Association (LASA) was virtually ignored by <strong>the</strong> press, as were <strong>the</strong><br />

elections <strong>the</strong>mselves. 138 They reject <strong>the</strong> claim that Arturo Cruz, <strong>the</strong><br />

official democrat accord<strong>in</strong>g to <strong>the</strong> US government and <strong>the</strong> press, was<br />

“excluded” from <strong>the</strong> elections. Ra<strong>the</strong>r, his bus<strong>in</strong>ess-based group made a<br />

policy decision to exclude <strong>the</strong>mselves despite protections to ensure fair<br />

access, and <strong>the</strong> LASA observers doubt that he and his group had a<br />

broad follow<strong>in</strong>g <strong>in</strong> Nicaragua. The press reports that his “biggest rally<br />

drew no more than 1000 fans,” and that his “agenda” is “more attuned<br />

to <strong>the</strong> policy debate <strong>in</strong> Wash<strong>in</strong>gton than to <strong>the</strong> hardships of life <strong>in</strong><br />

Nicaragua”: “Nor did Cruz’ calls for talks with <strong>the</strong> contras strike a<br />

popular chord <strong>in</strong> Managua. To Cruz’ embarrassment, his own sister,<br />

Lilian Cruz, penned an open letter to two progovernment newspapers to<br />

rem<strong>in</strong>d her bro<strong>the</strong>r that her son, Sand<strong>in</strong>ista army officer David Baez,<br />

was sla<strong>in</strong> battl<strong>in</strong>g <strong>the</strong> contras <strong>in</strong> April.” 139<br />

The LASA <strong>in</strong>vestigation concludes that <strong>the</strong> FSLN “did little more to<br />

take advantage of its <strong>in</strong>cumbency than <strong>in</strong>cumbent parties everywhere<br />

(<strong>in</strong>clud<strong>in</strong>g <strong>the</strong> United States) rout<strong>in</strong>ely do.” The election “by Lat<strong>in</strong><br />

American standards was a model of probity and fairness” 140 ; earlier<br />

elections were ei<strong>the</strong>r utterly fraudulent or “meant little more than<br />

automatic ratification of candidates chosen by <strong>the</strong> <strong>in</strong>cumbent party and<br />

<strong>the</strong> U.S. government,” for most Nicaraguans. The report observes that<br />

“We know of no election <strong>in</strong> Lat<strong>in</strong> America (or elsewhere) <strong>in</strong> which<br />

groups advocat<strong>in</strong>g <strong>the</strong> violent overthrow of an <strong>in</strong>cumbent government<br />

have <strong>the</strong>mselves been <strong>in</strong>corporated <strong>in</strong>to <strong>the</strong> electoral process;<br />

particularly when <strong>the</strong>se groups have been openly supported by a foreign<br />

power”; surely noth<strong>in</strong>g of <strong>the</strong> sort would be tolerated for an <strong>in</strong>stant <strong>in</strong><br />

<strong>the</strong> United States. The elections were <strong>in</strong>deed “manipulated,” <strong>the</strong> report<br />

notes, but by <strong>the</strong> Reagan Adm<strong>in</strong>istration, which did everyth<strong>in</strong>g <strong>in</strong> its<br />

power to block and discredit <strong>the</strong>m, <strong>in</strong>clud<strong>in</strong>g efforts to <strong>in</strong>duce Cruz and<br />

o<strong>the</strong>rs to absta<strong>in</strong>. 141
