While security concerns dom<strong>in</strong>ated early postwar th<strong>in</strong>k<strong>in</strong>g, <strong>the</strong>se had<br />

more to do with <strong>the</strong> Fifth Freedom than with any potential military<br />

threat to <strong>the</strong> US or its allies. Nei<strong>the</strong>r <strong>in</strong> its near-impregnable Western<br />

Hemisphere fortress nor <strong>in</strong> Europe nor <strong>in</strong> o<strong>the</strong>r spheres of expand<strong>in</strong>g US<br />

<strong>in</strong>fluence did <strong>the</strong> US adopt a defensive stance, despite conventional<br />

rhetoric about “conta<strong>in</strong>ment of <strong>the</strong> Soviet threat” that dom<strong>in</strong>ates<br />

scholarship and o<strong>the</strong>r commentary. “To a remarkable degree,” John<br />

Lewis Gaddis comments <strong>in</strong> summariz<strong>in</strong>g his major scholarly study of socalled<br />

“conta<strong>in</strong>ment” doctr<strong>in</strong>e, “conta<strong>in</strong>ment has been <strong>the</strong> product, not<br />

so much of what <strong>the</strong> Russians have done, or of what has happened<br />

elsewhere <strong>in</strong> <strong>the</strong> world, but of <strong>in</strong>ternal forces operat<strong>in</strong>g with<strong>in</strong> <strong>the</strong> United<br />

States.” He is referr<strong>in</strong>g specifically to variations <strong>in</strong> <strong>the</strong> way <strong>the</strong> policy of<br />

“conta<strong>in</strong>ment” is pursued, not <strong>the</strong> persistent regularities, which he<br />

ignores, or <strong>the</strong> causes for <strong>the</strong>m. With<strong>in</strong> this narrow framework, he notes<br />

that “What is surpris<strong>in</strong>g is <strong>the</strong> primacy that has been accorded<br />

economic considerations <strong>in</strong> shap<strong>in</strong>g strategies of conta<strong>in</strong>ment, to <strong>the</strong><br />

exclusion of o<strong>the</strong>r considerations,” referr<strong>in</strong>g to state economic<br />

management. 50 The same observation holds when we generalize to<br />

broader considerations, <strong>in</strong>clud<strong>in</strong>g <strong>the</strong> crucial commitment to <strong>the</strong> Fifth<br />

Freedom.<br />

In fact, <strong>the</strong> very term “conta<strong>in</strong>ment” begs numerous questions and<br />

tends to undercut rational understand<strong>in</strong>g of contemporary history. US<br />

policy is conventionally described <strong>in</strong> a framework of conta<strong>in</strong>ment,<br />

détente, and return to conta<strong>in</strong>ment <strong>in</strong> response to Soviet transgressions.<br />

The framework of discussion presupposes, as given, that <strong>the</strong> US stance<br />

is defensive throughout, that <strong>the</strong> US is not an active agent <strong>in</strong> world<br />

affairs pursu<strong>in</strong>g its own objectives, but only responds to <strong>the</strong> acts of evil
