$30.4 million f<strong>in</strong>anc<strong>in</strong>g of its fish<strong>in</strong>g <strong>in</strong>dustry, Secretary of State George<br />

Shultz <strong>in</strong>itiated a private campaign to torpedo ano<strong>the</strong>r such loan of more<br />

than $100 million to <strong>the</strong> private agricultural sector, <strong>the</strong> very activity that<br />

<strong>the</strong> United States has said it hoped to preserve aga<strong>in</strong>st an alleged<br />

Marxist takeover,” Mary K<strong>in</strong>g reports. Documents leaked from <strong>the</strong> British<br />

Foreign Office <strong>in</strong>dicate that <strong>the</strong>se efforts have been closely coord<strong>in</strong>ated<br />

with US sabotage operations. Senior British government officials secretly<br />

condemn US actions to destabilize Nicaragua as “bully boy tactics”<br />

comb<strong>in</strong>ed with “economic sabotage.” The British representative to <strong>the</strong><br />

Inter-American Development Bank, Kenneth O’Sullivan, reports that <strong>the</strong><br />

US, while “f<strong>in</strong>anc<strong>in</strong>g <strong>the</strong> sabotage of <strong>the</strong> economic <strong>in</strong>frastructure of<br />

Nicaragua,” is try<strong>in</strong>g to make Nicaragua default on its debts by block<strong>in</strong>g<br />

new loans: “Nicaragua . . . is mak<strong>in</strong>g efforts to clear arrears with <strong>the</strong><br />

IBRD [World Bank] and <strong>the</strong> IMF . . . aga<strong>in</strong>st a background of externallyf<strong>in</strong>anced<br />

sabotage,” he <strong>in</strong>formed London. In one case, <strong>the</strong> US Chair of<br />

<strong>the</strong> IADB executive board <strong>in</strong>sisted that a loan for rehabilitation of<br />

fisheries (accepted after considerable US-created delay) <strong>in</strong>clude a clause<br />

requir<strong>in</strong>g Nicaragua to provide adequate fuel for fish<strong>in</strong>g boats. This<br />

“mystified” <strong>the</strong> board, but <strong>the</strong>y soon came to understand this curious<br />

demand: “The follow<strong>in</strong>g week saboteurs blew up <strong>the</strong> fuel depot <strong>in</strong> <strong>the</strong><br />

port of Cor<strong>in</strong>to, <strong>the</strong>ir s<strong>in</strong>gle most effective blow to <strong>the</strong> Nicaraguan<br />

economy,” O’Sullivan reported to <strong>the</strong> Foreign Office.” 135<br />

US subversion, sabotage and aggression are carefully-plotted<br />

operations, as one would expect <strong>in</strong> <strong>the</strong> case of a terrorist state with<br />

unmatched power and only limited domestic constra<strong>in</strong>ts.<br />

The commitment to overthrow <strong>the</strong> Nicaraguan government, though<br />

ritually denied, is barely concealed by Adm<strong>in</strong>istration spokesmen, who<br />

also speak openly about <strong>the</strong> “<strong>in</strong>vasion option” if all else fails. Lengthy<br />

front-page articles <strong>in</strong> <strong>the</strong> New York Times expound <strong>the</strong> Reagan
