A counterpart to <strong>the</strong> campaign to stamp out heresy was a sharp attack<br />

aga<strong>in</strong>st labor. Edsall observes that<br />

In advanced Western democracies both on this cont<strong>in</strong>ent and <strong>in</strong><br />

Europe <strong>the</strong>re is a direct and demonstrable correlation between<br />

government commitment to domestic social spend<strong>in</strong>g and <strong>the</strong><br />

strength of <strong>the</strong> trade union movement. There exists <strong>in</strong> no Western<br />

democracy any o<strong>the</strong>r major organization cutt<strong>in</strong>g across racial and<br />

ethnic l<strong>in</strong>es that can defend progressive distributional policies of<br />

both taxation and spend<strong>in</strong>g . . . Without a strong labor movement,<br />

<strong>the</strong>re is no broad-based <strong>in</strong>stitution <strong>in</strong> American society equipped<br />

to represent <strong>the</strong> <strong>in</strong>terests of those <strong>in</strong> <strong>the</strong> work<strong>in</strong>g and lower-middle<br />

classes <strong>in</strong> <strong>the</strong> formulation of economic policy.<br />

In short, unions are unique with<strong>in</strong> capitalist democracy <strong>in</strong> provid<strong>in</strong>g<br />

some way for people of limited resources to enter mean<strong>in</strong>gfully <strong>in</strong>to <strong>the</strong><br />

political system, and <strong>the</strong>refore <strong>the</strong>y too must be “rendered impotent” to<br />

guard aga<strong>in</strong>st <strong>the</strong> threat of democracy. The attack on labor <strong>in</strong>volved a<br />

variety of means, <strong>in</strong>clud<strong>in</strong>g illegal fir<strong>in</strong>gs to undercut free union elections<br />

(bus<strong>in</strong>ess “found <strong>the</strong> sanctions for fight<strong>in</strong>g unions through illegal tactics<br />

worth <strong>the</strong> price”) and o<strong>the</strong>r measures, with considerable assistance from<br />

<strong>the</strong> labor bureaucracy. Reagan’s 1981-82 recession had a notable<br />

impact <strong>in</strong> this regard. Like <strong>the</strong> revival of military escalation, <strong>the</strong> attack<br />

on social legislation began <strong>in</strong> <strong>the</strong> latter part of <strong>the</strong> Carter presidency,<br />

tak<strong>in</strong>g flight under Reagan along with <strong>the</strong> assault aga<strong>in</strong>st <strong>the</strong> labor<br />

movement. 11<br />
