economic development <strong>in</strong> Eastern Europe and Afghanistan. We should<br />

have no difficulty <strong>in</strong> understand<strong>in</strong>g <strong>the</strong>ir self-image and picture of <strong>the</strong><br />

world, if we can look honestly at ourselves. Not only state planners, but<br />

<strong>the</strong> educated classes generally, are given to s<strong>in</strong>cere belief <strong>in</strong> <strong>the</strong> most<br />

astonish<strong>in</strong>g (and self-serv<strong>in</strong>g) fantasies, a fact of little relevance to <strong>the</strong><br />

study of policy formation. In <strong>the</strong> case of official enemies or precursors <strong>in</strong><br />

imperial aggression we readily understand that true <strong>in</strong>terests are<br />

disguised <strong>in</strong> propaganda, perhaps even disguised to those who propound<br />

it. Only <strong>in</strong> study<strong>in</strong>g <strong>the</strong> record of our own state is such elementary<br />

rationality proscribed.<br />

There is, however, a related po<strong>in</strong>t that is of some significance for <strong>the</strong><br />

study of state policy. A system of rationalizations and propaganda, once<br />

constructed and <strong>in</strong>ternalized, may come to be a factor <strong>in</strong>fluenc<strong>in</strong>g policy<br />

decisions as ideology overwhelms <strong>in</strong>terests. The same may be true of<br />

o<strong>the</strong>r irrational factors—e.g., heroic postur<strong>in</strong>g, and <strong>the</strong> like. A close<br />

analysis of policy will generally unearth a structure of rational calculation<br />

based on perceived <strong>in</strong>terests at its core, but <strong>in</strong> <strong>the</strong> complex world of<br />

decision-mak<strong>in</strong>g and political plann<strong>in</strong>g, many o<strong>the</strong>r elements may also<br />

<strong>in</strong>tervene, sometimes significantly, <strong>in</strong>clud<strong>in</strong>g <strong>the</strong> system of self-serv<strong>in</strong>g<br />

beliefs that is regularly constructed to disguise—to o<strong>the</strong>rs, and to<br />

oneself—what is really happen<strong>in</strong>g <strong>in</strong> <strong>the</strong> world.<br />

Failure to understand <strong>the</strong> roots of US foreign policy, and a curious<br />

unwill<strong>in</strong>gness to perceive its highly systematic nature over many years,<br />

makes it appear that this policy is confused and is fail<strong>in</strong>g, when it is<br />

succeed<strong>in</strong>g brilliantly. Thus conservative British correspondent Timothy<br />

Garton Ash f<strong>in</strong>ds a “strik<strong>in</strong>g <strong>in</strong>consistency” <strong>in</strong> <strong>the</strong> way <strong>the</strong> US “has<br />

pursued its pr<strong>in</strong>ciples <strong>in</strong> Central America,” Nicaragua be<strong>in</strong>g a “prime<br />

example.” 28 The <strong>in</strong>consistency is that <strong>the</strong> US is devoted to pluralism,<br />

respect for human rights, and o<strong>the</strong>r good th<strong>in</strong>gs, and to persuad<strong>in</strong>g <strong>the</strong><br />

Sand<strong>in</strong>istas to cut <strong>the</strong>ir ties with <strong>the</strong> USSR. But <strong>the</strong> “contra aggression”<br />
