<br />

however reluctantly, <strong>in</strong> flagrant cases of such wrongdo<strong>in</strong>g or<br />

impotence, to <strong>the</strong> exercise of an <strong>in</strong>ternational police power.<br />

This pronouncement was described by <strong>the</strong> Argent<strong>in</strong>e newspaper La<br />

Prensa as “<strong>the</strong> most serious and menac<strong>in</strong>g declaration aga<strong>in</strong>st South<br />
