ORDEN and ANSESAL, General Medrano, was enlisted as a CIA agent.<br />

Described by José Napoleón Duarte as “<strong>the</strong> fa<strong>the</strong>r of <strong>the</strong> Death Squads,<br />

<strong>the</strong> chief assass<strong>in</strong> of <strong>the</strong>m all,” he was awarded a silver medal by<br />

President Johnson “<strong>in</strong> recognition of exceptionally meritorious service.”<br />

Medrano stated that “ORDEN and ANSESAL grew out of <strong>the</strong> State<br />

Department, <strong>the</strong> CIA, and <strong>the</strong> Green Berets dur<strong>in</strong>g <strong>the</strong> time of Kennedy.”<br />

Parallel domestic security agencies were established <strong>in</strong> Guatemala,<br />

Nicaragua, Panama, Honduras and Costa Rica and “would meet every<br />

three months under <strong>the</strong> supervision of <strong>the</strong> State Department and<br />

exchange <strong>in</strong>formation and methods of operation,” Medrano added. This<br />

was part of a broad plan to organize a Central American <strong>in</strong>telligence<br />

effort under CIA coord<strong>in</strong>ation to control <strong>in</strong>ternal dissidence, parallel<strong>in</strong>g<br />

CONDECA. Nairn reports fur<strong>the</strong>r that accord<strong>in</strong>g to US and Salvadoran<br />

officials, <strong>the</strong> close relations between <strong>the</strong> security forces and <strong>the</strong> US<br />

government have been susta<strong>in</strong>ed s<strong>in</strong>ce, at times with some qualms, now<br />

overcome under <strong>the</strong> Reagan Adm<strong>in</strong>istration. The US provided<br />

coord<strong>in</strong>ation and tra<strong>in</strong><strong>in</strong>g (<strong>in</strong>clud<strong>in</strong>g tra<strong>in</strong><strong>in</strong>g <strong>in</strong> terrorist and torture<br />

techniques, accord<strong>in</strong>g to Salvadoran <strong>in</strong>telligence officers and former<br />

police agents) both <strong>in</strong> El Salvador and <strong>the</strong> US; <strong>the</strong> CIA also provided<br />

<strong>in</strong>formation about suspected dissidents and Salvadorans abroad, many<br />

of whom were assass<strong>in</strong>ated by <strong>the</strong> “death squads” that are actually part<br />

of <strong>the</strong> military and security forces. Nairn concludes:<br />

U.S. complicity <strong>in</strong> <strong>the</strong> dark and brutal work of El Salvador’s Death<br />

Squads is not an aberration. Ra<strong>the</strong>r, it represents a basic<br />

bipartisan, <strong>in</strong>stitutional commitment on <strong>the</strong> part of six American<br />

Adm<strong>in</strong>istrations—a commitment to guard <strong>the</strong> Salvadoran regime<br />

aga<strong>in</strong>st <strong>the</strong> prospect that its people might organize <strong>in</strong> ways<br />

unfriendly to that regime or to <strong>the</strong> United States.
