Americas Watch observes, a State Department official said that ‘‘we see<br />

a trend toward improvement <strong>in</strong> human rights.’’ In March 1985, Edward<br />

Fox of <strong>the</strong> State Department stated that “democracy is on track <strong>in</strong><br />

Guatemala . . . The overall human rights situation <strong>in</strong> Guatemala has also<br />

improved, and <strong>the</strong> trends are encourag<strong>in</strong>g,” while human rights groups,<br />

and now even <strong>the</strong> press, reported <strong>the</strong> upsurge <strong>in</strong> murders and repression<br />

<strong>in</strong> preparation for forthcom<strong>in</strong>g elections.<br />

Comment<strong>in</strong>g on this abysmal record, Christopher Hitchens observes:<br />

“I’m not suggest<strong>in</strong>g ‘moral equivalence’ here. The U.S. government has<br />

fallen below <strong>the</strong> standards employed by <strong>the</strong> cheapest Stal<strong>in</strong>ist hack.” 73<br />

After <strong>the</strong> disappearance and murder of several USAID employees,<br />

Abrams conceded that some problems had arisen: “It has not gone from<br />

white to black . . . But <strong>the</strong> situation has clearly deteriorated.” 74 The<br />

reports sampled above are from <strong>the</strong> period when <strong>the</strong> situation was still<br />

perfect. In <strong>the</strong> case of El Salvador, Abrams stated categorically that welldocumented<br />

massacres, such as <strong>the</strong> one at Los Llanitos, had never<br />

taken place. Referr<strong>in</strong>g to this and ano<strong>the</strong>r massacre by <strong>the</strong> Atlacatl<br />

Battalion at <strong>the</strong> Guals<strong>in</strong>ga river, where <strong>the</strong> toll may have reached several<br />

hundred, Abrams stated that “nei<strong>the</strong>r of <strong>the</strong>m happened . . . <strong>the</strong>re were<br />

no massacres <strong>in</strong> El Salvador <strong>in</strong> 1984.” Abrams also claimed that <strong>the</strong> US<br />

Embassy, which “is <strong>in</strong> a better position than a newspaper which has a<br />

one-man bureau to <strong>in</strong>vestigate what is go<strong>in</strong>g on <strong>in</strong> El Salvador,” always<br />

<strong>in</strong>vestigated such reports, and that his “memory is” that <strong>the</strong>y did so <strong>in</strong><br />

<strong>the</strong>se cases, f<strong>in</strong>d<strong>in</strong>g <strong>the</strong> reports groundless. The US Embassy denied<br />

<strong>in</strong>vestigat<strong>in</strong>g ei<strong>the</strong>r massacre. 75 We return <strong>in</strong> chapter three to <strong>the</strong><br />

<strong>in</strong>terest<strong>in</strong>g reactions of President Duarte, <strong>in</strong> <strong>the</strong>se and o<strong>the</strong>r cases.<br />

It is small wonder that human rights groups have referred to <strong>the</strong><br />

Reagan Adm<strong>in</strong>istration as “an apologist for some of <strong>the</strong> worst horrors of<br />

our time.” 76 Human Rights Secretary Abrams has become particularly<br />
