The Fifth Freedom<br />

Commie-dom<strong>in</strong>ated bloc of slave states, was unable to perceive <strong>the</strong><br />

possibility that <strong>the</strong> Vietnamese Communists might be guided even <strong>in</strong><br />

part by <strong>the</strong>ir own <strong>in</strong>terests and concerns ra<strong>the</strong>r than merely act<strong>in</strong>g as<br />

agents of <strong>the</strong>ir foreign masters.<br />

The higher truths of <strong>the</strong> state religion, which bl<strong>in</strong>ded <strong>in</strong>telligence to<br />

<strong>the</strong> most elementary facts, also pervade <strong>the</strong> ma<strong>in</strong>stream scholarly<br />

literature, where we f<strong>in</strong>d as a po<strong>in</strong>t of doctr<strong>in</strong>e that Vietnamese<br />

Communists were “enflamed” by Stal<strong>in</strong> after World War II (Walt Rostow)<br />

and that US <strong><strong>in</strong>tervention</strong> was “aimed at forestall<strong>in</strong>g a southward<br />

expansion of Ch<strong>in</strong>ese communism” (John K<strong>in</strong>g Fairbank; an analytic<br />

error, this dist<strong>in</strong>guished historian and critic of <strong>the</strong> war believes). In <strong>the</strong><br />

real world, <strong>the</strong> Vietnamese Communists did not need Stal<strong>in</strong> to “enflame”<br />

<strong>the</strong>m; French tyranny and <strong>the</strong>n US subversion and aggression sufficed.<br />

And it was clear enough, early on, that far from be<strong>in</strong>g an agency of<br />

Ch<strong>in</strong>ese expansionism, Vietnamese nationalism (whe<strong>the</strong>r Communist or<br />

not) would be an obstacle to it. The role of Stal<strong>in</strong> and Mao <strong>in</strong> <strong>the</strong> US<br />

doctr<strong>in</strong>al system was to legitimate <strong>the</strong> US assault, motivated on quite<br />

different grounds, as <strong>in</strong>ternal documents make clear. 18<br />

When <strong>the</strong> attempt to subdue South Vietnam failed, <strong>the</strong> US widened<br />

<strong>the</strong> war to all of Indoch<strong>in</strong>a <strong>in</strong> a manner that predictably led to eventual<br />

North Vietnamese dom<strong>in</strong>ance after desperately block<strong>in</strong>g efforts on all<br />

sides to neutralize South Vietnam, Laos and Cambodia. After fail<strong>in</strong>g <strong>in</strong><br />

its larger aims, <strong>the</strong> US devoted itself to maximiz<strong>in</strong>g suffer<strong>in</strong>g and<br />

repression <strong>in</strong> <strong>the</strong> societies that it had destroyed, and help<strong>in</strong>g to drive<br />

<strong>the</strong>m more firmly <strong>in</strong>to <strong>the</strong> hands of <strong>the</strong> USSR by systematically clos<strong>in</strong>g<br />

off all o<strong>the</strong>r options, <strong>in</strong>sofar as possible. 19<br />

Much <strong>the</strong> same was true as <strong>the</strong> US sought to overcome <strong>the</strong> heresy of<br />

capitalist democracy <strong>in</strong> Guatemala, which threatened <strong>the</strong> <strong>in</strong>terests of US<br />

corporations. Guatemala was declared an agency of <strong>the</strong> global<br />

Communist conspiracy and serious threats were mounted aga<strong>in</strong>st it,<br />
