The Fifth Freedom<br />

sponsored by <strong>the</strong> US has precisely <strong>the</strong> opposite effects: <strong>in</strong>creas<strong>in</strong>g<br />

<strong>in</strong>ternal repression, underm<strong>in</strong><strong>in</strong>g “advocates of a ‘third way’ like<br />

[President] Daniel Ortega,” “supply<strong>in</strong>g arguments to <strong>the</strong> Len<strong>in</strong>ists,”<br />

<strong>in</strong>creas<strong>in</strong>g <strong>the</strong> militarization of <strong>the</strong> country, and streng<strong>the</strong>n<strong>in</strong>g its ties to<br />

<strong>the</strong> USSR. The situation, he states, “is comparable to that of Cuba<br />

twenty years ago.”<br />

The “<strong>in</strong>consistency” arises only if we assume that official US<br />

pronouncements aimed at <strong>the</strong> general public are necessary truths. If we<br />

subject <strong>the</strong>m to <strong>the</strong> test of history, as <strong>in</strong> <strong>the</strong> case of states that do not<br />

merit such loyalty and adulation, we will discover, not surpris<strong>in</strong>gly, that<br />

<strong>the</strong>y are without merit and that <strong>the</strong> “<strong>in</strong>consistency” disappears. Refus<strong>in</strong>g<br />

to accept <strong>the</strong> elementary canons of rationality, we will fail to<br />

comprehend that <strong>the</strong> consequences Ash perceives are precisely <strong>the</strong><br />

<strong>in</strong>tent of US policy: to ensure that constructive developments <strong>in</strong><br />

Nicaragua will not “<strong>in</strong>fect” <strong>the</strong> region (see below, notes 57, 58), and to<br />

streng<strong>the</strong>n its ties with <strong>the</strong> USSR to justify our assault aga<strong>in</strong>st those who<br />

violate <strong>the</strong> Fifth Freedom. The behavior of <strong>the</strong> US government over many<br />

years will appear to yield fur<strong>the</strong>r “<strong>in</strong>consistencies”—curiously systematic<br />

ones, as anyone whose eyes are open will quickly discover. Ash f<strong>in</strong>ds<br />

<strong>the</strong> “<strong>in</strong>consistency” puzzl<strong>in</strong>g because he credits childish <strong>in</strong>anities about<br />

<strong>the</strong> US “dedication to <strong>the</strong> liberal creed” and “dedication to a value<br />

system . . . virtually alone among nations” (cit<strong>in</strong>g Michael Howard,<br />

Regius Professor of Modern History at Oxford). Putt<strong>in</strong>g <strong>the</strong>se delusions<br />

aside, a rational pattern emerges, and a highly familiar one.<br />

One might note, <strong>in</strong>cidentally, <strong>the</strong> remarkable “colonization” of<br />

sophisticated British <strong>in</strong>tellectuals, who regard <strong>the</strong>mselves as<br />

<strong>in</strong>dependent and critical but <strong>in</strong> fact react to US power and propaganda<br />

<strong>in</strong> a manner rem<strong>in</strong>iscent of some of <strong>the</strong> more absurd Anglophile Indian<br />

<strong>in</strong>tellectuals under <strong>the</strong> Empire.<br />
