doctr<strong>in</strong>es of <strong>the</strong> state religion—<strong>the</strong>se are among <strong>the</strong> many reflections of<br />

<strong>the</strong> enormous power of <strong>the</strong> Western system of fragmentation and<br />

ideological control, and of our <strong>in</strong>ability, so far, to combat it, except<br />

sporadically.<br />

US foreign and domestic policy has roots <strong>in</strong> <strong>in</strong>stitutional structures;<br />

only <strong>in</strong> a limited way does it reflect <strong>the</strong> personal preferences and<br />

commitments of particular <strong>in</strong>dividuals who happen to hold office. The<br />

<strong>in</strong>stitutional structures fix <strong>the</strong>se policies with<strong>in</strong> certa<strong>in</strong> bounds, lead<strong>in</strong>g<br />

to ceaseless efforts to ma<strong>in</strong>ta<strong>in</strong> or enlarge <strong>the</strong> Fifth Freedom, reliance on<br />

<strong>the</strong> Pentagon system of state economic management, concerted<br />

measures to limit democracy at home and destroy it <strong>in</strong> <strong>the</strong><br />

dependencies, a persistent assault on human rights and social justice,<br />

construction of a vast system of social control and <strong>in</strong>doctr<strong>in</strong>ation. With<strong>in</strong><br />

<strong>the</strong> constra<strong>in</strong>ts of exist<strong>in</strong>g state <strong>in</strong>stitutions, policies will be determ<strong>in</strong>ed<br />

by people represent<strong>in</strong>g centers of concentrated power <strong>in</strong> <strong>the</strong> private<br />

economy, people who, <strong>in</strong> <strong>the</strong>ir <strong>in</strong>stitutional roles, will not be swayed by<br />

moral appeals but by <strong>the</strong> costs consequent upon <strong>the</strong> decisions <strong>the</strong>y<br />

make—not because <strong>the</strong>y are “bad people,” but because that is what <strong>the</strong><br />

<strong>in</strong>stitutional roles demand; if current <strong>in</strong>cumbents do not perform <strong>the</strong>se<br />

tasks, <strong>the</strong>y will be removed <strong>in</strong> favor of o<strong>the</strong>rs who will. The closer to <strong>the</strong><br />

centers of power one stands, <strong>the</strong> more <strong>the</strong>se factors operate. Those who<br />

are serious about <strong>in</strong>duc<strong>in</strong>g changes <strong>in</strong> public policy will <strong>the</strong>refore<br />

consider ways to modify this calculus of costs.<br />

For elite groups who control capital and <strong>in</strong>vestment decisions, <strong>the</strong><br />

means are direct, well-understood, and constantly pursued. The ord<strong>in</strong>ary<br />

citizen who is excluded from <strong>the</strong> private system of dom<strong>in</strong>ation and<br />

control can resort to o<strong>the</strong>r means. Those who own and manage <strong>the</strong><br />

society want a discipl<strong>in</strong>ed, apa<strong>the</strong>tic and submissive public that will not<br />

challenge <strong>the</strong>ir privilege and <strong>the</strong> orderly world <strong>in</strong> which it thrives. The<br />

ord<strong>in</strong>ary citizen need not grant <strong>the</strong>m this gift. Enhanc<strong>in</strong>g <strong>the</strong> Crisis of
