noticed at all, falls under <strong>the</strong> category of irony, pla<strong>in</strong>ly, s<strong>in</strong>ce US<br />

<strong>in</strong>tentions are so elevated. And <strong>the</strong> fact that planners secretly expla<strong>in</strong><br />

that <strong>the</strong>y understand exactly what <strong>the</strong>y are do<strong>in</strong>g—for example, when<br />

Wilson’s Secretary of State expla<strong>in</strong>ed that <strong>the</strong> people of Lat<strong>in</strong> America<br />

are “an <strong>in</strong>cident, not an end” while <strong>the</strong> US pursues its own higher<br />

<strong>in</strong>terests—is simply fur<strong>the</strong>r irony, not relevant to <strong>the</strong> concerns of <strong>the</strong><br />

serious political th<strong>in</strong>ker or historian.<br />

The proper way to <strong>in</strong>terpret <strong>the</strong>se matters was elucidated by Hans<br />

Morgenthau, one of <strong>the</strong> founders of <strong>the</strong> “realist” school which eschews<br />

sentimentality and moralistic postur<strong>in</strong>g <strong>in</strong> favor of hard-headed analysis.<br />

The US was founded to achieve a “transcendent purpose,” Morgenthau<br />

expla<strong>in</strong>ed: “<strong>the</strong> establishment of equality <strong>in</strong> freedom <strong>in</strong> America” and<br />

throughout <strong>the</strong> world. True, <strong>the</strong> historical record appears to show that<br />

<strong>the</strong> US, very much like every o<strong>the</strong>r power, pursues <strong>the</strong> <strong>in</strong>terests of its<br />

own dom<strong>in</strong>ant elites with little regard for o<strong>the</strong>rs. But those who express<br />

skepticism about <strong>the</strong> transcendent purpose on <strong>the</strong>se trivial grounds are<br />

guilty of an error of logic: “To reason thus is to confound <strong>the</strong> abuse of<br />

reality with reality itself.” It is <strong>the</strong> unachieved “national purpose,”<br />

revealed by “<strong>the</strong> evidence of history as our m<strong>in</strong>ds reflect it” (and as our<br />

commissars <strong>in</strong>terpret it), that is <strong>the</strong> reality; <strong>the</strong> actual historical record is<br />

merely <strong>the</strong> abuse of reality. The critics, who foolishly mistake <strong>the</strong> real<br />

world for reality, have fallen <strong>in</strong>to “<strong>the</strong> error of a<strong>the</strong>ism, which denies <strong>the</strong><br />

validity of religion on similar grounds.” 167<br />

These remarks were written dur<strong>in</strong>g <strong>the</strong> Kennedy era, a period of<br />

relative ascendancy for <strong>the</strong> educated elite and correspond<strong>in</strong>gly one of <strong>the</strong><br />

low po<strong>in</strong>ts of US <strong>in</strong>tellectual culture. But <strong>the</strong> ideas, <strong>in</strong> one or ano<strong>the</strong>r<br />

form, run through much ma<strong>in</strong>stream commentary and analysis.<br />

After tortur<strong>in</strong>g <strong>the</strong> Dom<strong>in</strong>ican Republic for 30 years, “President<br />

Trujillo and a handful of United States companies owned <strong>the</strong> Dom<strong>in</strong>ican<br />

Republic,” but “Trujillo’s share, an estimated 65-85% of <strong>the</strong> country’s
