measures regularly elicit bus<strong>in</strong>ess support. The po<strong>in</strong>t was expla<strong>in</strong>ed <strong>in</strong><br />

<strong>the</strong> Bus<strong>in</strong>ess Week article of 1949, cited earlier, express<strong>in</strong>g concern<br />

over Stal<strong>in</strong>’s “peace offensive.” 85 The problem posed by this “offensive”<br />

was that it might <strong>in</strong>terfere with “<strong>the</strong> prospect of ever-ris<strong>in</strong>g military<br />

spend<strong>in</strong>g,” with deleterious effects. The background assumption is that<br />

substantial government spend<strong>in</strong>g must cont<strong>in</strong>ue. The question is: for<br />

what? The article goes on to extol <strong>the</strong> advantages of military<br />

Keynesianism over o<strong>the</strong>r measures that would suffice to deal with <strong>the</strong><br />

domestic problems at hand:<br />

But <strong>the</strong>re’s a tremendous social and economic difference between<br />

welfare pump-prim<strong>in</strong>g and military pump-prim<strong>in</strong>g. It makes <strong>the</strong><br />

government’s role <strong>in</strong> <strong>the</strong> economy—its importance to bus<strong>in</strong>ess—<br />

greater than ever. Military spend<strong>in</strong>g doesn’t really alter <strong>the</strong><br />

structure of <strong>the</strong> economy. It goes through <strong>the</strong> regular channels. As<br />

far as a bus<strong>in</strong>essman is concerned, a munitions order from <strong>the</strong><br />

government is much like an order from a private customer. But <strong>the</strong><br />

k<strong>in</strong>d of welfare and public works spend<strong>in</strong>g that Truman plans does<br />

alter <strong>the</strong> economy. It makes new channels of its own. It creates<br />

new <strong>in</strong>stitutions. It redistributes <strong>in</strong>come. It shifts demand from one<br />

<strong>in</strong>dustry to ano<strong>the</strong>r. It changes <strong>the</strong> whole economic pattern.<br />

The transition to a peacetime economy could be easily managed, <strong>the</strong><br />

editors argue, but <strong>the</strong> impact on <strong>the</strong> society would be unacceptable,<br />

weaken<strong>in</strong>g <strong>the</strong> dom<strong>in</strong>ant role of bus<strong>in</strong>ess <strong>in</strong>terests and permitt<strong>in</strong>g o<strong>the</strong>r<br />

forces to develop as “<strong>the</strong> Truman Adm<strong>in</strong>istration would get its chance to<br />

go ahead with civilian spend<strong>in</strong>g programs that <strong>the</strong> big military budget<br />

has kept under wraps,” <strong>in</strong>clud<strong>in</strong>g “elaborate plans for development of<br />

natural resources, expansion of public works, broaden<strong>in</strong>g of social
