t is natural and proper to focus attention on current atrocities, but it<br />

can also be mislead<strong>in</strong>g, and can hamper a proper understand<strong>in</strong>g of<br />

what lies beh<strong>in</strong>d <strong>the</strong>m. It may foster <strong>the</strong> belief that what is<br />

happen<strong>in</strong>g today is to be expla<strong>in</strong>ed on <strong>the</strong> basis of <strong>the</strong> deficiencies,<br />

moral or <strong>in</strong>tellectual, of a transitory political leadership and can be<br />

changed simply by “vot<strong>in</strong>g <strong>the</strong> rascals out.” There is an element of truth<br />

to that assessment: <strong>the</strong> Reagan Adm<strong>in</strong>istration and its cohorts are<br />

unusual <strong>in</strong> <strong>the</strong>ir commitment to aggrandizement of state power, state<br />

violence and terror, deception and o<strong>the</strong>r means to protect state actions<br />

from scrut<strong>in</strong>y by citizens, a quality noted by Congress as well as human<br />

rights groups. 1 I<br />

But <strong>the</strong> element of truth is ra<strong>the</strong>r slight, as <strong>the</strong> historical<br />

record pla<strong>in</strong>ly shows, a fact of some import for people who hope to<br />

change <strong>the</strong> world, not merely to observe it.<br />

It is important to recognize that little that is happen<strong>in</strong>g today is new.<br />

The United States has been torment<strong>in</strong>g Central America and <strong>the</strong><br />

Caribbean for well over a century, generally <strong>in</strong> alleged defense aga<strong>in</strong>st<br />

“outside threats.” In <strong>the</strong> late 1920s, <strong>the</strong> Mar<strong>in</strong>es <strong>in</strong>vaded Nicaragua <strong>in</strong><br />

defense aga<strong>in</strong>st <strong>the</strong> “Bolshevik threat” of Mexico. Secretary of State<br />

Frank Kellogg warned that<br />

The Bolshevik leaders have had very def<strong>in</strong>ite ideas with respect to<br />

<strong>the</strong> role which Mexico and Lat<strong>in</strong> America are to play <strong>in</strong> <strong>the</strong>ir<br />

general program of world revolution. They have set up as one of<br />

<strong>the</strong>ir fundamental tasks <strong>the</strong> destruction of what <strong>the</strong>y term<br />

American imperialism as a necessary prerequisite to <strong>the</strong> successful<br />

development of <strong>the</strong> <strong>in</strong>ternational revolutionary movement <strong>in</strong> <strong>the</strong>
