aspirations and expectations, are of no small significance. 31 They reflect<br />

<strong>the</strong> concentration of real power, and are factors <strong>in</strong>fluenc<strong>in</strong>g <strong>the</strong> stand<br />

that elected officials take on public issues.<br />

1.6 “The Ultimate Target”: <strong>the</strong> Public M<strong>in</strong>d<br />

The task of render<strong>in</strong>g <strong>the</strong> human m<strong>in</strong>d “impotent for expression” (see<br />

section 1.1 above) never<strong>the</strong>less must be diligently pursued, as<br />

illustrated by recurrent Crises of Democracy. This po<strong>in</strong>t too has been<br />

clearly understood <strong>in</strong> <strong>the</strong> bus<strong>in</strong>ess community. An AT&T executive<br />

observed <strong>in</strong> 1909 that “<strong>the</strong> public m<strong>in</strong>d . . . is <strong>in</strong> my judgment <strong>the</strong> only<br />

serious danger confront<strong>in</strong>g <strong>the</strong> company.” “From <strong>the</strong> turn of <strong>the</strong> century<br />

until this day,” Gabriel Kolko comments, “it was <strong>the</strong> object of a cultural<br />

and ideological <strong>in</strong>dustry that was as unrelent<strong>in</strong>g as it was diverse:<br />

rang<strong>in</strong>g from <strong>the</strong> school to <strong>the</strong> press to mass culture <strong>in</strong> its multitud<strong>in</strong>ous<br />

dimensions.” 32 The success of government propaganda dur<strong>in</strong>g World<br />

War II helped <strong>in</strong>spire <strong>the</strong> growth of <strong>the</strong> US public relations <strong>in</strong>dustry, a<br />

unique and highly significant <strong>in</strong>stitution. Its patron sa<strong>in</strong>t, Edward<br />

Bernays, who served on <strong>the</strong> government propaganda commission dur<strong>in</strong>g<br />

World War I, wrote <strong>in</strong> <strong>the</strong> 1920s that 33<br />

The conscious and <strong>in</strong>telligent manipulation of <strong>the</strong> organized habits<br />

and op<strong>in</strong>ions of <strong>the</strong> masses is an important element <strong>in</strong> democratic<br />

society . . . it is <strong>the</strong> <strong>in</strong>telligent m<strong>in</strong>orities which need to make use<br />

of propaganda cont<strong>in</strong>uously and systematically. In <strong>the</strong> active<br />

proselytiz<strong>in</strong>g of m<strong>in</strong>orities <strong>in</strong> whom selfish <strong>in</strong>terests and public<br />

<strong>in</strong>terests co<strong>in</strong>cide lie <strong>the</strong> progress and development of America.<br />

The alleged “co<strong>in</strong>cidence” is a widely-held dogma, traceable <strong>in</strong> one
