Classics <strong>in</strong> Politics: <strong>Turn<strong>in</strong>g</strong> <strong>the</strong> <strong>Tide</strong> <strong>Noam</strong> <strong>Chomsky</strong><br />

n <strong>the</strong> same grounds, we can expla<strong>in</strong> <strong>the</strong> reaction of US elites to<br />

<strong>the</strong> Sand<strong>in</strong>ista revolution. The mood <strong>in</strong> Wash<strong>in</strong>gton is conveyed<br />

by Representative William Alexander, who describes “<strong>the</strong> lust<br />

members [of Congress] feel to strike out aga<strong>in</strong>st Communism.” 68 It is, <strong>in</strong><br />

fact, notable that even congressional and media critics of <strong>the</strong> war<br />

aga<strong>in</strong>st Nicaragua feel obliged, with only <strong>the</strong> rarest of exceptions, to<br />

make clear that <strong>the</strong>y have noth<strong>in</strong>g good to say about <strong>the</strong> Sand<strong>in</strong>istas;<br />

<strong>the</strong>ir position, ra<strong>the</strong>r, is that US <strong>in</strong>terests do not require such an attack,<br />

or that its means are <strong>in</strong>appropriate. “Only <strong>the</strong> bravest will say a word for<br />

<strong>the</strong> Sand<strong>in</strong>istas or question <strong>the</strong> president’s premise that he has a perfect<br />

right to practice unlimited ‘behavior modification’ <strong>in</strong> a small, peasant<br />

nation,” Mary McGrory writes. 69<br />

What is <strong>the</strong> reason for this “lust,” this mood rem<strong>in</strong>iscent of<br />

Khome<strong>in</strong>ist frenzy (but more extreme, s<strong>in</strong>ce Iranians had sound<br />

historical reasons for hatred of <strong>the</strong>ir “Great Satan”)? The official claims<br />

can hardly be taken seriously; even if all m<strong>in</strong>imally credible charges are<br />

accepted, <strong>the</strong> Sand<strong>in</strong>ista record compares favorably with that of US<br />

clients <strong>in</strong> <strong>the</strong> region today, and <strong>in</strong> <strong>the</strong> past, and elsewhere, to put it<br />

ra<strong>the</strong>r mildly. 70 O<br />

The conclusions that follow from comparisons with<strong>in</strong> <strong>the</strong><br />

region are too obvious for discussion among sane people, so let us<br />

consider <strong>the</strong> state that is by far <strong>the</strong> major recipient of US aid, ask<strong>in</strong>g<br />

how it would fare under <strong>the</strong> charges brought aga<strong>in</strong>st <strong>the</strong> Sand<strong>in</strong>istas. If<br />

<strong>the</strong> charges cannot withstand this test, <strong>the</strong>n <strong>the</strong> level of hypocrisy is<br />

profound <strong>in</strong>deed.<br />

US propaganda regularly denounces <strong>the</strong> failure of <strong>the</strong> Sand<strong>in</strong>istas to<br />

meet <strong>the</strong>ir alleged “obligations” to <strong>the</strong> Organization of American States
