legacy of misery that rema<strong>in</strong>s until today. Evidently, <strong>the</strong>re could be no<br />

Bolshevik threat at <strong>the</strong> time, so we claimed we were defend<strong>in</strong>g ourselves<br />

aga<strong>in</strong>st <strong>the</strong> Huns.<br />

Mar<strong>in</strong>e Commander Thorpe told new Mar<strong>in</strong>e arrivals that <strong>the</strong> war<br />

would last long enough “to give every man a chance aga<strong>in</strong>st <strong>the</strong> Hun <strong>in</strong><br />

Europe as aga<strong>in</strong>st <strong>the</strong> Hun <strong>in</strong> Santo Dom<strong>in</strong>go.” The hand of <strong>the</strong> Huns<br />

was particularly evident <strong>in</strong> Haiti, he expla<strong>in</strong>ed: “Whoever is runn<strong>in</strong>g this<br />

revolution is a wise man; he certa<strong>in</strong>ly is gett<strong>in</strong>g a lot out of <strong>the</strong> niggers .<br />

. . It shows <strong>the</strong> handwork of <strong>the</strong> German.” In actual fact, <strong>the</strong> real ruler of<br />

Haiti was Col. L. W. T. Waller of <strong>the</strong> US Mar<strong>in</strong>es, fresh from atrocities <strong>in</strong><br />

<strong>the</strong> conquest of <strong>the</strong> Philipp<strong>in</strong>es; he was acquitted <strong>in</strong> court-martial<br />

proceed<strong>in</strong>gs on grounds that he had merely been follow<strong>in</strong>g higher orders<br />

to take no prisoners and to kill every male Filip<strong>in</strong>o over age 10. Waller<br />

particularly despised mulattos: “They are real nigger and no mistake . . .<br />

real nigs beneath <strong>the</strong> surface”; negotiations, <strong>in</strong> his eyes, meant “bow<strong>in</strong>g<br />

and scrap<strong>in</strong>g to <strong>the</strong>se coons.” This murderous lout was particularly<br />

contemptuous of highly educated Haitians such as Philippe<br />

Dartiguenave, selected to be president by <strong>the</strong> Mar<strong>in</strong>es and <strong>the</strong>n elected<br />

<strong>in</strong> a “free election” under Mar<strong>in</strong>e rule. Wilson’s Secretary of State<br />

William Jenn<strong>in</strong>gs Bryan, on <strong>the</strong> o<strong>the</strong>r hand, found <strong>the</strong> nigs amus<strong>in</strong>g:<br />

after a brief<strong>in</strong>g on Haiti, he remarked: “Dear me, th<strong>in</strong>k of it. Niggers<br />

speak<strong>in</strong>g French.” His successor, Robert Lans<strong>in</strong>g, also stressed <strong>the</strong> fear<br />

of <strong>the</strong> Huns <strong>in</strong> justify<strong>in</strong>g <strong>the</strong> <strong>in</strong>vasion, while comment<strong>in</strong>g that “<strong>the</strong><br />

African race are devoid of any capacity for political organization and<br />

[have no] genius for government.” 5 After <strong>the</strong> n<strong>in</strong>eteen-year occupation by<br />

those who had a “capacity for political organization” that followed, Haiti<br />

was left a nightmare of misery and repression.<br />

In 1899, we were compelled to defend ourselves aga<strong>in</strong>st <strong>the</strong><br />

Filip<strong>in</strong>os, who “assailed our sovereignty” as President McK<strong>in</strong>ley<br />

announced angrily to Congress: “<strong>the</strong>re will be no useless parley, no
