million <strong>in</strong> aid to Nicaragua s<strong>in</strong>ce <strong>the</strong> revolution while “express[<strong>in</strong>g]<br />

irritation” that nearly four times that much, some $1.6 billion, had come<br />

from non-Soviet sources, mostly what he called “misguided” European<br />

governments. The US has predictably devoted itself to term<strong>in</strong>at<strong>in</strong>g this<br />

pluralism and ensur<strong>in</strong>g sole dependency on <strong>the</strong> Evil Empire. “In 1982,<br />

<strong>the</strong> French sold Nicaragua about $17 million worth of arms before US<br />

anger made <strong>the</strong>m steer clear of send<strong>in</strong>g any more military items <strong>in</strong>to <strong>the</strong><br />

area,” <strong>the</strong> press reports; <strong>the</strong> statement is only partly true, s<strong>in</strong>ce France,<br />

which will gladly sell arms to <strong>the</strong> devil himself unless prevented by<br />

higher authority, may cont<strong>in</strong>ue to provide state terrorists <strong>in</strong> El Salvador<br />

and Guatemala with <strong>the</strong> required means of destruction, with our full<br />

acquiescence. But only <strong>the</strong> Soviet bloc is permitted to provide Nicaragua<br />

with arms for self-defense aga<strong>in</strong>st our attack. 25<br />

When arms do not flow at <strong>the</strong> approved level from our favored<br />

source, US propaganda <strong>in</strong>vents <strong>the</strong> required facts, as <strong>in</strong> <strong>the</strong> case of<br />

Guatemala <strong>in</strong> 1954, or <strong>the</strong> guerrillas <strong>in</strong> El Salvador dur<strong>in</strong>g <strong>the</strong> Reagan<br />

years.<br />

Much <strong>the</strong> same was true <strong>in</strong> <strong>the</strong> case of Maoist Ch<strong>in</strong>a and Castro’s<br />

Cuba, among o<strong>the</strong>r examples; <strong>in</strong> <strong>the</strong> former case, <strong>the</strong> US not only<br />

helped create a S<strong>in</strong>o-Soviet bloc that was not <strong>in</strong>evitable, given<br />

longstand<strong>in</strong>g conflicts between <strong>the</strong> Ch<strong>in</strong>ese Communists and <strong>the</strong> USSR<br />

that extend back to <strong>the</strong> Ch<strong>in</strong>ese Civil War, but even <strong>in</strong>sisted with some<br />

passion that <strong>the</strong> S<strong>in</strong>o-Soviet bloc rema<strong>in</strong>ed solid when it was evident to<br />

any rational observer that it was riven by deep conflicts. The important<br />

po<strong>in</strong>t is that such behavior is systematic and quite rational, given <strong>the</strong><br />

guid<strong>in</strong>g geopolitical conceptions, which are essentially <strong>in</strong>variant, s<strong>in</strong>ce<br />

<strong>the</strong>y are rooted <strong>in</strong> <strong>the</strong> unchang<strong>in</strong>g <strong>in</strong>stitutional structure of ownership<br />

and dom<strong>in</strong>ation <strong>in</strong> our own society.<br />

It is commonly remarked that <strong>in</strong>digenous factors have played a role <strong>in</strong><br />

driv<strong>in</strong>g <strong>the</strong> various enemies of <strong>the</strong> Fifth Freedom <strong>in</strong>to <strong>the</strong> hands of <strong>the</strong><br />
